19700303 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD MARCH 3, 1970 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAHBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE. VERNON~ CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Malburg, Ybarra COUNCIL ABSENT: Mai11iard The meeting was called to order by Mayor R. J. Furlong. It was moved by Anderson, seconded by Ybarra, that minutes of the meeting of February 17, 1970 be approved as written and submitted. Motion carried. Commuunication from R. H. King, Director of Public Works, dated February 18, 1970, transmitting an easement for street purposes from New England Mutual Life Insurance Company covering a portion of Bandini Boulevard; and recommending that the easement be accepted and that the grantor be advised of the official recordation, was read. It was moved by Malburg, seconded by Ybarra, that Easement be accepted from New England Mutual Life Insurance Company, and that the Mayor and the City Clerk be authorized to execute Certificate of Acceptance. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated February 19, 1970, recommending that Officer R. N. Baker's salary continue until March 27, 1970; and at that t~e he be dropped from the City Payroll and be placed on retirement, was read. It was moved by Ybarra, seconded by Anderson, that the recommendation of the Police Chief, dated February 19, 1970, be approved. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated February 18, 1970, requesting authority to employ Richard Oscar Campbell as Policeman, Grade 4, effective March 1, 1970, was read. It was moved by Ybarra, seconded by Malburg, that the request of the Police Chief, dated February 18, 1970, be approved. Motion carried. Communication from R. Ho Bockhacker, Police Chief, dated February 18, 1970, requesting authority to employ Allen Sparks Stocks as Policeman, Grade 1, effective March 1, 1970, was read. It was moved by Malburg, seconded by Ybarra, that the request of the Police Chief, dated February 18, 1970, be approved. Mot ion carried. Communication from L. C. Husted, Fire Chief, dated February 24, 1970, advising that Fireman Jack H. Nelson resigned effective at the close of the working day February 19, 1970 and that Fireman Dale D. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated February 20, 1970, requesting authority to employ Dale D. Burgen as Policeman, Grade 4, effective February 21, 1970, was read. It was moved by Ybarra, seconded by Anderson, that the request of the Police Chief, dated February 20, 1970, be approved. Motion carried. Communication from L. C. Husted, Fire Chief, dated February 24, 1970, requesting authority for R. F. Pav10vsky and L. C. Matteson to attend the Fire Prevention Seminar at Goleta, California from March 15 to 20, 1970, with an expense allowance of $94.80 each, was read. It was moved by Malburg, seconded oy Anderson, that the recommendation of the Fire Chief, dated February 24, 1970, be approved and authority granted to issue warrants in the amount of $94.80 each to R. F. Pav10vsky and L. C. Matteson. Motion carried. Communication from George Burgess, Civil Engineering Assistant, dated February 23, 1970, requesting that he be reimbursed the sum of $15.00 from the Education and Training Budget appropri- ation for a course entitled "Street and Highway Drainage" at the Los Angeles Ca1 State College, together with recommendation for approval by the Director of Public Works, was read. It was moved by Malburg, seconded by Ybarra, that the recommendation of the Director of Public Works, dated February 23, 1970 be approved and authority granted to issue warrant in the amount of $15.00 to George Burgess. Motion carried. Communication from White Glove Building Maintenance Inc., dated February 23, 1970, requesting that the monthly fee for janitorial services for the City Hall be adjusted as of March 1, 1970 by $43.45 bringing the monthly fee to $734.76, due to increased costs in accordance with the current union agreement, was read. It was moved by Anderson, seconded by Ybarra, that the increase for janitorial services requested by White Glove Building Maintenance Inc. under date of February 23, 1970, be approved; and that the Mayor and the City Clerk be authorized to sign copy of letter approving and accepting the $43.45 monthly increase. Hotion carried. Communication from R. H. King, Director of Public Works, dated February 26, 1970, transmitting Contract No. 352 for Water Main Lining - Phase III; and recommending that this contract be approved and that authority be granted to advertise for bids, was read. Resolution No. 3079 - A Resolution of the City Council of the City of Vernon, approving Contract No. 352 for Water Main Lining - Phase III, and giving notice inviting sealed proposals or bids in accordance with Contract No. 352 of the City of Vernon, was read. -1. -1 _-,-,t___!f'-.-.. Soto Street until March 1, 1970, requesting that permission to use these trailers as temporary offices be extended for one year, was read. It was moved by Malburg, seconded by Ybarra, that communi- cation from Myers Drum Company, dated February 25, 1970, be referred to the Fire Department for a report. Motion carried. Communication from the Los Angeles Regional Quality Control Board, dated February 24, 1970, transmitting a copy of Resolution No. 70-17 directing the establishment of standards for construction, maintenance, abandonment and destruction of water wells and cathodic protection wells for Central, Hollywood, Santa Monica, and West Coast Basins in Los Angeles County; and advising that each city in the subject area are to adopt ordinances establishing standards within 180 days of receipt of this notice, was read. (Copy of letter and resolution to each member of the City Council) It was