19710720 Regular City Council Meeting - Minutes I I MINUTES OF A REGUlAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD JULY 20, 1971 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE. VERNON 9 CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mailliard, Ybarra COUNCIL ABSENT: Malburg The meeting was called to order by Mayor R. J. Furlong. It was moved by Mailliard, seconded by Ybarra, that minutes of the meeting of July 6, 1971 be approved as written and submitted. Motion carried. The Clerk announced that this was the time and place for opening bid received for Water Main Lining - Phase V, in accordance with Contract No. 362. It was moved by Anderson, seconded by Ybarra, that the Clerk be instructed to open and read the bid submitted. Motion carried. The Clerk opened and read the following bid: Ameron Inc., Pipe Lining Division $ 162,796.95 It was moved by Anderson, seconded by Ybarra, that bid received for Water Main Lining - Phase V, in accordance with Contract No. 362, be referred to the Director of Public Works and the City Attorney for checking and report. Motion carried. It was moved by Mailliard, seconded by Ybarra, that Ordinance No. 828 receive a second reading by title. Motion carried. Ordinance No. 828 - An Ordinance of the City of Vernon, fixing certain rates to be charged for electrical energy distributp.d and supplied by said City of Vernon, within its boundaries, was read for a second reading by title. It was moved by Anderson, seconded by Ybarra, that Ordinance No. 828 receive and pass a second reading. Motion carried. Ayes: Anderson, Furlong, Mai11iard, Ybarra Noes: None Absent: Malburg It was moved by Anderson, seconded by Ybarra, that in accordance with Government Code Section 36934, the reading of Ordinance No. 828 in full be waived; and that Ordinance No. 828 receive a third and final reading by title. It was moved by Ybarra, seconded by Anderson, that Ordinance No. 829 receive and pass a second reading. Motion carried. (Copy to each member of the City Council) It was moved by Mailliard, seconded by Ybarra, that communication from the State of California, Division of Highways, dated July 2, 1971, be received and filed. Motion carried. I I -3- 7 20 71 Notice from the Local Agency Formation Commission, dated July 8, 1971, that hearing has been set for July 28, 1971 on appli- cation to annex the City of Bell to the Consolidated Fire Protection District of Los Angeles County (Annexation No. 24-71), was presented. It was moved by Ybarra, seconded by Anderson, that notice from the Local Agency Formation Commission, dated July 8, 1971, be received and filed. Motion carried. Communication from D. W. Perkins, Acting Fire Chief, dated July 7, 1971, requesting authority to employ Mrs. Sheri Harris as Fire Department Secretary, Grade 5, effective August 1, 1971, pending satisfactory completion of medical examination, was presented. It was moved by Mailliard, seconded by Ybarra, that the request of the Acting Fire Chief, dated July 7, 1971, be approved. Motion carried. Communication from Mrs. Lois Zaltosky, Deputy City Clerk, dated July 9, 1971, requesting permission to lease the two bedroom apartment at 3390 E. 50th Street when it becomes available for occupancy, was presented. (Copy to each member of the City Councll) It was moved by Anderson, seconded by Ybarra, that the city-owned two bedroom apartment at 3390 E. 50th Street be leased to Mrs. Lois Zaltosky when it becomes available for occupancy. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated July 13, 1971, recommending that Sgt. Frank Sweeney be placed on one week's Leave of Absence, with pay, from July 17 to 24, 1971, inclusive, in order to satisfy his military obligation, was presented. It was moved by Mailliard, seconded by Ybarra, that the recommendation of the Police Chief, dated July 13, 1971, be approved. Motion carried. Communication from R. H. King, Director of Public Works, dated July 14, 1971, with reference to proposed redevelopment of Well No. 10 by the Department of Water and Power of the City of Los Angeles as described in the attached letter agreement dated June 25, 1971, recommending that the Mayor be authorized to sign the letter agreement from the Department of Water and Power, City of Los Angeles; 9.nd that authority be granted to issue a Purchase Order to Roscoe Moss Company for the removal and installation of the pump and appurtenances in ~,vell No. 10, was presented. (Copy to each member of the City Council) It was moved by Mai1liard, seconded by Anderson, that the recommendations of the Director of Public Works, dated July 14, 1971, be approved. Motion carried. ''t-larrant Register No. 337" covering claims and demands presented during the period July 1 to 15, which includes Demands Nos. 1-1742 to 1-1909 (both inclusive) drawn on the United California Bank, totaling $1,100,637.55 (Light and Power Warrants $1,005,079. 