COUNCIL PRESENT: Anderson, Furlong, Mailliard, Ybarra
COUNCIL ABSENT: Malburg
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Mailliard, seconded by Ybarra, that
minutes of the meeting of July 7, 1970 be approved as written and
submitted. Motion carried.
It was moved by Mailliard, seconded by Anderson, that
Ordinance No. 815 receive a second reading by title. Motion carried.
Ordinance No. 815 - An Ordinance of the City of Vernon
amending Ordinance No. 793, was read for a second reading by title.
It was moved by Mailliard, seconded by Ybarra, that
Ordinance No. 815 receive and pass a second reading. Motion carried.

Noes: None
Absent: Malburg
It was moved by Mailliard, seconded by Anderson, that in
accordance with Government Code Section 36934, the reading of
Ordinance No. 815 in full be waived; and that Ordinance No. 815
receive a third and final reading by title. Motion unanimously
carried.

Ordinance No. 815 - An Ordinance of the City of Vernon
amending Ordinance No. 793, was read by title for a third and final
reading.
It was moved by Mailliard, seconded by Ybarra, that
Ordinance No. 815 receive and pass a third reading and be adopted.
Motion carried.

Two Claims for back compensation in the amount of
$750,000.00 against the City of Vernon, both dated July 10, 1970,
filed by Kurlander, Solomon & Hart, Attorneys at Law, on behalf of
Vernon Firemen's Association, an employee organization; and Ronald
L. Cummings, were presented. (Copies to each member of the City
Counc il)
It was moved by Anderson, seconded by Mailliard, that the
two Claims for back compensation in the amount of $750,000.00
against the City of Vernon, both dated July 10, 1970, filed by
Kurlander, Solomon & Hart, Attorneys at Law, on behalf of Vernon
Firemen's Association, an employee organization; and Ronald L.
Cummings, be referred to the City Attorney for study. Motion

Communication from V. R. Bush, Superinte~dent of Building,
and 1.. C. Husted, Fire Chief, dated July 15, 1970, td.th reference to
request of Bevelite Mfg. Co. for varimJce from provisions of
Building Code, recom:nending that United Piece Dye tlorks be permitted
to occupy the building without fire sprinkler protectlon under the
condition that this permission apply only to the use proposed by
United Piece Dye Works for 4~ years and that any further changes
in use comply with tho Building Code, was presented. (Copy to each

It was moved by Anderson, seconded by Ybarra, that the
recommendation of the Superi.ntendent of Building and the Fire
Chief, dated July 15, 1970, be approved. Motion carried.
Communication from the Public Utilities Commission of the
State of California, dated July 7, 1970, with reference to
Application No. 51722 whereby the City of Vernon requests authority
to widen and improve the Bandini Boulevard joint crossing (No.
2-146.15-C) of The Atchison, Topeka and Santa Fe Railway Company
and the Union Pacific Railroad Company, advising that if the City
and the railroad are agreeable to the installation of four standard
No. 8 flashing light signals supplemented by auto:11atic gattS, an
order providing such protection may be issued ex parte; but in the
event that the City and/or railroad are not agreeable, the City
may request that the matter be set for a hearing in order that
applicant's case can be heard with respect to adequacy of the
recommended crossing protection, was presented. (Copy to each

It was moved by Mai1liard, seconded by Ybarra, that
communication from the PubB.c Utilities Commission of the State of
California, dated July 7, 1970, be referred to the Director of Public
Works with power to act. Motion carried.
Communication from Excel-Mineral Company, dated July 6,
1970, requesting that their. permission to locate their 8' x 20'
trailer inside their warehouse at 3451 East 26th Street be extended
for the period of one year, was presented.
It W8.S moved by Ybarra, seconded by Anderson, that Excel-
Mineral Company be authorized to use an office trailer inside their
warehouse at 3'-1.51 East 26th Street for an additional period of one
year, maximum time limit shall be August 1, 1971, subject to all
the conditions established by the City Council at its meeting held
July 15, 1969. Motion carried.
Co:nmunication from Steel Services Company, dated July 7,
1970, requesting that their permission to park an office trailer at
5637 District Blvd. be extended for the period of one year, was
presented.

