MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD AUGUST 3, 1971 AT TWO O'CLOCK
P. M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE, VERNON, CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Ybarra
COUl~CIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Mailliard, seconded by Ybarra, that minutes
of the meeting of July 20, 1971 be approved as written and submitted.
Motion carried.
The Clerk announced that this was the time and place for
opening bids received for Pacific Boulevard Improvement from Santa
Fe Avenue to South City Boundary, in accordance with Contract No. 361.
It was moved by Mailliard, seconded by Halburg, that the
Clerk be instructed to open and read the bids submitted. Motion
carried.
The Clerk opened and read the following bids:

It was moved by Malburg, seconded by Anderson, that bids
received for Pacific Boulevard Improvement from Santa Fe Avenue to
South City Boundary, in accordance with Contract No. 361, be referred
to the Director of Public Works and the City Attorney for checking
and report. Motion carried.
Communication from Los Angeles Junction Railway Company,
dated July 16, 1971, making application for permission to relocate
their lead track over Soto Street at their crossing No. 25-0.95-C
between Vernon Avenue and 44th Street, was presented. (Copy to each
member of the City Council)
It was moved by Mailliard, seconded by Anderson, that the
application of Los Angeles Junction Railway Company, dated July 16,
1911, be referred to the Director of Public vJorks for processing 1.n
accordance with Chapter 22 of The Code of the City of Vernon,
California, 1959. Motion carried.
Communication from C. E. Nemethi, M.D., Health Officer,
dated July 20, 1971, requesting authority to attend the Envi:tonmental
Health Committee meeting of California Conference of Local Health
Officers at Oakland, California on August 4 & 5, 1971, with an expense
allowance of $177.62, was presented.
It was moved by Malburg, seconded by Ybarra, that the
request of the Health Officer, dated July 20, 1971, be approved and
authority granted to issue warrant in the amount of $177.62 to
C. E. Nemethi, M.D. Motion carried.

Communication from the Department of Public Works, State
of California, dated July 1, 1971, with reference to a new Department
of Public Works' policy on freeway and transportation planning
intended to bring local government and citizens further into the
decision making process, transmitting copy of the new policy st,'lte-
ment and copies of certain reference material, was presented. (Copy
to each member of the City Council)
It was moved by Anderson, seconded by Ybarra, that communi-
C2.t:t.on from the Department of Public ~.J'orks, State of California,
dated July 1, 1971, together with transmittals, be received and
filed. Motion carried.
Communication from D. H. Perkins, Acting Fire Chief, dated
Jtlly 22, 1971, requesting permission for authority to send Fireman
R. J. Glassner to the 76th International Municipal Signal Association
Conference in Los Angeles on August 16, 17 & 18, 1971, with an
expense allowance of $35.00 for registration fees, was presented.
It was moved by Mailliard, seconded by Anderson, that the
request of the Acting Fire Chief, dated July 22, 1971, be approved
and authority granted to issue warrant in the amount of $35.00 to
R. J. Glassner. Motion carried.
Communication from D. l.,T. Perkins, Acting Fire Chief, dc;,ted
July 21, 1971, requesting that Fireman Keith M. Slifka be granted a
leave of absence with pay from August 7 through 22, 1971 to attend
annual military training duty, was presented.
It was moved by Mailliard, seconded by Ybarra, that the
request of the Acting Fire Chief, dated July 21, 1971, be approved.
Motion carried.
Communication from R. H. King, Director of Public Works,
dated July 20, 1971, outlining the understanding reached with
Mr. Fred S. Kahn for the acquisition of a certain parcel of land
located on the northeast corner of 37th Street and Santa Fe Avenue;
and recommending that the City Council approve the provisions as
outlined and authorize the Mayor and the City Clerk to execute
documents necessary to consummate the sale, was presented. (Copy
to each member of the City Council)
It was moved by Mailliard, seconded by Anderson, that the
recommendation of the Director of Public Works, dated July 20, 1971,
be approved; and that the Mayor and the City Clerk be authorized to
execute documents necessary to consummate the sale of certain
pr.operty, as outlined, to the City of Vernon by Mr. Fred S. Kahn.
Motion carried.
Communication from R. H. Patnaude, Senior Mechanical
Inspector, dated July 22, 1971, requesting that he be considered as
a tenant for a City-owned house when one becomes available, was
presented. (Copy to each member of the City Counci.l)
It was moved by Malburg, seconded by Ybarra, that the
request of R. H. Patnaude, Senior Mechanical Inspector, dated July
22, 1971, be received and filed for future consideration. Motion
carried.

