CITY COUNCIL OF THE CITY OF VERNON
HELD JANUARY 6, 1970AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE

The meeting was called to order by Mayor n. J. Furlong.
It was moved by Mail1iard, seconded by Anderson, that
minutes of the meeting of December 16, 1969 be approved as written
and submitted. Motion carried.
The Clerk reported that this was the time and place for
the hearing for the adoption of Ordinance t-1o. 807, entit1ed"An
Ordinance of the City of Vernon regulating travel, stopping, standing.
and parking of vehicles and pedestrians on the public streets and
highways of the City of Vernon, incorporating certain provisions of
the California Vehicle Code and repealing Ordinance 792 of the City
of Vernon." (Copy of r'lrdinance No. 807 to each member of the City
Council)
Proof of Publication in the Los t...nge1es Daily Journal on
December 22 and 29, 1969 of '"Notice of t'ub1ic Hearing' was duly
acknowledged as being on file.
The City Clerk reported that no written communications
relative to this matter had been received.
No one was in the audience to comment on the adoption of
Ordinance No. 807.
It was moved by Mai11iard, seconded by Anderson, that
Ordinance No. 807 receive a second reading by title. Motion carried..
Ordinance No. 807 - An Ordinance of the City of Vernon
regulating travel, stopping, standing, and parking of vehicles and
pedestrians on the public streets and highways of the City of Vernon,
incorporating certain provisions of the California Vehicle Code and
repealing Ordinance 792 of the City of Vernon, was read for a
second reading by title.
It was moved by Ybarra, seconded by Malburg, that Ordinance
No. 807 receive and pass a second reading. ~otion carried.

accordance with Government ~ode ~ection 36934, the reading of

Ordinance No. 807 - An Ordinance of the City of Vernon
regulating travel, stopping, standing~ and parking of vehicles and
pedestrians on the public streets and highways of the City of Vernon,
incorporating certain provisions of the California Vehicle Code
and repealing Ordinance 792 of the City of Vernon, was read by title
for a third and final reading.
It was moved by Anderson, seconded by Ybarra, that
Ordinance No. 807 receive and pass a third reading and be adopted.

Connnunication from R. H. King, Director of Public Horks,
dated December 18, 1969, transmitting a report entitled "Land
Surveyors' Employment Survey", dated July, 1969, prepared by the
City Engineer; reconnnending that the classifications of "Instrument-
man'. and "Survey Party Chief" be added to Resolution No. 3023 at
the salary scales shown on page 16 of the report; and reconnnending
that Eugene M. DeFrank be reclassified to Instrumentman, Step 1
end th~t Chester A. Webb be reclassified to Survey Party Chief, Step
2, effective January 1, 1970, was read. (Copy to each'member of

It was moved by Mai11iard, seconded by Ybarra, that the
recommendations of the Director of Public Works, dated December 18,
1969, be approved. Motion carried.
Resolution No. 3063 - A Resolution of the City Council of
the City of Vernon, amending Resolution No. 3023, was read.
It was moved by Mailliard, seconded by Ybarra, that
Resolution No. 3063 be approved and adopted. Motion carried.

Communication from R. H. King, Director of Public '.yorks,
dated December 22, 1969, transmitting an easement for street purposes
from Pion~er Stationers, Inc. covering a portion of Bandini Boulevard;
and reconnnending that the easement be accepted and that the grantor
be advised of the official recordation, was read.
It was moved by Ma.1burg, seconded by Mai11iard, that
Easement be accepted from Pioneer Stationers, Inc., and that the
r1ayor and the City Clerk be authorized to execute Certificate of
Acceptance. Motion carried.
Communication from R. H. King, Director of Public Works,
dated December 26, 1969, advising that P. M. Vukanovich Construct-fon
Company has completed the work for Bandini Boulevard T.-1ater Main
Extension across Los ~nge1es River Bridge in accordance with Contract
No. 340; and recommending that the work be accepted and that
0uthority be granted to pay the contractor in accordance with the
r"greement, was read.
Resolution No. 3064 - A Resolution of the City Council of
the City of Vernon, accepting the work for ~andini Boulevard Water
Main Extension across Los Angeles 'liver Bridge in accordance with
Contract No. 340 of the City of Vernon, was read.

