19701215 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD DECEMBER 15, 1970 AT TWO O'CLOCK P . M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE~ VERNON. CALIFORNIA. COUNCIL PRESENT: Anderson, Mailliard, Malburg, Ybarra COUNCIL ABSENT: Furlong The meeting was called to order by Mayor Pro Tempore Leonis C. Malburg. It was moved by Mailliard, seconded by Anderson, that minutes of the meetings of December 1, 3 and 9, 1970 be approved as written and submitted. Motion carried. Communication from Los Angeles Junction Railway Company, dated December 3, 1970, making application for permission to construct an additional spur track over Seville Avenue at their Crossing No. 25-1.l9-C between 45th Street and 46th Street, was presented. (Copy to each member of the City Council) It was moved by Ybarra, seconded by Anderson, that the application of Los Angeles Junction Railway Company, dated December 3, 1970, be referred to the Director of Public Works for processing in accordance with Ordinance No. 796. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated December 2, 1970, advising that he is in receipt of a communication from the Los Angeles County Peace Officers' Association giving notification of an increase in premium on the 'Talse Arrest Insurance" carried on the individual personnel of the Police Depart.. ment, and the City as an insured entity, for the calendar year 1971; and requesting that the increased premium be paid and that the City continue its membership in the Los Angeles County Peace Officers' Association, was presented. (Copy to each member of the City Council) It was moved by Mail1iard, seconded by Ybarra, that copy of Resolution No. 70-32 of the City Council of the City of Bell Gardens be referred to the Police Chief for a report. Motion carried. Copy of Resolution No. 15,685 of the Council of the City of Burbank protesting high county tax rate and urging the Los Angeles County Division of the League of California Cities to persuade State Legislature to provide funds for State mandated programs, was presented. (Copy to each member of the City Council) It was moved by Anderson, seconded by Mail1iard, that copy of Resolution No. 15,685 of the Council of the City of Burbank be received and filed. Motion carried~ I I -2- 12 15 70 Communication from California Regional Water Quality Control Board, Los Angeles Region, dated December 7, 1910, trans- mitting a copy of its Resolution No. 70-68 requiring cities and counties to notify the Regional Board of the filing of development proposals which involve a major waste discharge, was presented. (Copy to each member of the City Council) It was moved by Anderson, seconded by Ybarra, that communi- cation from California Regional Water 1uality Control Board, Los Angeles Region, dated December 7, 1970, together with transmittal, be referred to the Director of Public Works, the Health Department and the Building Department for a report. Motion carried. Communication from R. H. King, Director of Public Works, dated December 3, 1970, with reference to bids received for traffic signal installation at Santa Fe Avenue and 27th Street in accordance with Contract No. 358, recommending that the contract be awarded to C. T. and F., Incorporated on the basis of their low bid of $14,700.00, was presented. Resolution No. 4025 - A Resolution of the City Council of the City of Vernon, accepting the bid of C. T. and F., Incorporated for traffic signal installation at Santa Fe Avenue and 27th Street, in accordance with Contract No. 358 of the City of Vernon, was presented. It was moved by Mailliard, seconded by Ybarra, that Resolution No. 4025 be approved and adopted. Motion carried. Bockhacker, Police Chief, dated December 4, 1970, with reference to bids received for the purchase and installation of a recording system for the Police Department, recommending that the Purchasing Agent be authorized to issue a purchase order for the Magnasync/Moviola equipment, was presented. It was moved by Anderson, seconded by Ybarra, that the recommendation of the Police Chief, dated December 4, 1970, be approved. Motion carried. Communication from L. C. Husted, Fire Chief, dated December 7, 1970, with reference to bids received for the purchase and installation of a recording system for the Fire Department, recoumending that the Purchasing Agent be authorized to issue a purchase order for the Magnasync/Moviola equipment, was presented. It was moved by Ybarra, seconded by Anderson, that the recommendation of the Fire Chief, dated December 7, 1970, be approved. Motion carried. Communication from George Burgess, Civil Engineering Assistant, dated December 3, 1970, requesting that