Communication from D. W. Perkins, Acting Fire Chief, dated
July 26, 1971, requesting authority to purchase one tape head
degausser at an approximate cost of $65.00, to de-magnetize recording
and reproducing heads on the Fire and Police Department tape
recorders, was presented.
It was moved by Malburg, seconded by ~~illiard, that the
request of the Acting Fire Chief, dated July 26, 1971, be approved.
Motion carried.
Communication from F. A. Ziemer, City Clerk-Director of
Finance, dated July 28, 1971, transmitting Specifications No. 363 for
the furnishing and delivery to the City of Vernon microfilming
equipment and service; and recommending that these specifications be
approved and authority granted to advertise for bids, was presented.
Resolution No. 4065 - A Resolution of the City Council of
the City of Vernon, approving Specifications No. 363 for microfilming
equipment and service, was presented.
It was moved by ~ailliard, seconded by Anderson, that
Resolution No. 4065 be approved and adopted. Motion carried.

Activity Log of the Police Department for the period
July 16 - 31, 1971 inclusive, was presented.
It was moved by Ybarra, seconded by Malburg, that Activity
Log of the Police Department be received and filed. Motion carried.
Communication from D. W. Perkins, Acting Fire Chief, dated
July 21, 1971, requesting permission to declare as surplus property
three Fire Department vehicles, was presented.
It was moved by Ybarra, seconded by Malburg, that the
request of the Acting Fire Chief, dated July 21, 1971, be referred
to the Finance Committee for study and report. Motion carried.
Communication from Policeman Allen S. Stocks, dated July
28, 1971, tendering his resignation effective as of the close of
business on August 8, 1971, was presented. (Copy to each memhel: of
the City Council)
It was moved by Malburg, seconded by Ybarra, that the
resignation of Policeman Allen S. Stocks be accepted. Motion carried.
Communication from the League of California Cities, date.d
July 26, 1971, requesting that the City Council designate a voting
delegate and voting alternate at the business sessions of the
Annual League Conference in San Francisco, September 26 - 29, 1971,
was presented.
It was moved by Malburg, seconded by Ybarra, that C. H.
McGovern, City Attorney, be designated as voting delegate and
F. A. Ziemer, City Clerk-Director of Finance, as voting alternate
at the business sessions of the Annual League Conference in San
Francisco, September 26-29, 1971. Motion carried.

"Warrant Register No. 338" covering claims and demands
presented during the period July 16 to 31, which includes Demands
Nos. 1-1910 to 1-1986 (both inclusive) drawn on the United California
Bank, totaling $164,055.38 (Light and Power Warrants $3,232.84)
(Accounting Period August, 1971), was ~amined and audited.
It was moved by Mailliard, seconded by Ybarra, that
ItWarrant Register No. 338ft be approved and payment authorized
for Demands Nos. 1-1910 to 1-1986 (both inclusive), with no
exceptions. MOtion carried.

Communication from D. W. Perkins, Acting Fire Chief, dated
July 29, 1971, requesting authority to purchase fire service
training manuals for all officers of the department and Fire Station
libraries from the International Fire Service Training Association
at an approximate cost of $2,000.00, was presented. (In lieu of the
Drill Manual revision budgeted)
It was moved by Malburg, seconded by Ybarra, that the
request of the Acting Fire Chief, dated July 29, 1971, be referred
to the Finance Committee for study and report. Motion carried.
Communication from Fireman Willard W. Gibson, dated July
28, 1971, requesting permission to lease a one bedroom apartment
when one becomes available for occupancy, was presented.
It was moved by Mailliard, seconded by Anderson, that the
request of Willard W. Gibson, dated July 28, 1971, be received and
filed for future consideration. Motion carried.
There being no further business to come before the meeting~
it was moved by Anderson, seconded by Ybarra, that the meeting
adjourn. Motion carried.
