IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANl'A FE AVENUE. VERNON. CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mailliard, Ybarra COUNCIL ABSENT: Malburg The meeting was called to order by Mayor R. J. Furlong. It was moved by Mai1liard, seconded by Anderson, that minutes of the meeting of May 5, 1970 be approved as written and submitted. Motion carried. It was moved by Anderson, seconded by Mailliard, that Ordinance No. 811 receive a third and final reading by title. Motion carried. Ordinance No. 811 - An Ordinance of the City Council of the City of Vernon, prohibiting the blocking of sidewalks or the blocking of entrances, exits, or approaches upon any public place within the City of Vernon, was read for a third and final reading by title. It was moved by Mail1iard, seconded by Ybarra, that Ordinance No. 811 receive and pass a third reading and be adopted. Motion carried. Ayes: Anderson, Furlong, Mailliard, Ybarra Noe s : None Absent: Malburg It was moved by Mailliard, seconded by Ybarra, that Ordinance No. 812 receive a third and final reading by title. Motion carried. Ordinance No. 812 - An Ordinance of the City Council of the City of Vernon, prohibiting the display of any facsimile of a firearm with the intent to terrify, alarm, threaten, or intimidate any person or persons, was read for a third and final reading by title. It was moved by Anderson, seconded by Ybarra, that Ordinance No. 812 receive and pass a third reading and be adopted. Motion carried. Ordinance No. 813 - An Ordinance of the City Council of the City of Vernon, prohibiting the discharge of any gun or firearm or other specified apparatus within the City of Vernon. was read for a third and final reading by title. Ayes: Anderson, Furlong, Mailliard, Ybarra Noes: None Absent: Malburg Communication from Southern California Edison Company, dated May 4, 1970, transmitting a Grant of Easement from Baker Commodities, Inc. covering facilities for a through line along Bandini Boulevard, Downey Road to Ayers Avenue, in the City of Vernon, was read. It was moved by Mai11iard, seconded by Ybarra, that Grant of Easement be accepted from Baker Commodities, Inc. and that the Mayor and the City Clerk be authorized to execute Certificate of Acceptance. Motion carried. Communication was read from R. H. King, Director of Public Works, dated May 8, 1970, requesting authority to employ the following personnel, pending satisfactory completion of physical examination, for a temporary period during summer vacation from approxfmately June 1, 1970 to September 30, 1970: Richard J. Venezia Dennis Codon Ronald G. Campbell Utility Man IV, Step 5 Utility Man IV, Step 5 Engineering Aide III, Step 5 It was moved by Anderson, seconded by Ybarra, that the request of the Director of Public Works, dated May 8, 1970, be approved. Motion carried. Communication ;from R. ..H. King, Director of Public Works, dated May 11, 1970, with reference to rules regarding the. use of TOPICS funds by the City of Vernon; recommending minute action approval of intended expenditures of the 1969-1970 allocation of TOPICS funds, was read. (Copy to each member of the City Council) It was moved by Mailliard, seconded by Ybarra, that communication from the Director of Public Works, dated May 11, 1970, relative to the expenditure of TOPICS funds by the City of Vernon, be approved. Motion carried. Communication from R. H. King, Director of Public Works, dated May 14, 1970, requesting authority to reclassify Mr. James O. Greenlea to Utility Man III, Step 5, effective June 1, 1970, and that his probation period end February 1, 1971, was read. (Copy to each member of the City Council) It was moved by Mailliard, seconded by Anderson, that the request of the Director of Public Works, dated May 14, 1970, be approved. Motion carried. Communication from R. H. King, Director of Public Works, dated May 14, 1970, transmitting in duplicate a proposed agreement between the City and Union Pacific Railroad Company for installation of Number 8 flashing light signals and other work at 37th Street Crossing No. 3A-5.97-C; and recommending that the Mayor and the City Clerk be authorized to execute the agreement on behalf of the City of Vernon, was read. Husted, Fire Chief, dated May 12, 1970, requesting that the following personnel be reimbursed the amounts indicated from the Education and Training Appropriation fund for formal education in connection with their positions with the City: s. Bromberg D. W. Perkins $ 23.46 100.00 It was moved by Mailliard, seconded by Ybarra, that the request of the Fire Chief, dated May 12, 1970, be approved and authority granted to issue warrants in the amount of $23.46 to S. Bromberg and $100.00 to D. W. Perkins. Motion carried. Communication from L. C. Husted, Fire Chief, dated May 13, 1970, requesting authority for James E. Muldown to attend