MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD NOVEMBER 17, 1970 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE CITY
HALL LOCATED AT 4305 SANTA FE AVENUE,
VERNON t CALIFORNIA.

COUNCIL ABSENT:

The meeting was called to order by Mayor R. J. Furlong.
It was moved by Anderson, seconded by Mailliard, that
minutes of the meeting of November 4, 1970 be approved as written
and submitted. Motion carried.
It was moved by Ybarra, seconded by Anderson, that
Ordinance No. 822 receive a second reading by title. MOtion carried.
Ordinance No. 822 - An Ordinance of the City Council of the
City of Vernon, authorizing certain City employees to use citations
for violations of City ordinances and State statutes, was read for
a second reading by title.
It was moved by Malburg, seconded by Ybarra, that
Ordinance No. 822 receive and pass a second reading. MOtion carried.
Ayes: Anderson, Furlong, Mailliard, Malburg, Ybarra
Noes: None
Absent: None
It was moved by Mailliard, seconded by Anderson, that
in accordance with Government Code Section 36934, the reading of
Ordinance No. 822 in full be waived; and that Ordinance No. 822
receive a third and final reading by title. Motion unanimously
carried.

Ordinance No. 822 - An Ordinance of the City Council of
the City of Vernon,authorizing certain City employees to use citations
for violations of City ordinances and State statutes, was read by
title for a third and final reading.
It was moved by Malburg, seconded by Ybarra, that
Ordinance No. 822 receive and pass a third reading and be adopted.

Ordinance No. 823 - An Ordinance of the City of Vernon
regulating the speed on certain streets within the City of Vernon,
was read for a second reading by title.

It was moved by Mailliard, seconded by Ybarra, that
Ordinance No. 823 receive and pass a second reading. Motion
carried.

It was moved by Anderson, seconded by Ybarra, that in
accordance with Government Code Section 36934, the reading of

Communication from the Finance Committee, dated November 9,
1970, transmitting a proposed resolution relative to holidays for
the City of Vernon to be operative January 1, 1971; and recommending
that the City Council approve and adopt this resolution, was pre-
sented. (Copy of communication and proposed resolution to each
member of the City Council)
Resolution No. 4019 - A Resolution of the City Council of
the City of Vernon establishing holidays for the City of Vernon, was
presented.
It was moved by Mailliard, seconded by Ybarra, that
Resolution No. 4019 be approved and adopted. Motion carried.

Communication from R. H. King, Director of Public Works,
dated November 10, 1970, transmitting Contract No. 358 for Traffic
Signal Installation, Santa Fe Avenue at 27th Street; recommending
that this contract be approved and that authority be granted to ad-
vertise for bids; and requesting that authority be granted to install
an additional 20KLMV street lighting fixtura in conjunction with the
signal work, was presented. (Copy to each member of the City
Council)
Resolution No. 4018 - A Resolution of the City of Vernon,
approving Contract No. 358 for traffic signal installation, Santa Fe
Avenue at 27th Street, and giving notice inviting sealed proposals
or bids in accordance with Contract No. 358 of the City of Vernon,
was presented.

It was moved by Malburg, seconded by Ybarra, that
Resolution No. 4018 be approved and adopted. Motion carried.