It was moved by Mai11iard, seconded by Anderson, that
Resolution No. 3064 be approved and adopted. Motion carried.

dated December 29, 1969, requesting authority to advance certain
personnel as listed, effective January 1, 1970, was read. (Copy

It was moved by Malburg, seconded by Ybarra, that the
request of the Director of Public Works, dated December 29, 1969,
be approved. Motion carried.
Communication from R. H. King, Director of Public Works,
dated December 29, 1969, requesting authority to reclassify certain
personnel as listed, effective January 1, 1970, was read. (Copy to
each member of the City Council)
It was moved by Anderson, seconded by Ybarra, that the
request of the Director of Public Works, dated December 29, 1969,
be approved. Motion carried.
Communication from L. C. Husted, Fire Chief, and V. R.
Bush, Superintendent of Building, dated December 29, 1969, with
reference to request of Reliance Steel & Aluminum Co. for variance
from area requirements of Building Code, recommending that the
request to build an over area non-combustible building (Type IV-N)
be granted under the conditions as outlined in their letter dated
December 2, 1969; and provided that they agree in writing to making
their building comply with the code if a building is erected on the
adjoining property within 60 feet of the subject building, was read.

It was moved by Mai11iard, seconded by Anderson, that the
recommendation of the Fire Chief and the Superintendent of Building,
dated September 29, 1969, be approved. Motion carried.
Communication from L. C. Husted, Fire Chief, and V. R.
Bush, Superintendent of Building, dated December 29, 1969, recom-
mending that Empire Carton Co. be granted temporary permission to
occupy the building at 5717 Santa Fe Avenue until July 1, 1970 under
conditions as outlined in the Fire Department's letter to them of
December 10, 1969, was read. (Copies of both letters to each member
of the City Council)
It was moved by Malburg, seconded by Ybarra, that the
recommendation of the Fire Chief and the Superintendent of Building,
dated December 29, 1969, be approved. Motion carried.
Communication from F. A. Ziemer, City Clerk-Director of
Finance, dated January 2, 1970, transmitting a list of records
which are recommended for immediate destruction, and recommending
that a resolution be adopted authorizing the destruction of these
records, was read. (Copy to each member of the City Council)
Resolution No. 3065 - A Resolution of the City Council of
the City of Vernon, authorizing the destruction of certain City
records, documents, instruments, books and papers, pursuant to
Government Code Section 34090, was read.

It was moved by Mail1iard, seconded by Anderson, that
Resolution No. 3065 be approved and adopted. Motion carried.

Activity Log of the Police Department for the period
December 16 to 31, 1969 inclusive, was presented.
It was moved by Malburg, seconded by Anderson, that
Activity Log of the Police Department be received and filed. Motion
carr ied.
Communication from R. H~ King, Director of Public Works,
dated December 30, 1969, transmitting Contract No. 350 for Improve-
ment of Downey Road Property; and recommending that this contract
be approved and that authority be granted to advertise for bids,
was read.
Resolution No. 3062 - A Resolution of the City Council of
the City of Vernon, approving Contract No. 350 for the Improvement
of Downey Road Property, and giving notice inviting sealed proposals
or bids in accordance with Contract No. 350 of the City of Vernon,
W,lS read.
It was moved by Mai11iard, seconded by Ybarra, that
Resolution No. 3062 be approved and adopted. Motion carried.

Communication from R. H. King, Director of Public Works,
dated December 30, 1969, with reference to bids received for Jewel
Avenue (Private) Water and Sewer Line Construction in accordance
with Contract No. 348, ~ecommending that the contract be awarded to
L.D.M. Pipe Line, Inc. on the basis of their bid of $38,899.00,
was read.
Resolution No. 3066 - A Resolution of the City Council of
the City of Vernon, accepting the bid of L.D.M. Pipe Line, Inc. for
Jewel Avenue {Private} Water and Sewer Line Construction in the
City of Vernon, was read.
It was moved by Anderson, seconded by Mai11iard, that
Resolution No. 3066 be approved and adopted. Motion carried.

Communication from R. H. King, Director of Public Works,
dated December 31, 1969, requesting authority for A. E. Nelson, Jr.
to attend the 22nd Annual California Street and Highway Conference
at Monterey, California from January 29 to 31, 1970, with an
expense allowance of $18l~10, was read.
It was moved by Ybarra, seconded by Mai11iard, that the
request of the Director of Public Works, dated December 31, 1969,
be approved and authority granted to issue warrant in the amount of
$181.10 to A. E. Nelson, Jr. Motion carried.

