19701020 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HElD OCTOBER 20t 1970 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE. VERNON. CALIFORNIA. COUNCIL PRESENT: Andersont Furlong, Mailliard, Ybarra COUNCIL ABSENT: Malburg The meeting was called to order by Mayor R. J. Furlong. It was moved by Mailliard, seconded by Ybarra, that minutes of the meeting of October 6. 1970 be approved as written and submitted. Motion carried. The Clerk announced that this was the time and place for opening bid received for Water Main Lining - Phase IV, in accordance with Contract No. 355. It was moved by Mailliard, seconded by Ybarra, that the Clerk be instructed to open and read the bid submitted. Motion carried. The Clerk opened and read the following bid: Pipe Linings, Inc. $ 134,974.15 It was moved by Anderson, seconded by Ybarra, that bid received for Water Main Lining - Phase IV, in accordance with Contract No. 355, be referred to the Director of Public Works and the City Attorney for checking and report. Motion carried. It was moved by Mailliard, seconded by Anderson, that Ordinance No. 819 receive a second reading by title. Motion carried. Ordinance No. 819 - An Ordinance of the City of Vernon regulating the location, use, occupancy, and maintenance of commercial coaches located within the City of Vernon, for a temporary period of one year, was read for a second reading by title. It was moved by Ybarra, seconded by Anderson, that Ordinance No. 819 receive and pass a second reading. Motion carried. Ayes: Anderson, Furlong, Mailliard, Ybarra Noes: None Absent: Malburg It was moved by Anderson, seconded by Ybarra, that in accordance with Government Code Section 36934, the reading of Ordinance No. 819 in full be waived; and that Ordinance No. 819 receive a third and final reading by title. Motion unanimously carried. Ayes: Anderson, Furlong, Mailliard, Ybarra Noes: None Absent: Malburg Ordinance No. 819 - An Ordinance of the City of Vernon regulating the location, use, occupancy, and maintenance of commercial coaches located within the City of Vernon, for a temporary period of one year, was read for a third and final reading. Ayes: Anderson, Furlong, Ma.illiard, Ybarra Noes: None Absent: Malburg Communication from Imperial Valley Truck & Parts Sales, Inc., dated October 5, 1970, requesting permission to replace trailer on the east side of the lot at 2326 E. Vernon Avenue with a larger trailer (10' x 37') on the west side of the lot, was presented. Councilman Ybarra disclosed that he is the owner of the property at 2326 E. Vernon Avenue. It was moved by Mailliard, seconded by Anderson, that Imperial Valley Truck & Parts Sales, Inc. be authorized to replace trailer on the east side of the lot at 2326 E. Vernon Avenue with a larger trailer (10' x 37') on the west side of the lot, subject to all the conditions established by the City Council at its meeting held June 16, 1970. Motion carried. Communication from A. R. Pearson Truck Co. Inc., dated October 6, 1970, requesting permission to use their two office trailers at 4720 E. 26th Street until November 30, 1970, was presented. It was moved by Mailliard, seconded by Ybarra, that A. R. Pearson Truck Co. Inc. be authorized to use two office trailers at 4720 East 26th Street until November 30, 1970, subject to all the conditions established by the City Council at its meeting of July 19, 1966 and August 4, 1970. Motion carried. Communication from A. E. Nelson, Jr., City Engineer, dated October 8, 1970, transmitting a print showing the location and drainage areas of Lines A and B, City of Vernon Storm Drain Master Plan, April 1969, was presented. (Copy to each member of the City Council) It was moved by Anderson, seconded by Ybarra, that communi- cation from the City Engineer, dated October 8, 1970, together with transmittal, be received and filed. Motion carried. Communication from R. H. King, Director of Public Works, dated October 9, 1970, with reference to bids received for 49th and 52nd Street Improvement, Santa Fe Avenue to Alameda Street, in accordance with Contract No. 351, recommending that the contract be awarded to Sully Miller Contracting Company on the basis of their bid of $222,818.70, was presented. Resolution No. 40l4-A - A Resolution of the City Council of the City of Vernon, accepting the bid of Sully Miller Contracting Company, for 49th and 52nd Street Improvement, Santa Fe Avenue to Alameda Street, in accordance with Contract No. 351 of the City of Vernon, was presented. Hauger and Fred E. Thornburgh to attend the 34th Annual Educational Symposium, California Environmental Health Association, Southern Chapter, at Ing1ewood on October 22, 1970, with an expense