6LI) (Accounting Period June & July, 1971), was examined and audited. It was moved by Mailliard, seconded by Ybarra, that "Payroll Warrant Register No. 168" be approved and payment authorized for Demands Nos. 1802 to 1809 (both inclusive), with no exceptions. It was moved by Ybarra, seconded by Anderson, that Activity Log of the Police Department be received and filed. Motion carried. Summons on amended complaint in connection with Case Number C4572 filed in the Superior Court of California, County of Los Angeles, by Rose Mary Rivero, Plaintiff and as Guardian Ad Litem for Mary Joe Rivero, a minor, vs. Vernon Police Department, City of Vernon, Los Angeles Junction Railway Company, Does I through XXX, inclusive, for damages for wrongful death and petition and order for appointment of Guardian Ad Litem, was presented. (Copy to each member of the City Council) It was moved by Mailliard, seconded by Ybarra, that Summons on amended complaint in connection with Case Number C4572 filed in the Superior Court of California, County of Los Angeles, by Rose Mary Rivero, be referred to the City Attorney and the City's insurance carriers. Motion carried. Communication from R. H. King, Director of Public Works, dated July 13, 1971, transmitting Contract No. 361 for Pacific Boulevard Improvement from Santa Fe Avenue to South City Boundary; and recommending that this contract be approved and that authority be granted to advertise for bids, was presented. Resolution No. 4063 - A Resolution of the City Council of the City of Vernon, approving Contract No. 361 for Pacific Boulevard Improvement from Santa Fe Avenue to South City Boundarys in accordance with Contract No. 361 of the City of Vernon, was presented. It was moved by Mailliard, seconded by Ybarra, that Rzsolution No. 4.063 be approved and adopted. Motion carried. (Copy to each member of the City Council) It was moved by Anderson, seconded by Ybarra, that Report of Health Department Activities be received and filed. Motion carried. Communication was presented from R. H. Bockhacker, Police Chief, dated July 15, 1971, requesting that the following personnel be advanced to the grades as indicated, effective August 1, 1971: T. L. Miller to Sergeant, Grade 2 S. E. Putman to Sergeant, Grade 2 B. T. Stack to Policeman, Grade 3 It was moved by Mailliard, seconded by Ybarra, that the request of the Police Chief, dated July 15, 1971, be approved. Motion carried. Communication from Mr. James M. Peppers, dated July 15, 1971, with reference to traffic congestion on certain streets in the City of Vernon, was presented. (Copy to each member of the City Council) It was moved by Mailliard, seconded by Ybarra, that communication from Mr. James M. Peppers, dated July 15, 1971, be received and filed. Motion carried. Communication from Mr. Kenneth Hahn, Supervisor of the Second District, with reference to the paramedic training program for fire and ambulance personnel, was presented. (Copy to each member of the City Council) It was moved by Mailliard, seconded by Ybarra, that communication from Mr. Kenneth Hahn, Supervisor of the Second District, together with transmittal, be received and filed. Motion ~arried. Copy of Resolution No. 71-199 of the Council of the City of Pomona, County of Los Angeles, State of California, opposing Assembly Bill 2402 relating to the establishment of County Law Enforcement Districts, was presented. (Copy to each member of the City Council) It was moved by Anderson, seconded by Ybarra, that copy of Resolution No. 71-199 of the Council of the City of Pomona, County of Los Angeles, State of California, be received and filed. Motion carried. Communication from the City of Downey, dated July 14, 1971, transmitting a copy of Resolution of the City Council of the City of Downey urging support of legislation proposed by Attorney General Eve11e J. Younger for the betterment of our Criminal Justice System, was presented. (Copy of Resolution to each member of the City Council) It was moved by Ybarra, seconded by Anderson, that communi- cation from the City of Downey, dated July 14, 1971, together with transmittal, be received and filed. I I ..6- 7 20 71 Communication from the City of Maywood, dated July 15, 1971, in appreciation of the City of Vernon's cooperation in the installation of safety devices at Downey Road and Slauson Avenue pursuant to the TOPICS program, was presented. (Copy to each member of the City Council) It was moved by Mailliard, seconded by Anderson, that communication from the City of Maywood, dated July 15, 1971, be received and filed. Motion carried. Communication from D. W. Perkins, Acting Fire Chief, dated July 16, 1971, advising that Fireman T. L. Lafitte has submitted his resignation from this department effective the close of the working day July 23, 1971; and recommending that his resignation be accepted, was presented. It was moved by Mai11iard, seconded by Ybarra, that the resignation of Fireman T. L. Lafitte be accepted. Motion carried. Communication from R. H. King, Director of Public Works, dated July 20, 1971, with reference to bid received for Water Main Lining - Phase V in accordance with Contract No. 362, recommending that the contract be awarded to Ameron Inc., Pipe Lining Division, on the basis of their bid of $162,796.95, was presented. Resolution No. 4064 - A Resolution of the City Council of the City of Vernon, accepting the bid of Ameron Inc., Pipe Lining Division for Water Main Lining - Phase V, in accordance with Contract No. 362 of the City of Vernon, was presented. It was moved by Ybarra, seconded by Mailliard, that Resolution No. 4064 be approved and adopted. Motion carried.
