MINUTES OF A REGUlAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD AUGUST 17, 1971 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANl'A FE
AVENUE" VERNON~ CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mai11iard, Malburg, Ybarra
COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Mailliard, seconded by Ybarra, that minutes
of the meeting of August 3, 1971 be approved as written and submitted.
Motion carried.
The Clerk announced that this was tbe time and place for
opening bids received for furnishing and delivery to the City of
Vernon microfilming equipment and service, in accordance with
Specifications No. 363.
It was moved by Malburg, seconded by Anderson, that the
Clerk be instructed to open and read the bids submitted. Motion
carried.
The Clerk opened and read the following bids:

It was moved by Anderson, seconded by Ybarra, that bids
received for furnishing and delivery to the City of Vernon micro-
filming equipment and service, in accordance with Specifications No.
363, be referred to the City Clerk-Director of Finance and the
City Attorney for checking and report. Motion carried.
Communication from R. H. King, Director of Public Horks,
dated August 10, 1971, with reference to bids received for Pacific
Boulevard Improvement in accordance with Contract No. 361, recom-
mending that the contract be awarded to Vernon Paving Company on
the basis of their bid of $87,999.00, was presented.
Resolution No. 4066 - A Resolution of the City Council of
the City of Vernon, accepting the bid of Vernon Paving Company for
Pacific Boulevard Improvement from Santa Fe Avenue to South City
Boundary in accordance with Contract No. 361 of the City of Vernon,
was presented.
It was moved by Anderson, seconded by Ybarra, that
Resolution No. 4066 be approved and adopted. Motion carried.

Communication from the Finance Committee, dated August 9,
1971, making certain enumerated recommendations relative to matters
referred to the Committee by the City Council at its meeting held

It was moved by Anderson, seconded by Ybarra, that the
recommendations of the Finance Committee, dated August 9, 1971, be
approved. Motion carried.
Communication from The California State Library, dated
July 30, 1971, with reference to the State Library's collection of
local government publications, was presented. (Copy to each member
of the City Council and each City Department)
It was moved by Mai11iard, seconded by Malburg, that
communication from The California State Library, dated July 30, 1971,
be received and filed. Motion carried.
Communication from the State of California, Division of
Highways, dated July 30, 1971, giving dates and places set for public
hearings relating to changes in the State Highway System based on
functional classification, was presented. (Copy to each member of
the City Council)
It was moved by Anderson, seconded by Ybarra, that cOmIT.'uni-
cation from the State of California, Division of Highways, dated
July 30, 1971, be received and filed. Motion carried.
Communication from the State of California, Division of
Highways, dated August 9, 1971, with reference to the basic purpose
of the upcoming Statewide Public Hearings on functional classification
concepts, was presented. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Ybarra, that communi-
cation from the State of California, Division of Highways, dated
August 9, 1971, be received and filed. Motion carried.
Copy of Resolution No. 7549 of the City Council of the
City of Monterey Park urging passage of State Senate Bill 51
~elating to auto repair dealers, was presented. (Copy to each member
of the City Council)
It was moved by Anderson, seconded by Malburg, that copy
of Resolution No. 7549 of the City Council of the City of Monterey
Park be received and filed. Motion carried.
Communication from R. H. King, Director of Public Works,
dated July 30, 1971, advising that the Los Angeles County Road
Department is planning to slurry seal the County's portion of 52nd
Street between Malabar Street and the Alley east of Santa Fe Avenue;
and recommending that the County Road Department be authorized to
slurry seal the City's portion of 52nd Street at an approximate
cost of $180.00 as the City's share, was presented.
It was moved by Malburg, seconded by Ybarra, that the
recommendation of the Director of Public Works, dated July 30, 1971,
be approved. Motion carried.
Communication from V. R. Bush, Superintendent of Building,
d!?,ted August 9, 1971, request ing authority to attend the Annual
Business Meeting of International Conference of Building Officials
and Executive Board Meeting at Honolulu, Hawaii, from October 1 to
13, 1971, with an expense allowance of $440.00, was presented.

It was moved by Ybarra, seconded by Mailliard, that the
request of the Superintendent of Building, dated August 9, 1971, be
approved and authority granted to issue warrant in the amount of
$440.00 to V. R. Bush. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
August 6, 1971, requesting authority to employ Patricia Lou Ricks
as Transcriber-Typist, Grade 4, effective August 16, 1971, was
presented.
It was moved by Anderson, seconded by Ybarra, that the
request of the Police Chief, dated August 6, 1971, be approved.
Motion carried..
Activity Log of the Police Department for the period
August 1 - 15, 1971 inclusive, was presented.
It was moved by Malburg, seconded by Ybarra, that Activity
Log of the Police Department be received and filed. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
August 9, 1971, requesting that Lt. A. E. Chrisman be authorized to
attend the Police Middle Management Program offered at Ca1ifornla
State College from September 28 to December 14, 1971, ~..,ith an,~}::pense
allowance of $300.00 for tuition, was presented. (Copy to each
member of the City Council)
It was moved by Mai11iard, seconded by Anderson, that the
request of the Police Chief, dated August 9, 1971, be approved .:md
authority granted to issue warrant in the amount of $300.00 to
FOUNDATION, California State College, Los Angeles. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
August 9, 1971, requesting authority to advance R. D. Gott to
Policeman, Grade 2, and E. W. Roady to Policeman, Grade 1, effective
September 1, 1971, was presented..
It was moved by Anderson, seconded by Ybarra, that the
request of the Police Chief, dated August 9, 1971, be deferred
pursuant to the Presidential order freezing wages. Motion carried.
Communication from D. W. Perkins, Acting Fire Chief, dated
August 9, 1971, requesting authority to attend the 76th Annual
Conference of the "Western Fire Chiefs" at Las Vegas, Nevada with
an expense allowance of $169.00, was presented.
It was moved by Mai1liard, seconded by Anderson, that the
request of the Acting Fire Chief, dated August 9, 1971, be approved
and authority granted to issue warrant in the amount of $169.00 to
De W. Perkins. Motion carried..
Report of Health Department Activities for the month of
July 1971, was presented.
It was moved by Mai11iard, seconded by Ybarra, that Report
of Health Department Activities be received and filed. Motion
carried.