moved by Ybarra, seconded by Anderson, that communi- cation from the Los Angeles Regional Quality Control Board, dated February 24, 1970, together with transmittal, be referred to the Director of Public Works and the Health Department. Motion carried. Activity Log of the Police Department for the period February 16 to 28, 1970 inclusive, was presented. It was moved by Malburg, seconded by Anderson, that Activity Log of the Police Department be received and filed. Motion carried. Communication from R. H. King, Director of Public Works, dated February 26, 1970, recoromending that the Mayor and the City Clerk be authorized to execute a lease agreement between the City of Vernon and Western Chemical & Manufacturing Company for the lease of certain city-owned property in the vicinity of Downey Road and Bandini Boulevard, was read. (Copy to each member of the City Council) It was moved by Ybarra, seconded by Anderson, that the recommendation of the Director of Public Works, dated February 26, 1970, be approved and that the Mayor and the City Clerk be authorized to execute a lease agreement between the City of Vernon and Western Chemical & Manufacturing Company. Motion carried. Communication from R. H. King, Director of Public Works, dated February 26, 1970, transmitting a proposed License Agreement between the City of Vernon and Pemoll Corporation covering construction and maintenance of canopy projection encroachment in Chambers Street; and recommending that the agreement be approved and that the Mayor and the City Clerk be authorized to execute same, was read. 1 I -4- 3 3 70 It was moved by Malburg, seconded by Ybarra, that the recommendation of the Director of Public Works, dated February 26, 1970, be approved and that the Mayor and the City Clerk be authorized to execute License Agreement between the City of Vernon and Pemoll Corporation. Motion carried. Communication from Bechtel Corporation, dated February 26, 1970, requesting permission to retain two existing trailers at 2734 East 46th Street until December 31, 1971; and requesting permission to locate one new trailer for the same period of time, was read. (Copy to each member of the City Council) It was moved by Ybarra, seconded by Malburg, that Bechtel Corporation be granted permission to use two trailers on their property at 2734 E. 46th Street on a temporary basis until December 31, 1971, subject to all other conditions established by the City Council at its meetings held August 15, 1967 and May 6, 1969; and that Bechtel Corporation be granted permission to locate another office trailer 10' x 35', on the property at 2734 E. 46th Street, provided that said trailer is used only for the purposes as outlined in their letter dated February 26, 1970; provided that said trailer is not used for sleeping and/or cooking purposes; provided that the requirements of all City departments are complied with and that all necessary City permits are obtained; and with a stipulation that the maximum time limit said trailer may be used shall be March 1, 1971. Motion carried. Communication from V. R. Bush, Superintendent of Building, dated February 26, 1970, with reference to request of Union Pacific Railroad Company for set-back along Violet Alley, advising that the Director of Public Works and he recommend that any applicant to erect a new building or reconstruct an existing building along Violet Alley be informed of the requirements of Public Utilities Commission's General Order #26-D, and that the applicant be asked to voluntarily set-back 8'-6" from the center line of the tangent track; and that if the applicant refuses, the two Railroad companies involved will be notified by the City that an encroachment will be created and they may take such action as they feel necessary, was read. (Copy to each member of the City Council) It was moved by Malburg, seconded by Anderson, that the recommendation of the Superintendent of Building and the Director of Public Works, dated February 26, 1970, be approved. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated February 27, 1970, requesting that Officer C. J. Allen's lease agreement for a 1969 Harley-Davidson Motorcycle, Engine No. 69FLH3554, be terminated effective as of the close of the business day on February 28, 1970, was read. It was moved by Ybarra, seconded by Anderson, that the request of the Police Chief, dated February 27, 1970, be approved. Motion carried. Ordinance No. 810 - An Ordinance of the City Council of the City of Vernon fixing the time and place of meeting of the Finance Committee of the City of Vernon, was read in full for a first reading. ~,~,~ _K,,\~. Ordinance No. 810 - An Ordinance of the City Council of the City of Vernon fixing the time and place of meeting of the Finance Committee of the City of Vernon, was read for a second reading by title. It was moved by Anderson, seconded by Ybarra, that Ordinance No. 810 receige and pass a second reading. Motion carried. It was moved by Ybarra, seconded by Malburg, that Resolution No. 3077 be approved and adopted. Motion carried. It was moved by Malburg, seconded by Ybarra, that Resolution No. 3078 be approved and adopted. Motion carried. (This matter was tabled by the City Council on February 17, 1970 pursuant to the request of the F ire Chief.) It was moved by Malburg, seconded by Anderson, that recom- mendation of the Finance Committee, dated February 6, 1970, as outlined in enumerated paragraph number one (1), be approved. Motion carried. "Warrant Register No. 304" covering claims and demands presented during the period February 16 to 28, which includes Demands Nos. 70-485 to 70-589 (both inclusive) drawn on the United California Bank, totaling $131,780.89 (Light and Power Warrants $2,314.82) (Accounting Period March, 1970), was examined and audited.
