19711019 Regular City Council Meeting - Minutes I I MINUTES OF A REGUlAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD OCTOBER 19, 1971 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUEll VERNONll CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Ybarra COUNCIL ABSENT: Mailliard, Malburg The meeting was called to order by Mayor R. J. Furlong. It was moved by Ybarra, seconded by Anderson, that minutes of the meeting of October 5, 1971 be approved as written and submitted. Motion carried. The Clerk announced that this was the time and place for opening bids received for Pavement Marker Installation of Bandini Boulevard, Downey Road to Atlantic Boulevard, in accordance with Contract No. 364. It was moved by Anderson, seconded by Ybarra, that the Clerk be instructed to open and read the bids submitted. Motion carried. The Clerk opened and read the following bids: Walker Coating Inc. Pavement Markers Co. Inc. Traffic Appliance Corp. $ 8,540.20 9,257.00 10,778.10 It was moved by Ybarra, seconded by Anderson, that bids received for Pavement Marker Installation of Bandini Boulevard, Downey Road to Atlantic Boulevard, in accordance with Contract No. 364, be referred to the Director of Public Works and the City Attorney for checking and report. Motion carried. Communication from F. A. Ziemer, City Clerk-Director of Finance, dated October 6, 1971, transmitting a letter of resignation by Deputy City Clerk John E. Olson to be effective at the close of the work day on October 29, 1971; and recommending that the resignation be accepted, was presented. It was moved by Anderson, seconded by Ybarra, that the resignation of Deputy City Clerk John E. Olson be accepted. Motion carried. Communication from the League of California Cities, Los Angeles County Division, dated October 4, 1971, transmitting a report submitted by the Uniform Traffic Control in Los Angeles County Committee dealing with improvement of traffic flow through uniformi.ty of traffic controls on major arterial highways, specifically Slauson Avenue and the Myrtle Avenue-Peck Road; and suggesting that the recommendations contained therein affecting the City of Vernon be implemented, was presented. It was moved by Ybarra, seconded by Anderson, that report submitted by the Uniform Traffic Control in Los Angeles County Committee dealing with Slauson Avenue and the Myrtle Avenue-Peck Road be referred to the Director of Public Works. King, Director of Public Works, dated October 12, 1971, requesting authority to employ Mr. Arley Barnes as Utility Man IV, Step 5, effective October 18, 1971, pending satisfactory completion of his physical examination, was presented. It was moved by Ybarra, seconded by Anderson, that the request of the Director of Public Works, dated October 12, 1971, be approved. Motion carried. Communication from R. H. King, Director of Public Works, dated October 12, 1971, requesting authority for R. A. Petraitis to attend a Seminar in Photo-Instrumentation: A Tool for Solving Highway and Traffic Engineering Problems in North Hollywood from November 17 to 19, 1971, with an expense allowance of $46.75, was presented. It was moved by Anderson, seconded by Ybarra, that the request of the Director of Public Works, dated October 12, 1971, be approved and authority granted to issue warrant in the amount of $46.75 to R. A. Petraitis. Motion carried. Communication from R. M. Eatherly, Fire Chief, dated October 8, 1971, requesting that Fireman Jerry D. Hood be reimbursed in the amount of $10.60 from the Education and Training Appropriatiol'l Fund to cover the cost of attending class on Rescue Care and Trans- portation of Sick and Injured, was presented. It was moved by Ybarra, seconded by Anderson, that the request of the Fire Chief, dated October 8, 1971, be approved and authority granted to issue warrant in the amount of $10.60 to Jerry D. Hood. Motion carried. "Warrant Register No. 343" covering claims and demands presented during the period October 1 to 15, which includes Demands Nos. 1-2510 to 1-2667 (both inclusive) drawn on the United California Bank, totaling $1,010,584.38 (Light and Power Warrants $922,204.89) (Accounting Period October, 1971), was examined and audited. It was moved by Anderson, seconded by Ybarra, that ''Warrant Register No. 343" be approved and payment authorized for Demands Nos. 1-2510 to 1-2667 (both inclusive), with no exceptions. Motion carried. Ayes: Anderson, Furlong, Ybarra Noes: None Absent: Mail1iard, Malburg "Payroll Warrant Register No. 171" covering claims and demands presented during the period September 1 to 30, which includes Demands Nos. l830 to 1839 (both inclusive), drawn on the Crocker Bank, totaling $331,311.04 (Accounting Period September, 1971), was examined and audited. It was moved by Anderson, seconded by Ybarra, that "Payroll Warrant Register No. 171" be approved and payment authorized for Demands Nos. 1830 to 1839 (both inclusive), with no exceptions. It was moved by Ybarra, seconded by Anderson, that Activity Log of the Police Department be received and filed. Motion carried. Communication from R. M. Eatherly, Fire Chief, dated October 13, 1971, requesting authority to advance certain Fire Department personnel as indicated effective November 1, 1971, was presented. (Copy to each member of the City Council) It was moved by Ybarra, seconded by Anderson, that the request of the Fire Chief, dated October 13, 1971, be deferred pursuant to the Presidential order freezing wages. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated October 14, 1971, requesting authority to employ Larry James Ebe1t and Lloyd Burnell Reimers as Policemen, Grade 4, effective October 16, 1971, was presented. (Copy to each member of the City Council) It was moved by Anderson, seconded by Ybarra, that the request of the Police Chief, dated October 14, 1971, be approved. Motion carried. Communication from R. H. King, Director of Public Works, dated October 14, 1971, transmitting Contract No. 365 for 44th Street Improvement, Alcoa Avenue to Downey Road, and Heater Planing at various Street Intersections; and recommending that the contract be approved and that authority be granted to advertise for bids, was presented. Resolution No. 4073 - A Resolution of the City Council of the City of Vernon, approving Contract No. 365, 44th Street Improvement, Alcoa Avenue to Downey Road, and heater planing at various Street Intersections, in accordance with Contract No. 365 of the City of Vernon, was presented. It was moved by Anderson, seconded by Ybarra, that Resolution No. 4073 be approved and adopted. Motion carried. Bockhacker, Police Chief, dated October 15, 1971, requesting that the following personnel be reimbursed as indicated from the City's Education and Training Fund. for Police Science Courses, was presented: R. Putman $ 9.50 6.14 57 .75 It was moved by Ybarra, seconded by Anderson, that the request of the Police Chief, dated October 15, 1971, be approved and authority granted to issue warrants in the amounts indicated to R. D. Gott, J. E. Prahm and S. E. Putman, Motion carried. I I -4.. 10 19 71 Paul P. Hendricks, Consulting Electrical Engineer, reported that the City of Vernon would possibly receive a refund from the Southern California Edison Company by virtue of monies to be paid by the E1 Paso Natural Gas Co. It was moved by Anderson, seconded by Ybarra, that if and when such refund is received by the City of Vernon, that same be placed in the City of Vernon Light and Power Fund. Motion carried. Report of Health Department Activities for the month of September 1971, was presented. (Copy to each member of the City Council) It was moved by Ybarra, seconded by Anderson, that Report of Health Department Activities be received and filed. Motion carried.