It was moved by Mai11iard, seconded by Ybarra, that Steel
Services Company be authorized to use an office trailer at 5637
District Blvd. for an additional period of one year, maximum time
limit shall be August 1, 1971, subject to all the conditions
established by the City Council at its meeting held July 15, 1969.
Motion carried.
Communication from Gri1ey Security Freight Lines, dated
July 10, 1970, requesting that their permission to use an office
trailer at 3600 East Washington Boulevard be extended for the
period of one year, was presented.
It was moved by Anderson, seconded by Ybarra, that Griley
Security Freight Lines be authorized to use an office trailer at
3600 East Washington Boulevard for an additional period of one year,
maximum time limit shall be August 1, 1971, subject to all the
conditions established by the City Council at its meeting held
July 15, 1969. Motion carried.
Communication from Golden State Charter Bus Lines, dated
July 16, 1970, requesting permission to use an office trailer at
2500 E. Vernon Avenue on a temporary basis to supplement their
present office facilities, was presented. (Copy to each member of
the City Council)
It was moved by Mailliard, seconded by Ybarra, that the
request of Golden State Charter Bus Lines, dated July 16, 1970, be
referred to the Building, Fire and Health Departments for investi-
gation and report. Motion carried.
Copy of Resolution No. 70-48 of the City Council of the
City of Rosemead calling for a meeting of the City Selection
Committee of the Southern California Rapid Transit District, was
presented. (Copy to each member of the City Council)
It was moved by Mailliard, seconded by Ybarra, that copy
of Resolution No. 70-48 of the City Council of the City of Rosemead
be received and filed. Motion carried.
Communication from the Board of Supervisors, County of
Los Angeles, dated July 9, 1970, requesting the City's full support
of Senate Bill 38 which changes the split of State Highway Fund
construction money between northern and southern county groups from
45-55 percent to 40-60 percent, was presented.
It was moved by Ybarra, seconded by Mailliard, that
communication from the Board of Supervisors, County of Los Angeles,
dated July 9, 1970, be received and filed. Motion carried.
Report of Health Department Activities for the month of
June, 1970, was presented. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Ybarra, that the
Report of Health Department Activities be received and filed.
Motion carried.
Communication from R. H. King, Director of Public Works,
dated July 10, 1970, transmitting a Quitclaim Deed from the Los
Angeles County Flood Control District conveying fee title for a lump
sum cash payment of $260.00 for parcels of land required for Bandini
Boulevard; and recommending that the Quitclaim Deed be accepted and
a lump sum cash payment of $260.00 be made to the District, was
presented.

It was moved by Anderson, seconded by Ybarra, that Quit-
claim Deed be accepted from the Los Angeles County Flood Control
District; that the Mayor and the City Clerk be authorized to execute
Certificate of Acceptance; and that authority be granted to issue
warrant in the amount of $260.00 to the Los Angeles County Flood
Control District. Motion carried.
Communication from R. H. King, Director of Public Works,
dated July 14, 1970, with reference to the use of the 1970-71
allocation of TOPIC funds, recommending that this allocation of funds
be accumulated; and that the Council approve the intended use and
that the State Department of Public Works be so advised, was presented
(Copy to each member of the City Council)
It was moved by Mailliard, seconded by Anderson, that the
State of California - Transportation Agency, Department of Public
Works, be advised that the City of Vernon desires to accumulate the
1970-71 allocation of TOPIC funds and combine them with another
fiscal year's apportionment for use by the City of Vernon in
financing a more substantive program. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
July 15, 1970, requesting that T. L. Miller and S. E. Putman be
advanced to Sergeants, Grade 3, effective August 1, 1970, was
presented.
It was moved by Anderson, seconded by Ybarra, that the
request of the Police Chief, dated July 15, 1970, be approved. Motion
carried.
Communication from R. H. Bockhacker, Police Chief, dated
July 15, 1970, requesting that he be authorized to employ Brian
Thomas Stack as Policeman, Grade 4, effective July 16, 1970, was
presented.
It was moved by Ybarra, seconded by Anderson, that the
request of the Police Chief, dated July 15, 1970, be approved. Motion
carried.
Communication from R. H. Bockhacker, Police Chief, dated
July 7, 1970, advising that in view of the recent attacks on police
stations, he feels that it is vitally necessary to protect the
personnel by installing heavy mesh screens on all windows and crawl
holes, was presented. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Mailliard, that
communication from the Police Chief, dated July 7, 1970, be referred
to the Superintendent of Building for study and report. Motion
carried.
Activity Log of the Police Department for the period July
1 to 15, 1970 inclusive, was presented.
It was moved by Anderson, seconded by Ybarra, that Activity
Log of the Police Department be received and filed. Motion carried.
Communication from the Vernon Police Officers' Benefit
Association, dated July 17, 1970, requesting permission to install a
cigarette vending machine in the City Hall, was presented.