he be re.imbursed the sum of $20.00 from the Education and Training Budget appropri- ation for a course entitled "The Statistical 'Approach to Materials and Construction 1Uality Control"; tQgether with 'recommendation for approval by the Director of Publlc Works, was presented. I I -3- 12 15 70 It was moved by Mail1iard, seconded by Ybarra, that the recommendation of the Director of Public Works, dated December 3, 1970, be approved and authority granted to issue warrant in the amount of $20.00 to George Burgess. Motion carried. Communication from R. H. King, Director of Public Works, dated December 8, 1970, transmitting an agreement between the City of Vernon and Roscoe Moss Company covering repair to casing damage of Well No. 17 which was constructed pursuant to Contract No. 347; recommending that the Mayor and the City Clerk be authorized to sign the agreement to indicate its acceptance of its terms by the City, was presented. It was moved by Ybarra, seconded by Anderson, that the Mayor and the City Clerk be authorized to execute Agreement between the City of Vernon and Roscoe Moss Company indicating the acceptance of its terms by the City of Vernon relative to the repair to casing ,damage of Well No. 17. Motion carried. Communication from R. H. King, Director of Public Works, dated December 9, 1970, requesting that an additional classification of Project Engineer be established in the Public Works Department as outlined; and requesting authority to reclassify Robert B. Bennett from Civil Engineering Assistant, Step 1, to Project EngineE~r, Step 2, effective January 1, 1971, was presented. (Copy to each member of the City Council) Resolution No. 4026 - A Resolution of the City Conncil of the City of Vernon, amending Resolution No. 3095, was preser.ted. It was moved by Mailliard, seconded by Ybarra, that Resolution No. 4026 be approved and adopted. Motion carried. Bennett from Civil Engineering Assistant, Step 1, to Project Engineer, Step 2, effective January 1, 1971. Motion carried. Communication from R. H. King, Director of Public Works, dated December 9, 1970, requesting authority to reclassify certain employees as listed effective January 1, 1971; and requesting authority to advance certain personnel as listed effective January 1, 1971, was presented. (Copy to each member of the City Council) It was moved by Ybarra, seconded by Anderson, that the requests of the Director of Public Works, dated December 9, 1970, be approved. Motion carried. Communication from C. E. Nemethi, M.D., Health Officer, dated December 7, 1970, requesting authority for Louis S. Hauger to attend the Executive Committee Meeting of the California Conference Directomof Environmental Health in Fresno on January 8, 1971, with an expense allowance of $58.38, was presented. It was moved by Mai11iard, seconded by Anderson, that the request of the Health Officer, dated December 7, 1970, be approved and authority granted to issue warrant in the amount of $58.38 to Louis S. Report of Health Department Activities for the month of Wovember, 1970, was presented. (Copy to each member of the City Council) It was moved by Anderson, seconded by Ybarra, that Report of Health Department Activities be received and filed. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated November 27, 1970, recommending that Officer G. G. Skalsky be reimbursed the sum of $22.00 from the Education and Training Budget appropriation for courses in police science at Rio Hondo Junior College, was presented. It was moved by Mail1iard, seconded by Ybarra, that the recommendation of the Police Chief, dated November 27, 1970, be approved and authority granted to issue warrant in the amount of $22.00 to G. G. Skalsky. Motion carried. Communication from R. H. King, Director of Public r...Torks, dated December 11, 1970, adviSing the City Council of the action taken as a result of a petition from certain residents on 52nd Drive, was presented. (Copy to each member of the City Council) It was moved by Ybarra, seconded by Anderson, that communication from the Director of Public Works, dated December 11, 1970, be received and filed. Motion carried. ''Warrant Register No. 323" covering claims and demands presented during the period December 1 to 15, which includes Demands Nos. 70-3028 to 70-3205 (both inclusive) drawn on the United California Bank, totaling $1,178,972.38 (Light and Power Warrants $1,032,176.00) (Accounting Period December, 1910), was examined and audited. It was moved by Mailliard, seconded by Ybarra, that "Warrant Register No. 323" be approved and payment authorized for Demands Nos. 70-3028 to 70-3205 (both inclusive), with no exceptions. Motion carried.
