MINUTES OF AN ADJOURNED REGULAR MEETING

COUNCIL PRESENT: Anderson, Furlong, Mai1liard, Ybarra
COUNCIL ABSENT: Malburg
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Mail1iard, seconded by Anderson, that
minutes of the meeting of June 16, 1970 be approved as written and
submitted. Motion carried.
Notice from the Local Agency Formation Commission, dated
June 15, 1970, that the matter shown in the attached Notice of
Application (Dissolution of East Los Angeles Fire Protection District
of Los Angeles County and Annexation to Consolidated Fire Protection
District of Los Angeles County) has been set for hearing on July 8,
1970, was presented.
It was moved by Anderson, seconded by Ybarra, that notice
from the Local Agency Formation Commission, dated June 15, 1970!t be
received and filed. Motion carried.
Communication from Signal Trucking Service, Ltd., dated
June 17, 1970, commending the Police Department, was presented.

It was moved by Mailliard, seconded by Ybarra, that
communic3tion from Signal Trucking Company, Ltd., dated June 17,
1970, be received and filed. Motion carried.
Communication from the City Council of the City of Signal
Hill, dated June 15, 1970, urging support for adoption of Senate
Bills 966 and 967, was presented. (Copy to each member of the City
Council)
It was moved by Anderson, seconded by Ybarra, that the
City of Vernon support the adoption of Senate Bills 966 and 967.
Motion carried.
Copy of Resolution No. 1072 of the City Council of the
City of Lawndale, California, opposing approval of any and all
applications submitted to the Public Utilities Commission of the
State of California wherein applicant requests an increase of
utility base rates, was presented.
It was moved by Mai1liard, seconded by Ybarra, that copy
of Resolution No. 1072 of the City Council of the City of Lawndale,
California, be received and filed. Motion carried.
Communication from Johns-Manville Products Corporation,
dated June 22, 1970, requesting that penalty assessed for late
payment of May water bills be waived as the bill was not received
on time, was presented.
It was moved by Ybarra, seconded by Anderson, that the
penalty assessed against Johns-Manville Products Corporation for
late payment of May water bills be waived. Motion carried.

Communication from E. D. Johnson & Co., dated June 23,
1970, with reference to Traffic Signal Maintenance Agreement,
requesting that the City of Vernon interpret the agreement to
include the operator's travel time in calculating the "job-trip"
bid item for each type of equipment, was presented. (Copy to each
member of the City Council)
Communication from E. D. Johnson & Co., dated June 23,
1970, with reference to Traffic Signal Maintenance Agreement,
requesting that they either be allowed to increase their rate per
intersection in the same ratio that labor costs escalate; or
requesting that they be allowed to submit a revised rate per inter-
section that will take into account the anticipated labor escalation
and the anticipated average labor cost through the five (5) year
term of this agreement, was presented. (Copy to each member of
the City Council)
It was moved by Mailliard, seconded by Ybarra, that the
two communications from E. D. Johnson & Co., dated June 23, 1970,
with reference to Traffic Signal Maintenance Agreement, be referred
to the Director of Public Works and the City Attorney for study and
report. Motion carried.
Communication from R. H. King, Director of Public Works,
dated June 18, 1970, transmitting a proposed License Agreement
between the City of Vernon and Ralph W. Atkinson Company covering
construction and maintenance of an electric clock and sign in Santa
Fe Avenue; and recommending that the agreement be approved and that
the Mayor and City Clerk be authorized to execute same on behalf of
the City of Vernon, was presented.
It was moved by Yailliard, seconded by Anderson, that the
recommendation of the Director of Public Works, dated June 18,
1970, be approved; and that the Mayor and the City Clerk be
authorized to execute License Agreement between the City of Vernon
and Ralph H. Atkinson Company. Motion carried.
Communication from R. H. King, Director of Public Works,
dated June 23, 1970, transmitting a resolution requesting the Board
of Supervisors of the Los Angeles County Flood Control District to
accept on behalf of the District a storm drain improvement
constructed by Mr. O. J. Freed as part of the Bandini Boulevard
Industrial Development just east of Bandini Bridge over the Los
Angeles River; and recommending that the resolution be adopted, was
presented.
Resolution No. 4000 - A Resolution of the City Council of
the City of Vernon, California, requesting the Board of Supervisors
of the Los Angeles County Flood Control District of the State of
California to accept on behalf of said District a transfer and
conveyance of storm drain improvements and drainage system known
as Miscellaneous Transfer Drain No. 290, in the City of Vernon for
future operation, maintenance, repair and improvement, and
authorizing the transfer and conveyance thereof, was presented.
It was moved by Mai11iard, seconded by Ybarra, that
Resolution No. 4000 be approved and adopted. Motion carried.