It was moved by Ybarra, seconded by Anderson, that the
request of the Vernon Police Officers' Benefit Association, dated
July 17, 1970, be referred to the City Clerk-Director of Finance
and the Director of Public Works with power to act. Motion carried~
Communication from the Vernon Police Officers' Benefit
Association, dated July 17, 1970, requesting to use the Boy Scout
Hut, 2265 East 38th Street, one evening each month to conduct busines
meetings for the association, was presented.
It was moved by Ybarra, seconded by Anderson, that the
Vernon Police Officers' Benefit Association be authorized to use the
Boy Scout Hut, 2265 East 38th Street, one evening each month to
conduct business meetings for the association, provided that said
meetings do not interfere with other authorized uses of the premises
and that the premises are left in a clean and orderly manner. Motion
carried.
Communication from Southern California Edison Company,
dated July 21, 1970, transmitting a license agreement between
Consolidated Rock Products Company and the City of Vernon covering
the new pole line that serves Rams Express at 2910 Ross Street, was
presented.
It was moved by Ybarra, seconded by Mailliard, that the
Mayor and the City Clerk be authorized to execute License Agreement
between Consolidated Rock Products Company and the City of Vernon
covering the new pole line that serves Rams Express at 2910 Ross
Street. Motion carried.
Duplicate originals of C.L.D. No. 15552-1 Rider, dated
March 29, 1970, terminating Agreement (Audit No. A-94795) effective
May 20, 1969, between Los Angeles & Salt Lake Railroad Company and
its lessee Union Pacific Railroad Company and City of Vernon covering
a 3/8 inch guy wire at Vernon, California, was presented.
It was moved by Mai11iard, seconded by Ybarra, that the
Mayor and City Clerk be authorized to execute Document C.L.D. No.
15552-1 Rider, dated March 29, 1970, terminating Agreement (Audit
No. A-94795) effective May 20, 1969, between Los Angeles & Salt Lake
Railroad Company and its lessee Union Pacific Railroad Company and
City of Vernon. Motion carried.
"Payroll Warrant Register No. 156" covering claims and
demands presented during the period June 1 to June 30, which includes
Demands Nos. 1696 to 1704 (both inclusive), drawn on the Crocker-
Citizens National Bank, totaling $293,537.49 (Accounting Period June,
1970), was examined and audited.
It was moved by Mai1liard, seconded by Ybarra, that
"Payroll Warrant Register No. 156" be approved and payment authorized
for Demands Nos. 1696 to 1704 (both inclusive), with no exceptions.

presented during the period July 1 to July 15, which includes
Demands Nos. 70-1685 to 70-1858 (both inclusive), drawn on the United
California Bank, totaling $1,345,822.47 (Light and Power Warrants
$1,045,540.66) (Accounting Period June & July, 1970), was examined
and audited.
It was moved by Mail1iard, seconded by Ybarra, that
''Warrant Register No. 313" be approved and payment authorized for
Demands Nos. 70-1685 to 70-1858 (both inclusive), with no exceptions.