allowance of $10.00 each, was presented. It was moved by Anderson, seconded by Ybarra, that the request of the Health Officer, dated October 13, 1970, be approved and authority granted to issue warrants in the amount of $10.00 each to Louis S. Hauger and Fred E. Thornburgh. Motion carried. Communication from L. C. Husted, Fire Chief, dated October 14, 1970, advising that he has suspended Fireman Craig L. Edman one shift for violation of the Rules and Regulations of the City of Vernon Fire Department, General Rules, Article 53, was presented. It was moved by Anderson, seconded by Ybarra, that the action taken by the Fire Chief be approved. Motion carried. Communication from L. C. Husted, Fire Chief, dated October 15, 1970, requesting that Fireman Robert F. Salisbury be reimbursed the sum of $16.21 from the Education and Training Budget appropriation for Fire Science courses, was presented. It was moved by Ybarra, seconded by Mailliard, that the request of the Fire Chief, dated October 15, 1970, be approved and authority granted to issue warrant in the amount of $16.21 to Robert F. Salisbury. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated October 5, 1970, recommending that Officer R. D. Gott be reimbursed the sum of $5.70 from the Education and Training Budget appropri- ation for Police Science courses at Long Beach City College, was presented. It was moved by Mailliard, seconded by Ybarra, that the recommendation of the Police Chief, dated October 5, 1970, be approved and authority granted to issue warrant in the amount of $5.70 to R. D. Gott. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated October 15, 1970, recommending that lease agreement between the City of Vernon and Sgt. G. W. Walter for one 1968 Harley-Davidson Motor- cycle be terminated effective October 31, 1970; and recommending that Sgt. Walter's hazard pay for riding said motor be terminated effective as of October 31, 1970, was presented. (Copy to each member of the City Council) It was moved by Anderson, seconded by Ybarra, that the recommendations of the Police Chief, dated October 15, 1970, be approved. Motion carried. Sweeney be retmbursed the sum of $20.00 from the Education and Training Budget appropri- ation for a Class "D" Teaching Credential, was presented. It was moved by Ybarra, seconded by Anderson, that the recommendation of the Police Chief, dated October 15, 1970, be approved and authority granted to issue warrant in the amount of $20.00 to F. E. Sweeney. Motion carried. Activity Log of the Police Department for the period October 1 - 15, 1970 inclusive, was presented. It was moved by Anderson, seconded by Ybarra, that Activity Log of the Police Department be received and filed. Motion carried. Report of Health Department Activities for the month of September 1970, was presented. (Copy to each member of the City Council) It was moved by Ybarra, seconded by Anderson, that Report of Health Department Activities be received and filed. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated October 14, 1970, requesting that L. W. Brown be advanced to Policeman, Grade 2, and that M. C. Wooten be advanced to Sergeant, Grade 1, effective November 1, 1970, was presented. It was moved by Ybarra, seconded by Mailliard, that the request of the Police Chief, dated October 14, 1970, be approved. Motion carried. Communication from Mr. C. David Serena of Cadoo, Tretheway, McGinn & Morgan, Attorneys at Law, dated October 15, 1970, making additional demands on behalf of Fireman Lester M. Husted over and above demands made in his letter of September 24, 1970, was presented. (Copy to each member of the City Council) It was moved by Anderson, seconded by Mailliard, that the additional demands filed on behalf of Fireman Lester M. Husted by Mr. C. David Serena of Cadoo, Tretheway, McGinn & Morgan, Attorneys at Law, dated October 15, 1970, over and above demands made in Mr. Serena's letter dated September 24, 1970, be denied. Motion carried. ''Warrant Register No. 319" covering clatms and demands presented during the period October 1 to 15, which includes Demands Nos. 70-2492 to 70-2661 (both inclusive) drawn on the United California Bank, totaling $1,124,449.85 (Light and Power Warrants $1,047,364.98) (Accounting Period October 1970), was examined and audited. It was moved by Mail1iard, seconded by Ybarra, that 'VW'arrant Register No. 319" be approved and payment authorized for Demands Nos. 70-2492 to 70-2661 (both inclusive), with no exceptions. Motion carried. It was moved by Mailliard, seconded by Ybarra, that "Payroll Warrant Register No. 159" be approved and payment authorized for Demands Nos. 1722 to 1730 (both inclusive), with no exceptions.