Communication from R. H. Bockhacker, Police Chief, dated
August 11, 1971, requesting that Sgt. R. N. Graham be advanced to
the rank of Acting Lieutenant, Grade 4, effective as of August 17,
1971, was presented. (Copy to each member of the City Council)
It was moved by Ybarra, seconded by Anderson, that the
request of the Police Chief, dated August 11, 1971, be approved.
Motion carried.
"Payroll Warrant Register No. 169" covering claims and
demands presented during the period July 1 to 31, which includes
Demands Nos. 1810 to 1819 (both inclusive), drawn on the Crocker
Bank, totaling $331,599.15 (Accounting Period July, 1971), was
examined and audited.
It was moved by Mai11iard, seconded by Ybarra, that
"Payroll Warrant Register No. 169" be approved and payment authorized
for Demands Nos. 1810 to 1819 (both inclusive), with no exceptions.
Hotion carried.

''Warrant Register No. 339" covering claims and demands
presented during the period August 1 to 15, which includes Demands
Nos. 1-1981 to 1-2147 (both inclusive) drawn on the United California
Bank, totaling $1,018,268.98 (Light and Power Warrants $936,326.79)
(Accounting Period August 1971), was examined and audited.
It was moved by Mai11iard, seconded by Ybarra, that
"tvarrant Register No. 339" be approved and payment authorized for
Demands Nos. 1-1987 to 1-2147 (both inclusive), with no exceptions.
Motion carried.

Communication from R. H. King, Director of Public Works,
dated August 13, 1911, transmitting an easement from Union Pacific
Railroad Company relative to the widening of 37th Street at Crossing
No. 3A-5.07-C (Jewel Avenue); and recommending that the easement be
accepted and that the Mayor and the City Clerk be authorized to
execute this agreement, was presented.
It was moved by Malburg, seconded by Ybarra, that the Mayor
and the City Clerk be authorized to execute easement from the Union
Pacific Railroad Company relative to the widening of 37th Street at
Crossing No. 3A-S.07...C. Motion carried.
Summons in connection with Case Number 35994 filed in the
Municipal Court of California, County of Los Angeles, by John Joseph
Lopez vs. City of Vernon, County of Los Angeles, Does I through V,
inclusive, for false arrest and false imprisonment, was presented.
It was moved by Ybarra, seconded by Anderson, that Summons
in connection with Case Number 35994 filed in the Municipal Court of
California, County of Los Angeles, by John Joseph Lopez vs. City of
Vernon, County of Los Angeles, Does I through V, inclusive, for
false arrest and false imprisonment, be referred to the City Attorney
and the City's insurance carriers for necessary action. Motion
carried.

Resolution No. 4067 - A Resolution of the City Council of
the City of Vernon fixing the amount of money necessary to be raised
by taxation upon the taxable property within said City as a revenue
to carryon the various departments of such municipal corporation
for. the fiscal year commencing July 1, 1971, and to pay the bonded
or other indebtedness of said City of Vernon, or any portion or
district thereof, was presented.
It was moved by Anderson, seconded by Ybarra, that
Resolution No. 4067 be approved and adopted. Motion carried.

Resolution No. 4068 - A Resolution of the City Council of
the City of Vernon fixing the rate of taxes and levying the taxes
for the fiscal year beginning July 1, 1971, was presented.
It was moved by Malburg, seconded by Ybarra, that
Resolution No. 4068 be approved and adopted. Motion carried.

Communication from C. H. McGovern, City Attorney, dated
August 17, 1971, with reference to Ordinance No. 828 (Electrical
Rates), recommending that the new rates not be placed in effect
duri.ng the ninety day period of the Presidential order, or until such
time as an interpretation is received from the Federal Government
authorizing the new rates, was presented. (Copy to each member of
the City Council)
It was moved by Malburg, seconded by Ybarra,. that the
recommendation of the City Attorney, dated August 17, 1971, with
reference to new electrical rates, be approved; and that Southern
California Edison Company be advised not to put the new rates in
effect during the ninety day period of the Presidential order, or
until such ttme as an interpretation is received from the Federal
Government authorizing the new rates. Motion carried.
There being no further business to come before the meeting,
it was moved by Anderson, seconded by Ybarra, that the meeting
adjourn. Motion carried.