Communication from R. H. Bockhacker, Police Chief, dated
June 22, 1970, recommending that Officer R. A. Amos be reimbursed
the sum of $12.69 from the Education and Training Budget appropri-
ation for Police Science courses, was presented.
It was moved by Anderson, seconded by Ybarra, that the
recommendation of the Police Chief, dated June 22, 1970, be approved
and authority granted to issue warrant in the amount of $12.69 to
R. A. Amos. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
June 23, 1970, requesting that D. J. Castellanos be advanced to
Policeman, Grade 3, effective July 1, 1970, was presented.
It was moved by Ybarra, seconded by Anderson, that the
request of the Police Chief, dated June 23, 1970, be approved.
Motion carried.
Communication from R. H. King, Director of Public Works,
dated June 25, 1970, advising that Thomas A. White, Utility Man IV,
has submitted his resignation effective at twelve o'clock noon,
June 22, 1970, and recommending that Mr. White's resignation be
accepted, was presented.
It was moved by Mai1liard, seconded by Ybarra, that the
resignation of Thomas A. White be accepted. Motion carried.
Communication from F. A. Ziemer, City Clerk-Director of
Finance, dated June 26, 1970, with reference to the 72nd Annual
Conference of the League of California Cities to be held in San
Diego from October 25 to 28, 1970, inclusive, making certain recom-
mendations in connection therewith, was presented. (Copy to each
member of the City Council)
It was moved by Ybarra, seconded by Anderson, that the
recommendation of the City Clerk-Director of Finance with reference
to the 72nd Annual Conference of the League of California Cities
be approved as outlined in communication dated June 26, 1970. Motion
carried.
Communication from R. H. King, Director of Public Works,
dated June 23, 1970, transmitting an easement for drainage purposes
from O. J. Freed, Joseph Freed and Benjamin H. Werber; and recom-
mending that the easement be accepted and that the grantor be advised
of the official recordation, was presented.
It was moved by Mailliard, seconded by Ybarra, that
easement be accepted from O. J. Freed, Joseph Freed and Benjamin H.
Werber, and that the Mayor and the City Clerk be authorized to
execute Certificate of Acceptance. Motion carried.
Communication from the Finance Committee, dated June 29,
1970, transmitting copies of the individual requests for the
operation of the various departments of the City for the fiscal
year 1970-71, together with amounts recommended for approval by the
Finance Committee; and making certain specific enumerated recom-
mendations in connection therewith, was presented. (Copy to each
member of the City Council)

It was moved by Mail1iard, seconded by Ybarra, that the
recommendations of the Finance Committee be approved as enumerated
in communication, dated June 29, 1970. Motion carried.
Resolution No. 4001 - A Resolution of the City Council of
the City of Vernon, approving budget for the fiscal year 1970-71,
was presented.
It was moved by Anderson, seconded by Mai11iard, that
Resolution No. 4001 be approved and adopted. Motion carried.

Communication from Booth and Simpson, dated June 26, 1970,
with reference to Comprehensive Automobile Policy, recommending that
the City renew with the Continental Insurance Company and employ the
$50.00 deductible as respects Fire, Theft and Comprehensive, was
presented. (Copy to each member of the City Council)
It was moved by Mailliard, seconded by Ybarra, that the
recommendation of Booth and Simpson, dated June 26, 1970, be
approved. Motion carried.
There being no further business to come before the meeting,
it was moved by Anderson, seconded by Ybarra, that the meeting
adjourn. Motion carried.