Communication from F. A. Ziemer, City Clerk-Director of
Finance, dated December 31, 1969, requesting authority for Brooks
Carden to attend the 1970 Conference of the California Association
of Public Purchasing Officers at Los Angeles from February 4 to 6,
1970, inclusive, with an expense allowance of $68.00, was read.
It was moved by Mailliard, seconded by Ybarra, that the
request of the City Clerk-Director of Finance, dated December 31,
1969, be approved and authority granted to issue warrant in the
amount of $68.00 to Brooks Carden. Motion carried.
Communication from R. H. King, Director of Public Works,
dated January 2, 1970, transmitting an easement for street purposes
from Security Pacific National Bank covering a portion of Bandini
Boulevard, and recommending that the easement be accepted and
that the grantor be advised of the official recordation, was read.
It was moved by Anderson, seconded by Ybarra, that
Easement be accepted from Security Pacific National Bank, and that
the Mayor and the City Clerk be authorized to execute Certificate
of Acceptance. Motion carried.
Communication from Paul P. Hendricks, Consulting Electrical
Engineer, dated January 2, 1970, transmitting a list of bids received
for junk or obsolete material; and recommending that the accumulated
1naterial, other than meters, be sold to the highest bidder, Globus
Metals Company, for the sum of $1,416.00 for the lot, and that the
meters (ju.nk) be sold to the highest bidder, Arnold V. Kaeser, for
the sum of $45.00 for the lot, was read.
It was moved by Malburg, seconded by Ybarra, that the
recommendation of the Consulting Electrical Engineer, dated January
2, 1970, be approved. Motion carried.
Communication from R. H. King, Director of Public Works,
dated January 2, 1970, advising that the Board of Supervisors has
approved an Ordinance increasing subdivision map checking fees to
$200.00 per map plus $5.00 per lot; and recommending that Ordinance
)>10. 762 be repealed and that a new ordinance be adopted increasing
the fees as the County provides these services for the City of
Vernon pursuant to a city-county agreement, was read.
Ordinance No. 809 - An Ordinance of the City of Vernon
providing for subdivision map checking fees, and repealing Ordinance
No. 762 of the City of Vernon, was read by title for a first reading.
It was moved by Malburg, seconded by Ybarra, that
Ordinance No. 809 receive and pass a first reading. Motion carried.

Ordinance No. 809 - An Ordinance of the City of Vernon

No. 762 of the City of Vernon, was read in full for a second reading.

Communication from R. H. Bockhacker, Police Chief, dated
January 2, 1970, requesting authority to employ Alan G. Olhausen as
Policeman, Grade 3, effective January 16, 1970, was read.
It was moved by Ybarra, seconded by Anderson, that the
request of the Police Chief, dated January 2, 1970, be approved.
Motion carried.
Communication from Louts S. Hauger, Director of Environ-
mental Health, dated December 31, 1969, advising that, pursuant to
Section 459 of the Health and Safety Code, the Vernon City Jail was
inspected on December 3, 1969, and found to be in excellent sanitary
condition and fully complies with the standards and requirements
prescribed by the Board of Corrections for the feeding, clothing,
and medical care of prisoners, was read.
It was moved by Malburg, seconded by Ybarra, that communi-
cation from the Director of Environmental Health, dated December
31, 1969, be received and filed. Motion carried.
Ordinance No. 808 - An Ordinance of the City of Vernon
amending Ordinance No. 788, was read by title for a first reading.
It was moved by Anderson, seconded by Ybarra, that
Ordinance No. 808 receive and pass a first reading. Motion carried.

Resolution NOQ 3067 - A Resolution of the City Council of
the City of Vernon, requesting the Board of Supervisors of the County
of Los Angeles to permit the Registrar of Voters of said County to
r:;::nder specified services to the City of Vernon, relating to the
conduct of a General Municipal Election to be held in said City on
April 14, 1970, was read.
It was moved by Malburg, seconded by Ybarra, that
Resolution No. 3067 be approved and adopted. Motion carried.

"Warrant Register No. 300" covering claims and demands
presented during the period December 16 to 31, which includes Demands
Nos. 9-3306 to 9-3398 (both inclusive) drawn on the United California
Bank, totaling $58,230.28 (Light and Power Warrants $3,710.27)
(Accounting Period January, 1970), was examined and audited.
It was moved by Mailliard, seconded by Ybarra, that
''Warrant Register No. 300" be approved and payment authorized for
Demands Nos. 9-3306 to 9-3398 (both inclusive), with no exceptions.
Motion carried.
