MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD MARCH 2, 1971 AT TWO O'CLOCK
P . M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE. VERNON. CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mai11iard, Malburg, Ybarra
COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Fur10nge
It was moved by Mai11iard, seconded by Anderson, that
minutes of the meeting of February 16, 1971 be approved as ~~itten
and submitted. Motion carried.
It was moved by Mail1iard, seconded by Ybarra, that
Ordinance No. 825 receive a second reading by title. Motion carried.
Ordinance No. 825 - An Ordinance of the City of Vernon~
fixing certain rates to be charged for electrical energy distributed
and supplied by said City of Vernon, within its boundaries, was
read for a second reading by title.
It was moved by Anderson, seconded by Ybarra, that
Ordinance No. 825 receive and pass a second reading. Motion carried.
Ayes: Anderson, Furlong, Mai11iard, Malburg, Ybarra
Noes: None
Absent: None
It was moved by Ybarra, seconded by Malburg, that in
~ccordance with Government Code Section 36934, the reading of
Ordinance No. 825 in full be waived; and that Ordinance No. 825
receive a third and final reading by title. Motion unanimously
carried.

Ordinance No. 825 - An Ordinance of the City of Vernon,
fixing certain rates to be charged for electrical energy distributed
and supplied by said City of Vernon, within its boundaries, was
read by title for a third and final reading.
It was moved by Ybarra, seconded by Anderson, that
Ordinance No. 825 receive and pass a third reading and be adopted.
Motion carried.

Communication from L. C. Husted, Fire Chief, dated
February 24, 1971, requesting that certain personnel as listed be
reimbursed the amounts as indicated from the Education and Training
Budget appropriation for Fire Science courses, was presented.

It was moved by Malburg, seconded by Ybarra, that the
request of the Fire Chief, dated February 24, 1971, be approved and
a';lthority granted to issue warrants in the amounts as indicated.
Motion carried.

Communication from R. H. King, Director of Public Works,
dated February 17, 1971, transmitting a joint powers agreement
between the City of Vernon and the City of Bell providing for heater
remixing and resurfacing a portion of Atlantic Boulevard within the
City of Bell; and recommending that the agreement be accepted and
the Mayor and the City Clerk be authorized to execute the agreement,
was presented.
It was moved by Malburg, seconded by Ybarra, that the
recommendation of the Director of Public Works, dated February 17,
1971, be approved; and that the Mayor and the City Clerk be
authorized to execute the joint powers agreement between the City
of Vernon and the City of Bell. Motion carried.
Communication from R. H. King, Director of Public Works,
dated February 22, 1971, advising that the City of Huntington Park
is engaged in a project of remodeling the intersection of Alameda
Street and Slauson Avenue primarily to accommodate railroad crossing
protection devices ordered by the PUC; and recommending that the
City of Huntington Park be granted permission to perform certain
work which lies within Vernon without obligation to the City of
Vernon, was presented.
It was moved by Malburg, seconded by Ybarra, that the
recommendation of the Director of Public Works, dated February 22,
1971, be approved. Motion carried.
Communication from R. H. King, Director of Public Works,
dated February 23, 1971, transmitting Contract No. 359 for Tractor-
Backhoe-Loader Combination; and recommending that the contract be
approved and that authority be granted to advertise for bids, was
presented.
~esolution No. 4033 - A Resolution of the City Council of
the City of Vernon, approving Contract No. 359 for the purcl18se of
a Tractor-Backhoe-Loader Combination, and giving notice inviting
sealed proposals or bids in accordance with Contract No. 359 of
the City of Vernon, was presented.
It was moved by Mailliard, seconded by Anderson, that
Resolution No. 4033 be approved and adopted. Motion carried.

Communication from R. H. King, Director of Public Works,
dated February l7~ 1971, recommending that the City of Vernon make
application to the Public Utilities Commission for an allocation
of funds to assist in financing crossing protection work at Crossings
Nos. 2H-0.7 and 2H-0.7l, was presented.
Resolution No. 4034 - A Resolution of the City Council of
the City of vernon:-authorIZIng the submission of a request for the
allocation of funds from the Public Utilities Commission of the
State of California, was presented.
It was moved by Me.lburg, seconded by Mailli8rd, that
Resolution No. 4034 be a.pproved and adopted. Motion carried.

Communication from R. H. King, Director of Public Works,
dated February 24, 1971, advising that Strecker Construction Company
has completed the work of reconstructing 37th Street and Bandini
Boulevard, Santa Fe Avenue to Atlantic Boulevard and Sierra Pine
Avenue; and recommending that the work be accepted and that authority
be granted to pay the contractor in accordance with the agreement,
was presented.
Resolution No. 4035 - A Resolution of the City Council of
the City of Vernon, accepting the work of Strecker Construction
Company for the reconstruction of 37th Street and Bandini Boulevard,
Santa Fe Avenue to Atlantic Boulevard and Sierra Pine Avenue, was
presented.
It was moved by Anderson, seconded by Ybarra, that
Resolution No. 4035 be approved and adopted. Motion carried.

