MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD AUGUST 4, 1970 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE. VERNON. CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Ybarra
COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Mailliard, seconded by Ybarra, that
minutes of the meeting of July 21, 1970 be approved as written
and submitted. Motion carried.
The Clerk announced that this was the time and place for
opening bids received for purchase of five (5) 7000 H.P. Diesel
Engine Generator Assemblies, Auxiliaries and spare parts to be
sold by the City of Vernon.
It was moved by Malburg, seconded by Mailliard, that the
Clerk be instructed to open and read the bids submitted. Motion
carried.
The Clerk opened and read the following bids:

National Metal & Steel Corp.
Hi-Line Power, Incorporated
$ 36,399.00
18,200.00
275,000.00
It was moved by Malburg, seconded by Ybarra, that bids
received for the purchase of five (5) 7000 H.P. Diesel Engine
Generator Assemblies, Auxiliaries and spare parts to be sold by
the City of Vernon, be referred to the Consulting Electrical
Engineer and the City Attorney for checking and report. Motion
carried.
Communication from the State of California, Department of
Public Health, dated July 22, 1970, transmitting four copies of
Contract Number 78 relating to the Radiation Control Program for
the fiscal year July 1, 1970 through June 30, 1971, was presented.
It was moved by Anderson, seconded by Ybarra, that the
Mayor and the City Clerk be authorized to execute Contract Number
78 with the State of California, Department of Public Health,
relating to the Radiation Control Program for the fiscal year July
1, 1970 through June 30, 1971. Motion carried.
Communication from A. R. Pearson Truck Co. Inc., dated
July 27, 1970, requesting permission to use their office trailer
at 4720 East 26th Street for an additional period of two months
until November 1, 1970; and requesting permission to use another
temporary office trailer at 4720 East 26th Street until November 1,
1970 as they have sold the property, was presented. (Copy to each
member of the City Council)
It was moved by Mai1liard, seconded by Anderson, that
A. R. Pearson Truck Co. Inc. be authorized to use an office trailer
at 4720 East 26th Street for an additional period of two months,
maximum time limit shall be November 1, 1970, subject to all the

conditions established by the City Council at its meeting held
July 19, 1966; and that A. R. Pearson Truck Co. Inc. be authorized
to locate an additional office trailer on the property at 4720
East 26th Street, provided that said trailer is used only for the
purposes as outlined in their letter dated July 27, 1970, provided
that said trailer is not used for sleeping and/or cooking purposes,
provided that the requirements of all City departments are complied
with and that all necessary City permits are obtained, and with a
stipulation that the maxtmum ttme ltmit said trailer may be used
shall be November 1, 1970. Motion carried.
Communication from Aluminum Company of America, dated
July 28, 1970, requesting that permission previously granted to
use two trailers at 5151 Alcoa Avenue to house office personnel
working on an expertmental common-alloy facility be extended, was
presented. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Ybarra, that
Aluminum Company of America be authorized to use two office trailers
(Units 7 & 8) at 5151 Alcoa Avenue to house office personnel working
on an experimental common-alloy facility for an additional period
of one year, maximum time limit shall be September 1, 1971, subject
to all the conditions established by the City Council at its meeting
held September 2, 1969. Motion carried.
Communication from V. R. Bush, Superintendent of Building,
dated July 24, 1970, requesting authority for F. W. Sumner to
attend the 1970 Annual Meeting of the International Association of
Plumbing & Mechanical Officials Conference at Seattle, Washington
from August 31 to September 4, 1970, with an expense allowance of
$407.96, was presented.
It was moved by Ybarra, seconded by Mailliard, that the
request of the Superintendent of Building, dated July 24, 1970, be
approved and authority granted to issue warrant in the amount of
$407.96 to F. W. Sumner. Motion carried.
Communication from R. H. King, Director of Public Works,
dated July 23, 1970, transmitting a summary of the major street
projects anticipated for the next five years, was presented. (Copy
of communication and summary to each member of the City Council)
It was moved by Malburg, seconded by Anderson, that summary
of the major street projects anticipated for the next five years be
referred to the Finance Committee for study and report. Motion
carried.
Communication from L. C. Husted, Fire Chief, dated July
23, 1970, with reference to the policy regarding living distance
requirements for the Fire Department personnel, advising that, with
the consent of the City Council, the Fire Department will curtail
this policy, was presented. (Copy to each member of the City
Council)
It was moved by Mailliard, seconded by Ybarra, that the
Fire Chief be authorized to eliminate the policy regarding living
distance requirements for Fire Department personnel. Motion
carried.

