19700217 Regular City Council Meeting - Minutes I I MINUTES OF A REGUIAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD FEBRUARY 17, 1970 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANl'A FE AVENUE~ VERNON. CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Matl1iard, Malburg, Ybarra COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Ybarra, seconded by Anderson, that minutes of the meeting of February 3, 1970 be approved as written and submitted. Motion carried. Communication from Vernon Livestock Trucking Company, dated February 4, 1970, requesting permission to locate an office trailer on the property at 3308 Bandini Boulevard and to have it connected to lights, water and sewer, was read. Communication from V. R. Bush, Superintendent of Building, dated February 9, 1970, advising that the Building, Fire and Health Departments have no objection to the proposed use of an office trailer by Vernon Livestock Trucking Company at 3308 Bandini Boulevard for a temporary period of one year subject to the usual conditions, was read. It was moved by Anderson, seconded by Ybarra, that Vernon Livestock Trucking Company be authorized to locate an office trailer on the property at 3308 Bandini Boulevard, provided that said trailer is used only for the purposes as outlined in their letter dated February 4, 1970; provided that said trailer is not used for sleeping and/or cooking purposes; provided that the requirements of all City departments are complied with and that all necessary City permits are obtained; and with a stipulation that the maximum time limit said trailer may be used shall be February 1, 1971. Motion carried. Communication from Stauffer Chemical Company, dated February 3, 1970, requesting that the $63.38 assessed as a penalty for late payment of the December water bill be waived as the bill was delivered to ,Amerace at 3211 E. 26th Street, was read. (Copy to each member of the City Council) It was moved by Malburg, seconded by Anderson, that the $63.38 assessed as a penalt~ for late payment of December water bill, be waived. Motion carried. Communication from the City of Huntington Park, dated February 5, 1970, advising that the City Council at its meeting of February 2, 1970 agreed to participate in a joint traffic engineering study with the cities of Bell, Maywood and Vernon under the TOPICS program, was read. I I "-'3- 2 17 70 It was moved by Ybarra, seconded by Mailliard, that the recommendation of the Director of Public Works, dated February 6, 1970, be approved; and that the Mayor and the City Clerk be authorized to execute License Agreement between the City of Vernon and Atlantic Richfield Company Incorporated. Motion carried. Communication from R. H. King, Director of Public Works, dated February 9, 1970, with reference to bids received for Heater Remixing and Asphalt Resurfacing of certain streets in accordance with Contract No. 336, recommending that the contract be awarded to G. J. Payne Company on the basis of their bid of $121,060.16, was read. Resolution No. 3075 - A Resolution of the City Council of the City of Vernon, accepting the bid of G. J~ Payne Company, for heater remixing and asphalt resurfacing of certain streets, in accordance with Contract No. 336 of the City of Vernon, was read. It was moved by Mailliard, seconded by Ybarra, that Resolution No. 3075 be approved and adopted. Motion carried. King, Director of Public Works, dated February 10, 1970, requesting authority to advance certain personnel as listed, effective March 1, 1970, was read. (Copy to each member of the City Council) It was moved by Mail1iard, seconded by Malburg, that the request of the Director of Public Works, dated February 10, 1970, be approved. Motion carried. Communication from R. H. King, Director of Public Works, dated February 9, 1970, transmitting a proposed application before the Public Utilities Commission of the State of California for the widening of Bandini Boulevard across the Union Pacific tracks Crossing No. 2-l46.l5-C; and recommending that the City of Vernon make application to the Commission for the above-mentioned crossing widening, was read. It was moved by Malburg, seconded by Anderson, that the recommendation of the Director of Public Works, dated February 9, 1970, be approved; and that the Mayor and the City Clerk be authorized to execute an application to the Public Utilities CQuIDJ.i,ssion of the State of California for the widening of Bandlni Boul~var.d across the Union Pacific tracks Crossing No. 2-l46,15-C. King, Director of Public Works, dated February 9, 1970, transmitting a proposed application before the Public Utilities Commission of the State of California for the widening of 37th Street across the Union Pacific tracks Crossing No. 3A-5.07-C; and recommending that the City of Vernon make application to the Commission for the above-mentioned crossing widening, was :read. It was moved by Mailliard, seconded by Malburg, that Oscar Mayer & Company be authorized to locate an office trailer on the property at 3301 E. Vernon Avenue, provided that said trailer is used only for the purposes as outlined in their letter dated February 6, 1970; provided that said trailer is not used for sleeping and/or cooking purposes; provided that the requirements of all City departments are complied with and that all necessary City permits are obtained; and with a stipulation that the maximum time limit said trailer may be used shall be February 1, 1971. Motion carried. Communication from the Finance Committee, dated February 9, 1970, making certain enumerated recommendations, was read. (Copy to each member of the City Council) The Fire Chief requested that the recommendation of the Finance Committee, dated February 6, 1970, as outlined in enumerated paragraph number one (1), be tabled for the present time. It was moved by Ybarra, seconded by Malburg, that recom- mendation of the Finance Committee, dated February 6, 1970, as outlined