MINUTES OF A REGUlAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD SEPTEMBER 15, 1970 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE" VERNON" CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mai11iard, Malburg, Ybarra
COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
Communication from the Finance Committee, dated September
15, 1970, making certain specific recommendations, was presented.

It was moved by Malburg, seconded by Anderson, that the
recommendations of the Finance Committee be approved as outlined in
communication dated September 15, 1970; and that the minutes of the
City Council meeting of September 1, 1970 be amended to read "that
Fireman Lester M. Husted be deleted from the City payroll September
13, 1970, and that no compensation be paid for alleged time owed".
Motion carried.
It was moved by Ybarra, seconded by Anderson, that minutes
of the meeting of September 1, 1970, as amended, be approved as
written and submitted. Motion carried.
Communication from R. H. King, Director of Public Works,
dated September 8, 1970, transmitting Contract No. 351 for Improve-
ment of 49th and 52nd Streets between Santa Fe Avenue and Alameda
Street; and recommending that this contract be approved and that
authority be granted to advertise for bids, was presented.
Resolution No. 4012 - A Resolution of the City Council of
the City of Vernon, approving Contract No. 351 for 49th and 52nd
Street Improvement, Santa Fe Avenue to Alameda Street, and giving
notice inviting sealed proposals or bids in accordance with Contract
No. 351 of the City of Vernon, was presented.
It was moved by Mai11iard, seconded by Ybarra, that
Resolution No. 4012 be approved and adopted. Motion carried.

Report of Health Department Activities for the month of
August, 1970, was presented. (Copy to each member of the City
Council)
It was moved by Anderson, seconded by Ybarra, that Report
of Health Department Activities be received and filed. Motion
carried.
Communication from Evelyn W. Dolan, dated September 3,
1970, submitting bills in the amount of $34.07 for damages to her
automobile on 37th Street due to road construction which allegedly
was not properly marked, was presented. (Copy to each member of tbe

It was moved by Malburg, seconded by Ybarra, that the
claim of Evelyn W. Dolan, dated September 3, 1970, in the amount
of $34.07, be denied and referred to the City's insurance carrier
and the City Attorney for necessary action. Motion carried.
Communication from C. E. Nemethi, M.D., Health Officer,
dated August 26, 1970, requesting authority for Louis Hauger, Fred
Thornburgh and Mayrose Snyder to attend the 14th Annual Western
Industrial Health Conference in Los Angeles on October 2 & 3, 1970,
with an expense allowance of $24.00 each, was presented.
It was moved by Anderson, seconded by Ybarra, that the
request of the Health Officer, dated August 26, 1970, be approved
and authority granted to issue warrants in the amount of $24.00
each to Louis Hauger, Fred Thornburgh and Mayrose Snyder. Mot ion
carried.
Activity Log of the Police Department for the period
August 31 to September 14, 1970 inclusive, was presented.
It was moved by Malburg, seconded by Ybarra, that Activity
Log of the Police Department be received and filed. Motion carried.
Ordinance No. 816 - An Ordinance of the City of Vernon,
fixing certain rates to be charged for electrical energy distributed
and supplied by said City of Vernon, within its boundaries, was read
by title for a 'first reading.
It was moved by Malburg, seconded by Anderson, that
Ordinance No. 816 receive and pass a first reading. Motion carried.

Absent: None
Mr. Dean White, who identified himself as President of
the Vernon Firemen's Association, appeared before the City Council.
He expressed dissatisfaction with the current working
schedule recently placed in effect in the Fire Department. He
asked the City Council to rescind the order of the Fire Chief.
The Mayor replied that an ordinance or resolution has
been drafted by the City Attorney relating to recognition of
employee organizations and provisions for meeting and conferring
with employee organizations; that a meeting has been scheduled
with City employees to discuss the provisions of the ordinance or
resolution; and until this ordinance or resolution is adopted,
no further action can be taken by the City Council. Mr. White
filed with the City Clerk a copy of request to Captain Padilla
of the Fire Department, dated September 14, 1970, together with
attached papers.
These papers were accepted solely for information and
not by way of recognition of the Vernon Firemen's Association as
the representative of any employees of the City.
Mr. Carlton Claunch advised the Council that the firemen
were observing the new schedule as of Monday, September 14, 1970.

"Payroll Warrant Register No. 158" covering claims and
demands presented during the period August 1 to August 31, which
includes Demands Nos. 1714 to l72l (both inclusive), drawn on the
Crocker-Citizens National Bank, totaling $325,479.65 (Accounting
Period August, 1970), was examtned and audited.
It was moved by Mai11iard, seconded by Ybarra, that
"Payroll Warrant Register No. 158" be approved and payment authorized
for Demands Nos. 1714 to 1721 (both inclusive), with no exceptions.
Motion carried.

''Warrant Register No. 317" covering claims and demands
presented during the period September 1 to September 15, which
includes Demands Nos. 70-2180 to 70-2361 (both inclusive), drawn
on the United California Bank, totaling $1,208,382.61 (Light and
Power Warrants $934,806.27) (Accounting Period September, 1970),
was examined and audited.
It was moved by Mai11iard, seconded by Ybarra, that
'Varrant Register No. 317" be approved and payment authorized for
Demands Nos. 70-2180 to 70-2361 (both inclusive), with no exceptions.
Motion carried.

There being no further business to come before the meeting,
it was moved by Anderson, seconded by Malburg, that the meeting
adjourn. Motion carried.