Communication from R. H. King, Director of Public Works,
dated February 25, 1971, advising that Byron Jackson Pump D~risicn,
Borg-Warner Corporation, has completed the work for Schedule I,
Well No. 16, Pump and Equipment, and that Bovee and Crail
Construction Company has completed the work for Schedule II, Well
No. 16, Pump and Equipment, both in accordance with Contract No.
356; and recommending that the work be accepted and that authority
be granted to pay the contractors in accordance with the agreement,
was presented.
Resolution No. 4036 - A Resolution of the City Council of
the City of Vernon, accepting the work of Byron Jackson Pump Division,
Borg-Warner Corporation and Bovee and Crail Construction Company
for Schedule I and Schedule II of Contract No. 356 of the City of
Vernon, was presented.
It was moved by Ybarra, seconded by Mail1iard, that
Resolution No. 4036 be approved and adopted. Motion carried.

Communication from R. H. Bockhacker, Police Chief, dated
F~bruary 23, 1971, requesting that James A. Miller be advanced
from Policeman, Grade 2 to Grade 1, effective February 1, 1971,
was presented.
It was moved by Anderson, seconded by Ybarra, that the
request of the Police Chief, dated February 23, 1971, be approved.
Hotion carried.
Communication from R. H. Bockhacker, Police Chief, dated
February 23, 1971, requesting that certain personnel as listed be
reimbursed the amounts as indicated from the Education and Training

Activity Log of the Police Department for the period
February 16 - 28. 1971 inclusive, was presented.
It was moved by Anderson, seconded by Ybarra, that Activity
Log of the Police Department be received and filed. Motion carried.
"Warrant Register No. 328" covering claims and demands
presented during the period February 16 to 28, which includes Demands
Nos. 1-551 to 1-637 (both inclusive) drawn on the United California
Bank, totaling $47,375.67 (Light and Power Warrants $2,493.43)
(Accounting Period March, 1971). was presented.
It was moved by Mailliard, seconded by Ybarra, that
Irwarrant Register No. 328" be approved and payment authorized for
Demands Nos. 1-551 to 1-637 (both inclusive), with no exceptions.
Motion carried.

Communication from R. H. King, Director of Public Works,
dated February 25, 1971, transmitting a form of Local Agency-State
Agreement which is a necessary step in the procedure to acquire
Federal TOPICS funding; and recommending that this agreement be
approved by the City Council in principle (as requested by the
State), by minute order, so that the subsequent steps a.nd final
agreement to obtain TOPICS funds may be pursued, was presented.
It was moved by Mailliard, seconded by Anderson, that the
form of Local Agency-State Agreement. as submitted by the Director
of Public Works with his communication dated February 25, 1971, be
apDroved in principle so that the subsequent steps and final agree-
ment to obtain Federal TOPICS funds may be pursued. Motion carried.
Communication from R. H. King, Director of Public Works,
dated February 25, 1971, transmitting a proposed agreement among the
cities of Vernon, Bell, Huntington Park and Maywood to undertake a
joint traffic operations study to be financed by the 1966 Federal
Highway Safety Act funds, with Bell acting as the project admini-
strator, for the purpose of developing a TOPICS plan; and recom-
mending that this agreement be approved, was presented.
It was moved by Malburg, seconded by Anderson, that
proposed agreement among the cities of Vernon, Bell, Huntington
Par.k and Maywood, as submitted by the Director of Public Works
with his communication dated February 25, 1971, be approved; and
that the Mayor and the City Clerk be authorized to execute this
agre~ment on behalf of the City of Vernon. Motion carried.
Communication from R. Ho King, Director of Public Works,
dated February 26, 1971, advising that the most expedient currently
available method of obtaining 1969-70 TOPICS funds is to join the
City of Maywood in a traffic sign.ll modernization project at the
intersection of Downey Road and Slauson Avenue; and recommending
that certain action be taken to effect this modernization project
with 1969~70 TOPICS funds, was presented. (Copy to each member
of the City Counci.l)
It was moved by Anderson, seconded by Ybarrar that the
recommenc...1tiom of the Director of Public T-lorks be approved as outlined
in his communication dated February 26, 1971. Motion carried.

Ordinance No. 826 - An Ordinance of the City Council of
the City of Vernon, authorizing an amendment of the contract between
the City of Vernon and the Board of Administration of the Califor.nia
Public Employees' Retirement System, was read by title for a first
reading.
It was moved by Ybarra, seconded by Anderson, that
Ordinance No. 826 receive and pass a first reading. Motion carried.

Absent: None
The City Clerk distributed copies of Ordinance No. 826 to
each member of the City Council.
There being no further business to come before the
meeting, it was moved by Anderson, seconded by Ybarra, that the
meeting adjourn. Motion carried.
