MINUTES OF A REGUlAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD APRIL 7, 1970 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE. VERNON. CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Ybarra
COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Mailliard, seconded by Ybarra, that minutes
of the meeting of March 17, 1970 be approved as written and submitted.
Motion carried.
Communication from the Central Basin Municipal Water
District, dated March 19, 1970, requesting that the City Council
take favorable action by recommending voter approval of Proposition
7 on the June 2, 1970, Pr~ry Election ballot and by requesting
the Governor to support the Peripheral Canal Project; and trans-
mitting factual information and sample resolutions supporting
Proposition 7, was read. (Copy to each member of the City Council)
Resolution No. 3088 - A Resolution of the City Council of
the City of Vernon, urging voter approval of Proposition 7 on the
Primary Election ballot of June 2, 1970, was read.
It was moved by Mailliard, seconded by Anderson, that
Resolution No. 3088 be approved and adopted. Motion carried.

Copy of Resolution No~ 2785 of the City Council of the City
of Covina urging reconsideration of the Board of Supervisors
regarding mid-year salary adjustments for personnel of the Sheriff's
Department and County Fire Department, was presented. (Copy to
each member of the City Council)
It was moved by Mailliard, seconded by Ybarra, that copy
of Resolution No. 2785 of the City Council of the City of Covina
be received and filed. Motion carried.
Copies of Resolutions of the City Councils of the City of
El Segundo and the City of Gardena requesting the Public Utilities
Connnission of the State of California to institute a special study
as to the feasibility of requiring railroads throughout the State
to beautify railroad rights-of-way in urban areas through proper
landscaping and maintenance thereof, were presented. (Copies to
each member of the City Council)
It was moved by Malburg, seconded by Anderson, that copies
of Resolutions of the City Councils of the City of El Segundo and
the City of Gardena be received and filed. Motion carried.
Telegram from Senator Lawrence E. Walsh, 30th District,
dated March 25, 1970, requesting that the City of Vernon delay any
expression of opposition to Senate Bill 38, was read. (Copy to each
member of the City Council)

It was moved by Anderson, seconded by Malburg, that the
City of Vernon delay any expression of opposition to Senate Bill
38. Motion carried.
Communication from V. R. Bush, Superintendent of Building,
dated March 23, 1970, recommending that 80% of the permit fee of
$45.00 be refunded to Designed Structures, Inc. as Permit No. 22486
has been cancelled without any work having been accomplished, was
read.
It was moved by Ybarra, seconded by Anderson, that the
recommendation of the Superintendent of Building, dated March 23,
1970, be approved and that authority be granted to issue warrant in
the amount of $36.00 to Designed Structures, Inc. Motion carried.
Communication from World Wide Vending, dated March 31,
1970, requesting a license to install some coin operated amusement
games at the Doll House, 5112 So. Boyle Avenue, was read. (Copy
to each member of the City Council)
It was moved by Mail1iard, seconded by Ybarra, that the
request of World Wide Vending, dated March 31, 1970, be referred
to the Police Chief with power to act. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
March 30, 1970, advising that Officer Dale Burgen has resigned
effective as of the close of business on March 30, 1970, and recrnn-
mending that the resignation be accepted, was read.
It was moved by Malburg, seconded by Anderson, that the
resignation of Officer Dale Burgen be accepted. Motion carried.
Communication from C. E. Nemethi, M.D., Health Officer,
dated March 30, 1970, requesting authority to attend the General
Session of California Conference of Local Health Officers at
Sacramento from April 22 to 24, 1970, with an expense allowance of
$231.25, was read.
It was moved by Mail1iard, seconded by Ybarra, that the
request of the Health Officer, dated March 30, 1970, be approved
and authority granted to issue warrant in the amount of $231.25
to C. E. Nemethi, M.D. Motion carried.
Communication from R. H. King, Director of Public Works,
dated March 20, 1970, advising that Federico M. Perez, Utility Man,
plans to retire effective at the close of the working day April 30,
1970; and recommending that his retirement be accepted with deep
appreciation and recognition of faithful, capable and loyal service,
was read. (Copy to each member of the City Council)
Resolution No. 3085 - A Resolution of the City Council of
the City of Vernon, commending Federico M. Perez for his many years
of service to the City of Vernon, was read.
It was moved by Ybarra, seconded by Anderson, that
Resolution No. 3085 be approved and adopted. Motion carried.

