MINUTES OF A REGULAR ~mETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD MAY 4, 1971 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE, VERNON, CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mai11iard, Malburg, Ybarra
COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Malburg, seconded by Ybarra, that minutGs
of the meeting of April 20, 1971 be approved as ~qritten and
submitted. Motion carried.
The Clerk announced that this was the time and place fer
npeaing bids received for Well No. 17 - Pump and Equipment Instal-
lation, in accordance with Contract No. 360.
It was moved by Malburg; seconded by Anderson, that the
Clerk be instructed to open and read the bids submitted. Motion
c,1:rried.
The Clerk opened and read the following bids:

The Clerk announced that this was the time and place for
opening bids received for Fruitland Avenue Improvement - Santa Fe
Avenue to So to Street; 57th Street Improvement - Alameda Street
to Santa Fe Avenue; and Heater Remixing and Resurfacing of certain
streets, in accordance with Contract No. 357.
It WRS moved by Mailliard, seconded by Ybarra, that the
Clerk be instructed to open and read the bids submitted. Motion
carried.

for the hearing for the adoption of Ordinance No. 827, entitled
"An Ordinance of the City of Vernon, adopting The Code of the City
of Vernon, California, 1959, together with such amendments as m,~y

Proof of Publication in the Los Angeles Daily Journal
on April 9 and 16, 1971 of "Notice of Public Hearing" was duly

The City Clerk reported that no written communications

No one was in the audience to comment on the adoption of

of Resolution No. 2525 of the City Council of the City of Downey
be received and filed. Motion carried.

Copy of Resolution No. 71-060 of the City Council of the
City of Carson supporting an amendment to the elections code to
enable the saving of unnecessary election expense by eliminating
the requirement for unnecessary precinct officers, was pres~ntea.
It was moved by Malburg, seconded by Ybarra, that copy of
Resolution No. 71-060 of the City Council of the City of Carson be
received and filed. Motion carried.
Copy of Resolution No. 7351 of the City Council of the
City of Santa Barbara expressing its strong opposition to the
enactment of Senate Bill 333 of the Legislature of the State of
California, was presented. (Copy to each member of the City Council)
It was moved by Ybarra, seconded by Malburg, that copy
of Resolution No. 7351 of the City Council of the City of Ss.nta

Communication from F. A. Ziemer, City Clerk-Director of
Finance, dated April 26, 1971, reporting on the examination made
of the records of the State Board of Equalization at Sacramento,
California pertaining to sales and use taxes collected by the BOALd
for the City of Vernon pursuant to contract entered into between
the Board and the City of Vernon under the Bradley- Burns Un.iform
Local Sales and Use Tax Law, was presented. (Copy to each member

It was moved by Ybarra, seconded by Mailliard, that the
reco~nendation of the Director of Public Works, dated April 21, 1971,
be approved; and that the Mayor and the City Clerk be authorized to
execute Quitclaim Deed prepared by J. W. Lewis Realtors. Motion
carried.

dated April 27, 1971, transmitting a report from the City Attorney

City of Vernon not enter into an agreement with USA, Inc. for a
llCornmunity Oriented Anti-Litter Program". Motion carried.

to attend the Seventh Biennial Public Works (City Engineers)
Officers' Institute at Pasadena, California from May 26 to 28, 1971,

It was moved by Malburg, seconded by Ybarra, that the
request of the Superintendent of Building, dated April 29, 1971, be
approved. Motion carried.
"Warrant Register No. 332" covering claims and demands
presented during the period April 16 to 30, which includes Demands
Nos. 1-1103 to 1-1189 (both inclusive) drawn on the United California
Bank, totaling $129,780.05 (Light and Power Warrants $44,678.95)
(Accounting Period May, 1971), was examined and audited.
It was moved by Mailliard, seconded by Anderson, that
"Warrant Register No. 332" be approved and payment authorized for
Demands Nos. 1-1103 to 1-1189 (both inclusive), with no exceptions.
Motion carried.

Resolution No. 3078 of the City of South Gate, California, be

Communication from R. H. King, Director of Public Works,
dated April 29, 1971, requesting authority for Victor H. Vaits to
attend the Public Works Planning and Engineering Workshop in
Anaheim, California, on June 7 and 8, 1971, with an expense
allowance of $63.00, was presented.
It was moved by Ybarra, seconded by Maillia~d, that the
request of the Director of Public Works, dated April 29, 1971, be
approved and authority granted to issue warrant in the amount of
$63.00 to Victor H. Vaits. Motion carried.
Resolut~on No. 4047 - A Resolution of the City Council of
the City of Vernon, requesting an allocation of County Aid to Cities
Funds for the construction of pavement in the median area on Pacific
Boulevard, was presented.
It was moved by Malburg, seconded by Ybarra, that
ReBolution No. 4047 be approved and adopted. Motion carried.