the Fire and Arson Investigation Seminar at Sacramento, California, from June 15 to June 19, 1970, with an expense allowance of $180.25, was read. It was moved by Ybarra, seconded by Anderson, that the request of the Fire Chief, dated May 13, 1970, be approved and authority granted to issue warrant in the amount of $180.25 to James E. Muldown. Motion carried. Communication from Captain L. M. Jackson, Vernon Fire Department, dated May 12, 1970, requesting consideration for the lease of the two-bedroom apartment located at 3376 E. 50th Street when it becomes available, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Mailliard, that the request of Captain L. M. Jackson, Vernon Fire Department, dated May 12, 1970, be received and filed for future consideration. Motion carried. Communication was read from R. H. Bockhacker, Police Chief, dated May 11, 1970, requesting authority to appoint the following to the position of Policeman, Grade 4, effective as of May 16, 1970: Ivan Lee Elder Walter Kenneth Kendall, Jr. George Richard Stevens (Copy to each member of the City Council) It was moved by Mai1liard, seconded by Ybarra, that the request of the Police Chief, dated May 11, 1970, be approved. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated May 14, 1970, requesting authority to advance D. R. Haehn to Policeman, Grade 3, and T. R. Igyarto to Policeman, Grade 2, effective as of June 1, 1970, was read. Activity Log of the Police Department for the period May 1 to 15, 1970 inclusive, was presented. It was moved by Ybarra, seconded by Anderson, that Activity Log of the Police Department be received and filed. Motion carried. Report of Health Department Activities for the month of April, 1970, was presented. (Copy to each member of the City Council) It was moved by Ybarra, seconded by Anderson, that Report of Health Department Activities be received and filed. Motion carr ied. Communication from Vincent R. Poxon, Attorney at Law, dated May 15, 1970, with reference to two communications received by the Clougherty Packing Company from Mr. Vincent Bush, Superin- tendent of Building; and requesting that the City Council grant a reasonable extension of time for the Clougherty Packing Company to comply with Mr. Bush's requirements, was read. (Copies of Mr. Poxon's letter and Mr. Bush's letters to each member of the City Council) Vincent R. Poxon, Attorney at Law, appeared before the City Council to orally supplement his request for an extension of time for the Clougherty Packing Company to comply with Mr. Bush's requirements. It was moved by Anderson, seconded by Ybarra, that the request of Vincent R. Poxon, Attorney at Law, dated May 15, 1970, be laid over until the City Council meeting of June 3, 1970. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated May 15, 1970, requesting authority to promote E. T. Brazil to the rank of Sergeant, Grade 4, effective as of May 16, 1970, was read. It was moved by Anderson, seconded by Ybarra, that the request of the Police Chief, dated May 15, 1970, be approved. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated May 15, 1970, advising that Officer John L. Chavez has tendered his resignation effective as of the completion of his tour of duty on May 31, 1970; and recommending that the resignation be accepted, was read. It was moved by Mailliard, seconded by Ybarra, that the resignation of Officer John L. Chavez be accepted. Motion carried. Communication from L. C. Husted, Fire Chief, dated May 18>> 1970, requesting authority to attend the California Fire Chiefs' Annual Conference in El Segundo, California, from May 20 to May 22>> 1970, with an expense allowance of $47.80, was read. C. Husted. Motion carried. "Warrant Register No. 309" covering claims and demands presented during the period May 1 to May 15, which includes Demands Nos. 70-1172 to 70-1326 (both inclusive), with the exception of Demat\d No. 70-1214, drawn on the United California Bank, totaling $1,119.726.20 (Light and Power Warrants $1,060,714.25) (Accounting Period May, 1970), was examined and audited. It was moved by Ybarra, seconded by Mai1liard, that ''Warrant Register No. 309" be approved and payment authorized for Demands Nos. 70-1172 to 70-1326 (both inclusive), with the exception of Demand No. 70-1214. Motion carried. Ayes: Anderson, Furlong, Mai11iard, Ybarra Noes: None Absent: Malburg "Payroll Warrant Register No. 154" covering claims and demands presented during the period April 1 to April 30, which includes Demands Nos. 1676 to 1687 (both inclusive), drawn on the Crocker-Citizens National Bank, totaling $301,497.11 (Accounting Period April, 1970), was examined and audited. It was moved by Ybarra, seconded by Anderson, that "Payroll Warrant Register No. 154" be approved and payment authorized for Demands Nos. 1676 to 1687 (both inclusive), with no exceptions. Motion carried.
