MINUTES OF AN ADJOURNED REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY OF
VERNON HELD DECEMBER 3, 1970 AT NlNE-
THIRTY O'CLOCK A.M. IN THE COUNCIL
CHAMBER OF THE CITY HALL LOCATED AT
4305 SANTA FE AVENUE. VERNON. CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Ybarra
COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
Interested employee representatives as well as all Depart-
ment Heads, or their authorized representatives, and Mr. Harry
Keaton, Special Counsel for the City of Vernon in Employer-Employee
relations matters, were in attendance.
The City Council proceeded to consider the last eight (8)
items on the proposed draft of the resolution as originally
submitted by the City Attorney; and the suggestions submitted by
Special Counsel Keaton.
The Public Works group and Stephen H. Silver, Attorney for
the Vernon Firemen's Association, presented written comments on the
proposed Employer-Employee Relations Resolution.
Attorney Silver commented on the proposed resolution and
the statutes governing Employer-Employee relations.
Copies of a portion of an unadopted resolution relative
to impasse procedures was distributed by Attorney Silver.
Section eight (8) of Mr. Keaton's draft was discussed by
him at some length.
At 12:00 o'clock noon, the Mayor recessed the meeting
until 2:00 o'clock p.m.
The Mayor reconvened the meeting at 2:05 o'clock p.m.
Councilman Mailliard was absent due to a Doctor's
appointment.
Mr. Harry Steimer, Southern Director of the California
State Firemen's Association, Inc. addressed the City Council with
reference to certain standards advocated by tbe California State
Firemen's Association, Inc.
It was moved by Ybarra, seconded by Anderson, that the
meeting adjourn until Wednesday, December 9, 1970, at 2:00 o'clock
p.m., in the Council Chamber of the City Hall located at 4305 Santa
Fe Avenue, Vernon, California. Motion carried.
The meeting adjourned at 2:28 o'clock p.m.

I hereby certify that a regular meeting of the City
Council of the City of vernon, held December 3, 1970, in the

Vernon, California, was adjourned by order of the City Council