Conmunication from R. H. King, Director of Public Works,
dated March 26, 1970, transmitting an easement for street purposes
from Joseph T. Ryerson & Son, Inc. covering a portion of Bandini
Boulevard; and recommending that the easement be accepted and that
the grantor be advised of the official recordation, was read.
It was moved by Malburg, seconded by Ybarra, that easement
be accepted from Joseph T. Ryerson & Son, Inc., and that the Mayor
and the City Clerk be authorized to execute Certificate of
Acceptance. Motion carried.
Communication from R. H. King, Director of Public Works,
dated March 27, 1970, requesting authority for Raymond R. Rich to
attend the 42nd Annual Conference of the California Water Pollution
Control Association at Sacramento from April 29 to May 2, 1970,
with an expense allowance of $205.30, was read.
It was moved by Ybarra, seconded by Mailliard, that the
request of the Director of Public Works, dated March 27, 1970, be
approved and authority granted to issue warrant in the amount of
$205.30 to Raymond R. Rich. Motion carried.
Communication from R. H. King, Director of Public Works,
dated March 27, 1970, requesting authority to attend the 42nd
Annual Conference of the California Water Pollution Control Associ-
ation in Sacramento from April 29 to May 2, 1970, with an expense
allowance of $205.30, was read.
It was moved by Ybarra, seconded by Mailliard, that the
request of the Director of Public Works, dated March 27, 1970, be
approved and authority granted to issue warrant in the amount of
$205.30 to R. H. King. Motion carried.
Conmunication from R. H. King, Director of Public Works,
dated April 1, 1970, with reference to bids received for Water Main
Lining - Phase III in accordance with Contract No. 352, recommending
that the contract be awarded to Pipe Linings, Inc. on the basis
of their bid of $114,477.7.0, was read.
Resolution No. 3090 - A Resolution of the City Council of
the City of Vernon, accepting the bid of Pipe Linings, Inc. for
Water Main Lining - Phase Ill, in accordance with Contract No. 352
of the City of Vernon, was read.
It was moved by Anderson, seconded by Ybarra, that
Resolution No. 3090 be approved and adopted. Motion carried.

Communication from R. H. King, Director of Public Works,
dated April 2, 1970, recommending that he be authorized to make a
firm offer to Morris P. Kirk Company for the amount of $19,800.00
to accomplish the relocation of curb, gutter and sidewalk
construction on the north side of Bandini Boulevard as outlined
in the attached exhibit, was read. (Copy to each member of the
City Council)
It was moved by Anderson, seconded by Ybarra, that the
reconmendation of the Director of Public Works, dated April 2, 1970,
be approved. Motion carried.

