MINUTES OF AN ADJOURNED REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY OF
VERNON HELD JANUARY 21, 1971 AT NINE
O'CLOCK A.M. IN THE COUNCIL CHAMBER OF
THE CITY HALL LOCATED AT 4305 SANTA FE
AVENUE.. VERNON.. CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mailliard, Ybarra
COUNCIL ABSENT: Malburg
The meeting was called to order by Mayor R. J. Furlong.
Mayor Furlong announced that this meeting was adjourned
from January 19, 1971 for the purpose of holding an executive
session pursuant to Section 54957 of the Government Code.
Mayor Furlong cleared the Council Chamber of all persons
except the City Council members, the City Attorney and the City
Clerk.
The first order of business was the recommendation of
the Fire Chief, dated January 6, 1971, that Probationary Hosemen,
Grade 4, Ralph C. Emmons and Dickson H. Skalsky be terminated
effective at the close of the working day January 31, 1971.
Firemen Emmons and Skalsky were called to the Council
Chamber to make any remarks they wished in their behalf. Firemen
White and Cummings were also allowed to be present and speak on
behalf of Firemen Emmons and Skalsky. Firemen T.-1hite and Cummings
indicated that they were only acting as fellow firemen and were
not representing any group.
Fire Chief Husted, Fire Captain Jackson and Fire Captain
Padilla were also called into the Council Chamber.
Fireman Emmons first addressed the City Council, and then
Fireman l.-1hite addressed the City Council on behalf of Fireman Emmons.
Certain documents were presented relative to the matter
before the City Council by Fireman Emmons.
Fire Captain Jackson and the Fire Chief also addressed the
City Council.
Next, Fireman Skalsky addressed the City Council, and
then Fireman Cummings addressed the City Council on behalf of
Fireman Skalsky.
Certain documents were presented relative to the matter
before the City Council by Fireman Skalsky.
Fire Captain Jackson and the Fire Chief again addressed
the City Council.
The Mayor excused Firemen Emmons, Skalsky, T.fuite, Cummings,
Jackson, Padilla and Fire Chief Husted from the Council Chamber.
Discussion was held with reference to the termination of
Firemen Emmons and Skalsky.

Fire Chief Husted was recalled to the Council Chamber to
answer a question, and then was excused.
After discussion, it was moved by Mailliard, seconded by
Furlong, that the recommendation of the Fire Chief, dated January 6,
1971, be approved; and that Firemen Emmons and Skalsky be terminated
effective at the close of the working day January 31, 1971. Motion
carried.
Ayes: Anderson, Furlong, Mailliard, Ybarra

Absent: Malburg
Firemen Emmons and Skalsky, together with Firemen White
and Cummings, were recalled and advised of the decision of the
City Council.
The Mayor then excused all persons from the Council Chamber
with the exception of the City Council members, the City Attorney
and the City Clerk.
The next order of business was the communication from the
Fire Chief, dated January 4, 1971, advising that Fireman Ronald A.
Hoffman was suspended from duty without pay on December 24, 1970
for violation of the Rules and Regulations of the City of Vernon
Fire Department, General Rules, Article 53.
Fireman Ronald A. Hoffman was called to the Council Chamber
to make any remarks he wished in his behalf. Fireman T,fuite was
also allowed to be present and speak on behalf of Fireman Hoffman.
Fireman White again indicated that he was only acting as a fellow
fireman and not representing any group.
Fire Chief Husted, Fire Captain Jackson and Fire Captain
Padilla were also called into the Council Chamber.
Fireman Hoffman addressed the City Council, and then
Fireman White addressed the City Council on behalf of Fireman
Hoffman.
Fire Chief Husted and Captain Padilla also addressed the
City Council.
The Mayor excused all persons from the Council Chamber
with the exception of the City Council members, the City Attorney
and the City Clerk.
After discussion, it was moved by Mailliard, seconded by
Anderson, that the action of the Fire Chief in suspending Fireman
Hoffman for one day without pay on December 24, 1970, be approved.
Motion carried.

Noes: None
Absent: Malburg
Firemen Hoffman and White were recalled to the Council
Chamber and advised of the decision of the City Council.
At 11:27 o'clock a.m., the Mayor recessed the meeting
until 1:30 o'clock p.m.

Mayor Furlong reconvened the meeting at 1:30 o'clock p.m.
Mayor Furlong cleared the Council Chamber of all persons
except the City Council members, the City Attorney and the City
Clerk.
Firemen White, Claunch, Cummings and Hood were called to
the Council Chamber for the purpose of addressing the City Council
relative to certain alleged personnel problems in the Fire Depart-
ment pursuant to the request which was made by Fireman White at the
regular meeting of the City Council held on January 19, 1971.
Firemen White, Claunch, Cummings and Hood indicated that
they were only addressing the City Council as Firemen and not as
representatives of any group. All four were allowed to address the
City Council and to call various other Fire Department personnel
with reference to the alleged personnel problems existing in the
Fire Department.
There being no further business to come before the
meeting, it was moved by Anderson, seconded by Ybarra, that the
meeting adjourn. Motion carried.
The meeting adjourned at 3:50 o'clock p.m.
