MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD SEPTEMBER 21, 1971 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE~ VERNON. CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Ybarra
COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Anderson, seconded by Ybarra, that minutes
of the meeting of September 7, 1971 be approved as written and
submitted. Motion carried.
It was moved by Malburg, seconded by Ybarra, that
Ordinance No. 830 receive a second reading by title. Motion carried.
Ordinance No. 830 - An Ordinance of the City of Vernon
granting a franchise to the Los Angeles Junction Railway Company,
their successors and assigns, to operate and maintain a spur track
across Soto Street in the City of Vernon, and repealing all
ordinances or resolutions in conflict herewith, was read for a
second reading by title.
It was moved by Anderson, seconded by Ybarra, that
Ordinance No. 830 receive and pass a second reading. Motion carried.
Ayes: Anderson, Furlong, Mailliard, Malburg, Ybarra
Noes: None
Absent: None
It was moved by Mailliard, seconded by Ybarra, that in
accordance with Government Code Section 36934, the reading of
Ordinance No. 830 in full be waived; and that Ordinance No. 830
receive a third and final reading by title. Motion unanimously
carried.

Ordinance No. 830 - An Ordinance of the City of Vernon

13, 1971, making certain recommendations to the City Council, was

It was moved by Anderson, seconded by Ybarra. that the
recommendations of the Finance Committee, as outlined in communi-
cation dated September 13, 1971. be approved. Motion carried.
Resolution No. 4069 - A Resolution of the City Council of
the City of Vernon, accepting the bid of 3M Business Products Sales,
Inc. for microfilming equipment and service, pursuant to Specifi-
cations No. 363, was presented.
It was moved by Anderson, seconded by Ybarra, that
Resolution No. 4069 be approved and adopted. Motion carried.

Communication from Haskins & Sells, Certified Public
Accountants, dated September 10, 1971, transmitting financial
statements and supplemental schedules of the City of Vernon for the
year ended June 30, 1971 and their opinion dated August 18, 1971,
was presented. (Copy of report to each member of the City Council)
It was moved by Malburg, seconded by Mail1iard, that
communication from Haskins 6 Sells, Certified Public Accountants,
dated September 10, 1971, together with transmittals, be received
for study. Motion carried.
Communication from Grant Oil Tool Company, dated September
3, 1971, commending the Vernon Fire Department, was presented.

It was moved by Mai1liard, seconded by Ybarra, that
communication from Grant Oil Tool Company, dated September 3, 1971,
be received and filed. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
September 13, 1971, recommending that Officer C. J. Kemp be
reimbursed the sum of $100.00 from the Education and Training Budget
appropriation to cover cost of tuition for the "Evidence I" course
at Western State University, was presented. (Copy to each member
of the City Council)
It was moved by Ybarra, seconded by Mailliard, that the
recommendation of the Police Chief, dated September 13, 1971, be
approved and authority granted to issue warrant in the amount of
$100.00 to C. J. Kemp. Motion carried.
Communication from Robert W. Leu, dated September 7, 1971,
,dth reference to his leave of absence, advis ing that he will not be
returning to the City of Vernon, was presented. (Copy to each member
of the City Council)
It was moved by Mai1liard, seconded by Anderson, that
communication from Robert W. Leu, dated September 7, 1971, be
received and filed. Motion carried.
Communication from Paramount Health Equipment Corporation,
dated September 13, 1971, with reference to sign on the side of their
building on 30th Street reserving a parking place for their General
Manager, was presented. (Copy to each member of the City Council)

It was moved by Ybarra, seconded by Malburg, that communi.-
cation from Paramount Health Equipment Corporation, dated September
13, 1971, be received and filed. Motion carried.
Copy of Resolution No. 1213 of the City Council of the City
of Lawndale opposing the passage of Assembly Bill No. 1098, was
presented. (Copy to each member of the City Council)
It was moved by Mailliard, seconded by Malburg, that copy
of Resolution No. 1213 of the City Council of the City of Lawnda1e
be received and filed. Motion carried.
Communication from C. E. Nemethi, M.D., Health Officer,
dated September 14, 1971, requesting authority for Mayrose Snyder
to attend the Western Industrial Health Conference at San Francisco
from September 30 to October 2, 1971, inclusive, with an expense
allowance of $196.62, was presented.
It was moved by Mailliard, seconded by Ybarra, that the
request of the Health Officer, dated September 14, 1971, be approved
and authority granted to issue warrant in the amount of $196.62 to
Mayrose Snyder. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
September 15, 1971, requesting that P. A. Taylor be advanced from
Sergeant, Grade 1, to Acting Lieutenant, Grade 4, and that W. H.
Austin be advanced from Policeman, Grade 1, to Acting Sergeant, Grade
4, effective October 1, 1971, was presented. (Copy to each member
of the City Council)
It was moved by Mai11iard, seconded by Anderson, that the
request of the Police Chief, dated September 15, 1971, be approved.
Motion carried.
Activity Log of the Police Department for the period
September 1 - 15, 1971 inclusive, was presented.
It was moved by Anderson, seconded by Ybarra, that Activity
Log of the Police Department be received and filed. Motion carried.
''Warrant Register No. 341" covering claims and demands
presented during the period September 1 to 15, which includes Demands
Nos. 1-2259 to 1-2424 (both inclusive), drawn on the United Californi:
Bank, totaling $943,519.70 (Light and Power Warrants $872,593.60)
(Accounting Period September 1971), was examined and audited.
It was moved by Mail1iard, seconded by Anderson, that
''Warrant Register No. 341" be approved and payment authorized for
Demands Nos. 1-2259 to 1-2424 (both inclusive), with no exceptions.
Motion carried.