Conmunication from R. H. King, Director of Public Works,
dated April 1, 1970, transmitting a proposed Letter of Permission
granting Foster and Kleiser Company the right to use City property
for three (3) years starting January 1, 1968, along the south side
of Washington Boulevard for advertising purposes at the rate of
8400.00 per year; and reconmending that the permission be granted
and the Mayor and the City Clerk be authorized to execute the
agreement, was read.
It was moved by Malburg, seconded by Ybarra, that the
Mayor and the City Clerk be authorized to execute Letter of Permissiol
granting Foster and Kleiser Company the right to use certain City
property for three (3) years starting January 1, 1968. Motion
carried.
Connnunication addressed to Mr. Frank Ziemer and Gentlemen
from Mr. Gary R. Sneddon, whose employment with the City of Vernon
was terminated on March 15, 1970, requesting that this communication
be filed with the City Council, was read. (Copy to each member of
the City Council)
It was moved by Mailliard, seconded by Anderson, that
communication from Mr. Gary R. Sneddon be received and filed.
Motion carried.
Activity Log of the Police Department for the period March
16 to 31, 1970 inclusive, was presented.
It was moved by Ybarra, seconded by Malburg, that Activity
Log of the Police Department be received and filed. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
March 31, 1970, requesting that certain personnel be reimbursed
the amounts as listed from the Education and Training Budget appro-
priation for police courses, was read. (Copy to each member of the
City Council)
It was moved by Anderson, seconded by Mailliard, that the
request of the Police Chief, dated March 31, 1970, be approved and
authority granted to issue warrants in the amounts as listed.
Motion carried.
Connnunication from Kal Kan Foods Incorporated, dated April
3, 1970, requesting permission to pave with asphaltic concrete the
parcel of land that they lease from the City of Vernon on a month-
to-month basis, was read. (Copy to each member of the City Council)
It was moved by Malburg, seconded by Ybarra, that Kal Kan
Foods Incorporated be granted permission to pave with asphaltic
concrete the parcel of land that they lease from the City of Vernon
on a month-to-month basis, provided that said paving shall be done
under the supervision and shall comply with the standards of the
Director of Public Works. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
April 6, 1970, requesting permission to attend the 1970 California
Peace Officers' Administrative Institute being held at the Inter-
national Hotel,Los Angeles Airport, April 16 and 17, 1970, with an
expense allowance of $20.00, was read.

It was moved by Mailliard, seconded by Ybarra, that the
request of the Police Chief, dated April 6, 1970, be approved and
authority granted to issue warrant in the amount of $20.00 to
R. H. Bockhacker. Motion carried.
Communication from R. H. King, Director of Public Works,
dRtf~d April 6, 1970, transmitting a grant deed from United States
Steel Corporation covering a portion of Santa Fe Avenue (southwest
corner Santa Fe and 57th Street); and recommending that the grant
deed be accepted and that the grantor be advised of the official
recordation, was read.
It was moved by Mailliard, seconded by Anderson, that
grant deed be accepted from United States Steel Corporation, and
that the Mayor and the City Clerk be authorized to execute Certificat(
of Acceptance. Mot ion carried.
Resolution No. 3086 - A Resolution of the City Council of
the City of Vernon, opposing Assembly Bill 98, was read.
It was moved by Malburg, seconded by Anderson, that
Resolution No. 3086 be approved and adopted. Motion carried.

Resolution No. 3084 - A Resolution of the City Council of
the City of Vernon, opposing Assembly Bill 908, was read.
It was moved by Ybarra, seconded by Anderson, that
Resolution No. 3084 be approved and adopted. Motion carried.

Resolution No. 3087 - A Resolution of the City Council of
the City of Vernon, amending the rules and regulations respecting
the distribution of electric energy supplied by the City of Vernon,
was read.
It was moved by Mailliard, seconded by Anderson, that
Resolution No. 3087 be approved and adopted. Motion carried.

Resolution No. 3089 - A Resolution of the City Council of
the City of Vernon, adopting, establishing, and promulgating warrants
to be used as guide lines for the purpose of protecting students
going to and from school, and for the placement of traffic control
devices near schools, was read.
It was moved by Mailliard, seconded by Ybarra, that
Resolution No. 3089 be approved and adopted. Motion carried.

Agreement between Roscoe Moss Company and the City of
Vernon relative to repairing the damaged section of the casing in
Well No. 17, was presented.
It was moved by Malburg, seconded by Ybarra, that the
Mayor and the City Clerk be authorized to execute Agreement between
Roscoe Moss Company and the City of Vernon relative to Well No. 17.
Motion carried.
"Warrant Register No. 306" covering claims and demands
presented during the period March 16 to 31, which includes Demands
Nos. 70-785 to 70-904 (both inclusive) drawn on the United California
Bank, totaling $96,564.28 (Light and Power Warrants $2,508..87)
(Accounting Period April, 1970), was examined and audited.
It was moved by Mailliard, seconded by Ybarra, that
''''warrant Register No. 306" be approved and payment authorized for
Demands Nos. 70-785 to 70-904 (both inclusive), with no exceptions.