in enumerated paragraph number one (1), be tabled for the present time; and that recommendation of the Finance Committee, dated February 6, 1970, as outlined in enumerated paragraph number two (2), be approved. Motion carried. Communication from R. H. King, Director of Public Works, dated February 4, 1970, transmitting a proposed License Agreement between the City of Vernon and Kal Kan Foods Incorporated covering construction and maintenance of architectural projection encroach- ment in 44th Street; and recommending that the agreement be approved and that the Mayor and the City Clerk be authorized to execute same on behalf of the City of Vernon, was read. Motion carried. Communication from C. H. McGovern, City Attorney, dated February 6, 1970, transmitting an original and three copies of a maintenance agreement prepared by the Los Angeles County Counsel's Office providing for maintenance of the pump house and pumping facility at the Washington Boulevard - Union Pacific Railroad Crossing; and recommending that the agreement be executed by the Mayor and the City Clerk, was read. (Copy to each member of the City Council) It was moved by Mailliard, seconded by Ybarra, that the recommendation of the City Attorney, dated February 6, 1970, be approved; and that the Mayor and the City Clerk be authorized to execute maintenance agreement prepared by the Los Angeles County Counsel's Office providing for maintenance of the pump house and pumping facility at the Washington Boulevard - Union Pacific Rail- road crossing. Motion carried. Report of Health Department Activities for the month of January 1970, was presented. (Copy to each member of the City Council) It was moved by Malburg, seconded by Ybarra, that Report of Health Department Activities be received and filed. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated January 30, 1970, requesting authority for Sgt. W. R. Gilcrease to attend the Training Officers' Seminar at Monte Corona Conference Center at Twin Peaks, California, from April 17 to 19, 1970, inclusive, with an expense allowance of $90.00, was read. It was moved by Mailliard, seconded by Anderson, that the request of the Police Chief, dated January 30, 1970, be approved and authority granted to issue warrant in the amount of $90.00 to We R. Gilcrease. Motion carried. Activity Log of the Police Department for the period February 1 to 15, 1970 inclusive, was presented. It was moved by Anderson, seconded by Ybarra, that Activity Log of the Police Department be received and filed. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated February 10, 1970, requesting authority to employ Joseph William Triplett, III, as Policeman, Grade 4, effective February 16, 1970, was read. It was moved by Malburg, seconded by Mailliard, that the request of the Police Chief, dated February 10, 1970, be approved. Mot ion carried. Communication from R. H. Bockhacker, Police Chief, dated February 11, 1970, requesting that Sergeant R. N. Graham be advanced from Sergeant, Grade 4 to Grade 3, effective March 1, 1970, was read. It was moved by Anderson, seconded by Ybarra, that the request of the Police Chief, dated February 11, 1970, be approved. Motion carried. Communication from R. H. King, Director of Public Works, dated February 10, 1970, requesting authority to prepare Plans and Specifications for construction of a relief sewer in 57th Street from approximately 2nd Street west to the Los Angeles County Sanitation District trunk sewer in Alameda Street, t'1as read. (Copy to each member of the City Council) It was moved by Malburg, seconded by Ybarra, that the request of the Director of Public Works, dated February 10, 1970, be approved. Motion carried. Communication from R. H. King, Director of Public Works, dated February 11, 1970, advising that the Rotary Club of Vernon has requested permission to construct a monument which designates Vernon as a 4 Way Test City; and transmitting a drawing showing the design and location of the proposed monument, was read. (Copy to each member of the City Council) Councilman Malburg stated that he objected to the construction of a monument on the City Hall property by the Rotary Club of Vernon; and pointed out that his objections were those of policy only and to avoid setting a precedent, and not a reflection on the Rotary Club of Vernon and its fine work. It was moved by Malburg, seconded by Mailliard, that the request of the Rotary Club of Vernon to construct a monument on City Hall property be denied. Motion carried. He King, Director of Public Works, dat8d February 17, 1970, transmittiug an easement for street purposes from We3t Coast Fertilizer and Rendering Company covering a portion of Band:i,ni Boulevard; and recommending that the eaS2ment be accepted and that the grantor be advised of the official recordation, w'as read. Motion carried. Communication from L. C. Husted, Fire Chief, dated February 16, 1970, advising that Rosemen Gerald L. Hefner and Paul H. Lampe have submitted letters of resignation to be effective at the close of the working day February 28, 1970; and recommending that their resignations be accepted, was read. It was moved by Ybarra, seconded by Anderson, that the. resignations of Hosemen Gerald L. Hefner and Paul H. Lampe be accepted at the close of the working day February 28, 1970. Motion carried. Resolution No. 3076 - A Resolution of the City Council of the City of Vernon, urging the Los Angeles County Board of Super- visors to conduct a comprehensive inquiry into the cost of law enforcement services supplied by the Los Angeles County Sheriffis Department to contract cities, was read. It was moved by Malburg, seconded by Ybarra, that Resolution No. 3076 be approved and adopted. Motion carried. It was moved by Mailliard, seconded by Ybarra, that "Payroll \oJarrant Register No.. 151" be approved and payment authorized for Demands Nos. 1649 to 1656 (both inclusive), with no exceptions~ Motion carried.