Communication from V. R. Bush, Superintendent of Building,
dated September 21, 1971, requesting authority for Fred A. Tachovsky
to attend the 1971 International Association of Electrical Inspectors-
Fall Section Meeting at San Jose, California, from October 11 to 14,
1971, inclusive, with an expense allowance of $210.00, was presented.

It was moved by Mai11iard, seconded by Anderson, that the
request of the Superintendent of Building, dated September 21, 1971,
be approved and authority granted to issue warrant in the amount of
$210.00 to Fred A. Tachovsky. Motion carried.
Communication from R. H. King, Director of Public Works,
dated September 16, 1971, requesting authority for Raymond R. Rich
to attend the 44th Conference of the Water Pollution Control Federal
at" San Francisco from October 3 to 8, 1971, with an expense allowance
of $278.00, was presented.
It was moved by Malburg, seconded by Mai11iard, that the
request of the Director of Public Works, dated September 16, 1971,
be approved and authority granted to issue warrant in the amount of
$278.00 to Raymond R. Rich. Motion carried.
Communication from C. E. Nemethi, M.D., Health Officer,
dated September 14, 1971, requesting authority to attend the General
Session of California Conference of Local Health Officers at San
Diego from September 29 to October 1, 1971, inclusive, with an expens
allowance of $165.90, was presented.
It was moved by Mailliard, seconded by Ybarra, that .:he
request of the Health Officer, dated September 14, 1971, be approved
and authority granted to issue warrant in the amount of $165.90 to
C. E. Nemethi, M.D. Motion carried.
Report of Health Department Activities for the month of
August 1971, was presented. (Copy to each member of the City Council:
It was moved by Malburg, seconded by Ybarra, that Report
of Health Department Activities be received and filed. Motion
carried.
Communication from R. M. Eatherly, Fire Chief, dated
September 17, 1971, requesting that Fireman Donald E. Pod1as be
reimbursed the sum of $17.75 from the Education and Training Budget
appropriation for Fire Science courses, was presented.
It was moved by Anderson, seconded by Ybarra, that the
request of the Fire Chief, dated September 17, 1971, be approved
and authority granted to issue warrant in the amount of $17.75 to
Donald E. Pod1as. Motion ca.rried.
Communication from F. A. Ziemer, City Clerk-Director of
Finance, dated September 17, 1971, requesting that Lois Za1tosky
be reimbursed the sum of $6.10 from the Education and Training Budget
appropriation for an accounting course at Cerritos Junior College,
was presented.
It was moved by Mail1iard, seconded by Anderson, that the
request of the City Clerk-Director of Finance, dated September 17,
1971, be approved and authority granted to issue warrant in the
amount of $6.10 to Lois Za1tosky. Motion carried.
Communication from V. R. Bush, Superintendent of Bui1dingy
dated September 17, 1971, requesting authority to attend the Earth-
quake Risk Evaluation Conference at Carmel, California from
September 22 to 24, 1971, with an expense allowance of $162.48, was
presented.

The Superintendent of Building requested that his communi-
cation dated September 17, 1971 be withdrawn, so no action was taken.
The City Clerk advised the City Council that he had
received a telephone communication from the City Attorney advising
that the City Attorney proposed to settle the pending litigation
with Elco Corporation et al for a total consideration to be paid by
the City of $2,750.00, and that the City Attorney recommended that
the City Council approve the settlement.
It was moved by Malburg, seconded by Ybarra, that the
City Attorney's recommendation be approved and authority granted
to issue warrant in the amount of $2,750.00 to plaintiff and
plaintiff's attorneys in full settlement. Motion carried.
There being no further business to come before the meeting,
it was moved by Anderson, seconded by Ybarra, that the meeting
adjourn. Motion carried.
