19700707 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD JULY 7, 1970 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUEt VERNON~ CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Ybarra COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Mailliard, seconded by Ybarra, that minutes of the meeting of June 30, 1970 be approved as written and submitted. MOtion carried. Mr. Vincent R. Poxon, Attorney at Law, representing Clougherty Packing Company, appeared before the City Council to report on progress being made relative to the installation of a fire sprinkler system in the smoke house building at 3049 E. Vernon Avenue. Mr. Poxon stated that the Building Department had been given two letters just prior to the meeting from Southwest Fire Protection Company, dated July 7, 1970, and from M. T. Patrick Construction Company, Inc., dated July 6, 1970, relative to a time table for the installation of a fire sprinkler system in the smoke house building at 3049 E. Vernon Avenue. The Superintendent of Building made an oral recommendation that order to vacate the smoke house at 3049 E. Vernon Avenue, be rescinded; and that the deadline for installing an automatic fire sprinkler system in the smoke house building at 3049 E. Vernon Avenue be extended until January 10, 1971. It was moved by Mailliard, seconded by Ybarra, that the prior order of the Superintendent of BUilding, issued after Council direction, that the smoke house building at 3049 E. Vernon Avenue be vacated, be rescinded; and that the deadline for installing an automatic fire sprinkler system in the smoke house building at 3049 E. Vernon Avenue be extended until January 10, 1971. Motion carried. Communication from SSI Trailer Corporation, dated July 1, 1970, requesting permission to install an office trailer on the property located at 2901 South Sunol Drive for a one year period, was presented. (Copy to each member of the City Council) It was moved by Mailliard, seconded by Malburg, that SSI Trailer Corporation be authorized to install an office trailer on the property located at 2901 Sunol Drive, provided that said trailer is used only for the purposes as outlined in their letter dated July 1, 1970; provided that said trailer is not used for sleeping and/or cooking purposes; provided that the requirements of all City departments are complied with and that all necessary City permits are obtained; and with a stipulation that the maximum time limit said trailer may be used shall be July 1, 1971. Motion carried. I I -2- 7 7 70 Ordinance No. 815 - An Ordinance of the City of Vernon amending Ordinance No. 793, was read by title for a first reading. (Copy to each member of the City Council) It was moved by Anderson, seconded by Ybarra, that Ordinance No. 815 receive and pass a first reading. Motion carried. Ayes: Anderson, Furlong, Mai1liard, Malburg, Ybarra Noes: None Absent: None Summons to appear in Case Number 980141 in the Superior Court of the State of California for the County of Los Angeles, filed by Sunny Ruth, Inc., dba Sunny Sally vs. City of Vernon, was presented. It was moved by Mailliard, seconded by Ybarra, that Summons to appear in Case Number 980141 in the Superior Court of the State of California for the County of Los Angeles, filed by Sunny Ruth, Inc., dba Sunny Sally vs. City of Vernon, be referred to the City Attorney and the City's insurance carrier for necessary action. Motion carried. Communication from R. H. King, Director of Public Works, dated July 1, 1970, advising that Vernon Paving Company has completed the work fur reconstructing Santa Fe Avenue, Vernon Avenue to South City Boundary, in accordance with Contract No. 334; and recommending that the work be accepted and that authority be granted to pay the contractor in accordance with the agreement, was presented. Resolution No. 4002 - A Resolution of the City Council of the City of Vernon, accepting the work of Vernon Paving Company for reconstructing Santa Fe Avenue, Vernon Avenue to South City Boundary, in accordance with Contract No. 334 of the City of Vernon, was presented. It was moved by Ybarra, seconded by Anderson, that Resolution No. 4002 be approved and adopted. Motion carried. Lara, dated July 1, 1970, thanking the City Council and others with reference to his career as a City of Vernon Fireman, was presented. (Copy to each member of the City Council) It was moved by Ybarra, seconded by Malburg, that communi- cation from Mr. Thomas A. Lara, dated July 1, 1970, be received and filed. MOtion carried. Communication from R. H. Bockhacker, Police Chief, dated July 2, 1970, advising that Officer J. L. Horton is resigning effective as of the end of his tour of duty on July 15, 1970, was presented. It was moved by Anderson, seconded by Mai11iard, that the resignation of Officer J. L. Horton be accepted. Motion carried. Activity Log of the Police Department for the period June 16 to 30, 1970 inclusive, was presented. King, Director of Public Works, dated ~lly 2, 1970, advising that Vernon Paving Company has completed the work for reconstructing the intersection of Alameda Street and 25th Street, in accordance with Contract No. 329; and recommending that the work be accepted and that authority be granted to pay the contractor in accordance with the agreement, was presented. Resolution No. 4003 - A Resolution of the City Council of the City of Vernon, accepting the work of Vernon Paving Company for reconstructing the intersection of Alameda Street and 25th Street, in accordance with Contract No. 329 of the City of Vernon, was presented. It was moved by Malburg, seconded by Mailliard, that Resolution No. 4003 be approved and adopted. Motion carried. Vernon Avenue, was presented. It was moved by Anderson, seconded by Ybarra, that the request of Del Rey Cafe, dated July 1, 1970, be approved. Motion carried. Communication from Paul P. Hendricks, Consulting Electrical Engineer, dated July 2, 1970, recommending that the City Council approve the taking of bids for the sale of five (5) 7000 H.P. Diesel Engine Generator Assemblies, Auxiliaries and Spare Parts, and recommending that certain bidders be included on the bid list, was presented. (Copy to each member of the City Council) It was moved by Malburg, seconded by Ybarra, that the recommendations of the Consulting Electrical Engineer, dated July 2, 1970, be approved. Motion carried. Resolution No. 3099 - A Resolution of the City Council of the City of Vernon, authorizing a notice inviting bids for the purchase of five (5) used 7000 H.P. Diesel Engine Generator Assemblies, Auxiliaries and Spare Parts and inviting sealed proposals or bids in accordance with this resolution, was presented. It was moved by Ybarra, seconded by Anderson, that Resolution No. 3099 be approved and adopted. Motion carried. Bockhacker, Police Chief, dated July 5, 1970, requesting that he be authorized to employ Mr. Joe Allen Shepard as Policeman, Grade 4, effective July 16, 1970, was pr.esented. Bockbacker, Police Chief, dated July 6, 1970, advising that Officer W. K. Kendall, Jr. has tendered his resignation effective as of the end of his tour of duty July 6, 1970, and recommending that the resignation be accepted, was presented. It was moved by Mailliard, seconded by Malburg, that the resignation of Officer W. K. Kendall, Jr. be accepted. Motion carried. Communication from R. H. King, Director of Public Works, dated July 7, 1970, with reference to the requests of E. D. Johnson Company, dated June 23, 1970, that the routine traffic signal maintenance, monthly rate per intersection be increased, and that in connection with extraordinary traffic signal maintenance, the actual travel time be included, recommending that these requests be denied, was presented. (Copy to each member of the City Council) It waS moved by Malburg, seconded by Ybarra, that the recommendation of the Director of Public WOrks, dated July 7, 1970, be approved. Motion carried. "Warrant Register No. 312" covering claims and demands presented during the period June l6 to 30, which includes Demands Nos. 70-1568 to 70-l684 (both inclusive), drawn on the United California Bank, totaling $255,705.66 (Light and Power Warrants $124,635.27) (Accounting Period June & July, 1970), was examined and audited. It was moved by Mailliard, seconded by Ybarra, that "Warrant Register No. 312" be approved and payment authorized for Demands Nos. 70-1568 to 70..1684 (both inclusive), with no ~ception$. Motion carried.
