MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD JUNE 1, 1971 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE~ VERNON, CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Ybarra
COUNC IL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Mailliard, seconded by Ybarra, that minutes
of the meeting of May 18, 1971 be approved as written and submitted.
Motion carried.
Communication from L. C. Husted, Fire Chief, dated May 18,
1971, requesting authority for J. E. Muldown to attend the Fire and
Arson Investigation Seminar in Palm Springs, California from June
14 to l8, 1971, with an expense allowance of $169.15, was presented.
It was moved by Anderson, seconded by Malburg, that the
request of the Fire Chief, dated May 18, 1971, be approved and
authority granted to issue warrant in the amount of $169.15 to JQ E.
Muldown. Motion carried.
Communication from X. J. Padilla, Assistant Civil Defense
Director, dated May 27, 1971, advising that there is a strong
possibility that an engineering team will be in the City of Vernon
within the next three months for purposes of up-dating fallout
shelters previously surveyed as well as locating additional shelters
in newer buildings for the Office of Civil Defense, was presented.

It was moved by Anderson, seconded by Ybarra, that communi-
cation from the Assistant Civil Defense Director, dated May 27, 1971,
be received and filed. Motion carried.
''Warrant Register No. 334" covering claims and demands
presented during the period May 16 to 31, which includes Demands
Nos. 1-1381 to 1-1483 (both inclusive) drawn on the United California
Eank, totaling $106,045.59 (Light and Power Warrants $7,484.22)
(Accounting Period June, 1971), was examined and audited.
It was moved by Mail1iard, seconded by Ybarra, that
nWarrant Register No. 334" be approved and payment authorized for
Demands Nos. 1-1381 to 1-1483 (both inclusive), with no exceptions.
Motion carried.

The City Clerk reported orally that Mr. Harry Keaton,
~mnicipa1 Employees Relations Representative, would like to address
the City Council before any action was taken on the communication
from the Finance Committee, dated May 24, 1971.
Harry J. Keaton, the Municipal Employees Relations Repre-
sentative, appeared before the City Council and advised that two
petitions had been filed by the Vernon Firemen's Association on
behalf of both the management and confidential employees and the
other Fire Department employees within the Fire Department of tr~',

City of Vernon; and that he has advised the City Clerk that the
petitions meet the requirements of Section 10 of Resolution 4027.
He further advised that he would like an opportunity to meet and
confer in good faith on matters involving wages, hours, and working
conditions prior to the adoption of the budget. In order to be
able to do so, he requested that the Council grant time until the
next regular Council meeting to engage in the meeting and conferring
process. He also tl.dvis:~d th~t if a memorand:.1m of understanding is
reached by said title, iL will be referred to the Council; and if no
agreement is reached, the Council will then have the opportunity
to extend the time for meeting and conferring and delaying any
action for pay increases for the Fire Department if it so desires.
It was moved by Ybarra, seconded by Malburg, that the
request of the Municipal Employees Relations Representative be
approved. Motion carried.
Communication from the Finance Committee, dated May 24,
1971, making certain enumerated recommendations relative to the
budget for the 1971-72 fiscal year, was presented. (Copy to each
member of the City Council)
It was moved by Anderson, seconded by Ybarra, that the
recommendations as outlined in enumerated paragraphs one (1) to
fifteen (15) inclusive of communication, dated May 24, 1971~ from
the Finance Committee relative to the budget for the 1971-72 fiscal
year, be approved. Motion carried.
Discussion was held with reference to recommendations
outlined in enumerated paragraphs sixteen (16) and seventeen (17)
of communication from the Finance Committee, dated May 24, 1971,
relative to the budget for the 1971-72 fiscal year.
It was moved by Anderson, seconded by Malburg, that the
recommendation as specified in enumerated paragraph seventeen (17)
of the communlc<'i.t ion from the Finance Committee, dated May 24, 1971,
be approved; but pursuant: to the request of the Municipal Employees
Relations Representative to delay any action for pay increases for
the Fire Department, that enumerated paragraph SEventeen (17) of
eommunicat ion from the Finance Committe'e, dated Hay 24, 1971, not
apply to Fire Department personnel. Motion carried.

No action was taken on enumerated paragraph sixteen (16)
of communication from the Finance Committee, dated May 24, 1971,

Communication from R. H. King, Director of Public Works,
dated May 24, 1971, with reference to General Services Agreement
between the County of Los Angeles and the City of Vernon, transmitting
proposed continuation agreement and form of resolution authorizing
and requesting services; and recommending that the City Council
approve the General Services Agreement and, by resolution, request
and authorize cadastral mapping and bridge inspection services,
was presented. (Copy to each member of the City Council)
Resolution No. 4053 - A Resolution of the City Council of
the City of Vernon, authorizing and requesting the County of Los
Angeles to perform certain services, was presented.

It was moved by Mailliard, seconded by Ybarra, that
Resolution No. 4053 be approved and adopted. Motion carried.

Resolution No. 4054 - A Resolution of the City Council of
the City of Vernon, authorizing the renewal of a contract with the
County of Los Angeles concerning hospitalization of City prisoners,
was presented. .
It was moved by Malburg, seconded by Anderson, that
Resolution No. 4054 be approved and adopted. Motion carried.

Communication from R. H. King, Dir.ector of Public Works,
dated May 27, 1971, advising that Cook Tractors, Incorporated has
delivered the Tractor-Backhoe-Loader Combination in accordance
with Contract No. 359; and recommending that this equipment be
accepted and that authority be granted to pay the contractor in
accordance with the agreement, was presented.
Resolution No. 4055 - A Resolution of the City Council of
the City of Vernon, accepting the Tractor-Backhoe-Loader Combination
from Cook Tractors, Inc. in accordance with Contract No. 359 of the
City of Vernon, was presented.
It was moved by Malburg, seconded by Ybarra, that
Resolution No. 4055 be approved and adopted. Motion carried.

Activity Log of the Police Department for the period
May 16 - 31, 1971, inclusive, was presented.
It was moved by Ybarra, seconded by ~nderson, that Activity
Log of the Police Department be received and filed. Motion carried.
Communication from Booth and Simpson, dated May 27, 1971,
with reference to the City's Automobile Fleet Policy, making certain
enumerated recommendations, was presented. (Copy to each member of
the City Council)
It was moved by Mailliard, seconded by Malburg, that

to the Finance Committee for study and report. Motion car.ried.
Communication from R. H. King, Director of Public Works,
dated May 28, 1971, advising that Robert W. DeBolt, Utility Man IV,
b.as tendered his resignation effective at the close of business
May 28, 1971 and recommending that Mr. DeBolt's resignation be
accepted, was presented.
It was moved by Ybarra, seconded by Anderson, that the
resignation of Robert W. DeBolt be accepted. Motion carried.

Communication from I.. H. King, Director of Public Works,
dated June 1, 1971, with reference to broken 8-inch sewer line in
28th. Street, requesting that authority be granted to issue purchase
orders to determine the condition of the line and to make the neces-
sary repairs, was presented. (Copy to each member of the City
Council)
It was moved by Malburg, seconded by Ybarra, that the
request of the Director of Public Works, dated June 1, 1971, be
approved. Motion carried.
Resolution No. 4052 - A Resolution of the City Council of
the City of Vernon, designating a Municipal Employee Relations
Representative, was presented.
It was moved by Anderson, seconded by Ybarra, that
Resolution No. 4052 be approved and adopted. Motion carried.

There being no further business to come before the meeting,
it was moved by Anderson, seconded by Ybarra, that the meeting
adjourn. Motion carried.