It was moved by Anderson, seconded by Ybarra, that
authority be granted to install an additional 20KLMV street light-
ing fixture in conjunction with the signal work at Santa Fe Avenue
at 27th Street. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
November 5, 1970, recommending that Officer J. E. Mason be reim-
bursed the sum of $28.85 from the Education and Training Budget
appropriation for Police Science courses, was presented.
It was moved by Mailliard, seconded by Malburg, that
the recommendation of the Police Chief, dated November 5, 1970, be
approved and that authority be granted to issue warrant in the
amount of $28.85 to J. E. Mason. MOtion carried.
Report of Health Department Activities for the month of
October, 1970, was presented. (Copy to each member of the City
Council)
It was moved by Anderson, seconded by Ybarra, that the
Report of Health Department Activities be received and filed.
Motion carried.
Communication from V. R. Bush, Superintendent of Building,
dated November 12, 1970, requesting authority to advance Fred A.
Tachovsky from Electrical Inspector, Grade 2, to Senior Electrical
Inspector, Grade 4, effective December 1, 1970, as he has satis-
factorily completed his probationary period, was presented.
It was moved by Ybarra, seconded by Malburg, that the
request of the Superintendent of Building, dated November 12, 1970,
be approved. Motion carried.
Communication from R. H. King, Director of Public Works,
dated November 12, 1970, with reference to Mr. Leonard M. Gonzalez,
Utility Man II, who has been off work due to a back injury, suggest-
ing two alternatives relative to this matter, was presented.

It was moved by Malburg, seconded by Ybarra, that
Leonard M. Gonzalez be allowed to return to work with a reduction in
his classification to Utility Man IV, Step 1, and allow him to do
such light work as he is qualified to do. Motion carried.
iiWarrant Register No. 3211' covering claims and demands
presented during the period November 1 to 15, which includes
Demands Nos. 70-2780 to 70-2949 (both inclusive), drawn on the
United California Bank, totaling $1,072,54~ga1 (Light and Power
Warrants $1,022,046.27) (Accounting Period November 1970), was
examined and audited.
It was moved by Mailliard, seconded by Anderson, that
"Warrant Register No. 321H be approved and payment authorized for
Demands Nos. 70-2780 to 70-2949 (both inclusive), with no ex-
ceptions. Motion carried.

"Payroll Warrant Register No. 160" covering claims and
demands presented during the period October 1 to 31, which
includes Demands Nos. 1731 to 1739 (both inclusive), drawn on the
Crocker-Citizens National Bank, totaling $319,954.53 (Accounting
Period October 1970), was examined and audited.
It was moved by Mailliard, seconded by Anderson, that
"Payroll Warrant Register No. 16011 be approved and payment author~
ized for Demands Nos. 1731 to 1739 (both inclusive), with no ex-
ceptions. Motion carried.

Activity Log of the Police Department for the period
November 1 - 15, 1970, inclusive, was presented.
It was moved by Ybarra, seconded by Anderson, that Ac-
tivity Log of the Police Department be received and filed. MOtion
carried.
Communication from R. H. Bockhacker, Police Chief, dated
November 11, 1970, requesting authority to appoint Lawrence Clarke
Eldridge to the position of Policeman, Grade 4, effective November
16, 1970, was presented.
It was moved by Malburg, seconded by Ybarra, that the
request of the Police Chief, dated November 11, 1970, be approved.
Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
November 11, 1970, recommending that Officer R. Amos b~Teimbursed
the sum of $18.36 from the Education and Training Budget appro-
priation for Police Science courses, was presented.
It was moved by Anderson, seconded by Ybarra, that the
recommendation of the Police Chief, dated November 11, 1970, be
approved and authority granted to issue warrant in the amount of
$18.36 to R. Amos. MOtion carried.
Communication from F. A. Ziemer, City Clerk-Director of
Finance, dated November 13, 1970, requesting authority to employ
Mr. John Elton Olson as Deputy City Clerk-Accountant, Grade 4,
effective November 16, 1970, pending satisfactory completion of
physical examination" was presented.
It was moved by Ybarra, seconded by Anderson, that the
request of the City-Clerk-Director of Finance, dated November 13,
1970, be approved. Motion carried.
Resolution No. 4020 - A Resolution of the City Council of
the City of Vernon, amending the rules and regulations respecting
the distribution of electric energy supplied by the City of Vernon,
was presented.

It was moved by Ybarra, seconded by Anderson, that
Resolution No. 4020 be approved and adopted. Motion carried.

It was moved by Ybarra, seconded by Malburg, that the
meeting adjourn until Wednesday, November 18, 1970, at 9:30 o'clock

Fe Avenue, Vernon, California. Motion carried.