Communication from L. C. Husted, Fire Chief, dated July
22, 1970, requesting that Fireman Keith M. Slifka be granted a
leave of absence with pay from August 8 to 23, 1970, inclusive, to
attend annual military training duty, was presented.
It was moved by Mail1iard, seconded by Anderson, that the
request of the Fire Chief, dated July 22, 1970, be approved. Motion
carried.
Communication from R. H. Bockhacker, Police Chief, dated
July 29, 1970, requesting that lease agreement between the City of
Vernon and Officer Byrt M. Waller for one 1968 Harley-Davidson
Motorcycle, Engine No. FLH3552, be terminated; and requesting that
the lease agreement, as submitted, between the City of Vernon and
Officer Byrt M. Waller for one Moto Guzzi Motorcycle, Engine No.
V 750, be approved effective as of July 29, 1970, was presented.
It was moved by Mai1liard, seconded by Anderson, that the
requests of the Police Chief, dated July 29, 1970, be approved and
that the Mayor and the City Clerk be authorized to execute new
lease agreement on behalf of the City of Vernon. Motion carried.
Activity Log of the Police Department for the period
July 16 to 31, 1970 inclusive, was presented.
It was moved by Ybarra, seconded by Malburg, that Activity
Log of the Police Department be received and filed. Motion carried.
Communication from R. H. King, Director of Public Works,
dated July 30, 1970, transmitting Contract No. 356 for Well No. 16 -
Pump and Equipment, and recommending that this contract be approved
and that authority be granted to advertise for bids, was presented.
Resolution No. 4004 - A Resolution of the City Council of
the City of Vernon, approving Contract No. 356 for Well No. 16
Pump and Equipment, and giving notice inviting sealed proposals
or bids in accordance with Contract No. 356 of the City of Vernon,
was presented.
It was moved by Malburg, seconded by Mai11iard, that
Resolution No. 4004 be approved and adopted. Motion carried.

Communication from V. R. Bush, Superintendent of Building,
dated July 31, 1970, making certain recommendations relative to the
request of the Police Chief for installing protective screens in
certain areas of the City Hall, was presented. (Copy to each member
of the City Council)
It was moved by Malburg, seconded by Ybarra, that the
recommendation of the Superintendent of Building be approved as
outlined in communication dated July 31, 1970; and that authority
be granted to proceed with the work utilizing City personnel.
Motion carried.

Communication from Vincent R. Poxon, Attorney at Law,
dated July 31, 1970, advising that Clougherty Packing Company is
desirous of transferring to the City of Vernon all of its pumping
rights in that certain water well located on company property at
Soto Street and Vernon Avenue in the City of Vernon, subject to
certain conditions, was presented. (Copy to each member of the
City Council)
It was moved by Malburg, seconded by Ybarra, that
Mr. Vincent R. Poxon, Attorney at Law, be advised that the City of
Vernon is not interested at this time in ~cquiring the pumping rights
from Clougherty Packing Company in that certain water well located
on Clougherty Packing Company's property at Soto Street and Vernon
Avenue in the City of Vernon. Motion carried.
Communication from V. R. Bush, Superintendent of Building,
dated July 31, 1970, transmitting a request from Viking Automatic
Sprinkler Company for refund of permit fee in connection with
Permit No. 23112; and recommending that 80% of the permit fee of
$33.00 or $26.40 be refunded to Viking Automatic Sprinkler Company,
was presented. (Copy to each member of the City Council)
It was moved by Mailliard, seconded by Anderson, that the
recommendation of the Superintendent of Building, dated July 31,
1970, be approved; and that authority be granted to issue warrant
in the amount of $26.40 to Viking Automatic Sprinkler Company.
Motion carried.
Communication from Richard F. Pavlovsky, on behalf of the
Vernon Fire Department, requesting that either formally or
informally the new 37th Street Bridge be dedicated, named, identi-
fied or referred to as the "L.C. Husted Bridge", was presented.

It was moved by Malburg, seconded by Ybarra, that communi-
cation from Richard F. Pavlovsky be referred to the Finance Committee
for study and report. Motion carried.
The Director of Public Works reported on the need for the
acquisition and tmprovement of District Boulevard.
It was moved by Mailliard, seconded by Ybarra, that the
City Attorney be instructed to draft a letter for signature by the
Mayor to the Santa Fe Land and Improvement Company stating the need
for the acquisition and improvement of District Boulevard;
requesting transfer of title to the City of Vernon so that this
can be done; and requesting permission to police private streets
in the C.M.D. area of the City of Vernon. Motion carried.
''Warrant Register No. 314" covering clatms and demands
presented during the period July 16 to 31, which includes Demands
Nos. 70-1859 to 70-1932 (both inclusive) drawn on the United
California Bank, totaling $242,073.29 (Light and Power Warrants
$2,5l8.99) (Accounting Period August, 1970), was examined and
audited.

Demands Nos. 70-1859 to 70-1932 (both inclusive), with no exceptions...
Motion carried.

it was moved by Anderson, seconded by Ybarra, that the meeting
adjourn. Motion carried.
