MINUTES OF A REGUlAR MEETING OF THE
CITY COUNCIL OF THE CITY OF' VERNON
HELD JANUARY 4, 1972 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE, VERNON, CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Malburg, Tavernelli, Ybarru
COUNCIL ABSENT: None
The meeting was called to order by Mayor R. 30 Furlong.
It was moved by Ybarra, seconded by Anderson, that minutes
of the meeting of December 21, 1971 be approved as written and
submitted 0 Motion carried.
Communication from R. H. King, Director of Public Works,
elated December 28, 1971, transmitting a letter dated December 22,
'971 from The Seeley Company advising that they can complete the
assignment of updating the appraisal of the property at the South-
~'Test corner of Santa Fe Avenue and 25th Street within two or three
weeks after receiving confirmation to proceed; and recommending
that The Seeley Company be advised to update the appraisal for Lb~~
City and that a fee of $750.00 to $1,500.00 depending upon the tiJ.;,e
and expenses involved, be authorized, was presented. (Copy to each
member of the City Council)
Councilman Malburg disclosed that he is the owner of the
property at the Southwest corner of Santa Fe Avenue and 25th Street.
It was moved by Anderson, seconded by Ybarra, that the
recommendation of the Director of Public Works, dated December 28,
1971, be approved. Motion carried.

Communication from R. H. King, Director of Public Works,
dated DQcember 29, 1971, advising that James R. Melendrez, Utility
~an IV, is planning to retire from the service of the City effective
c.,t the close of the working day on January 31, 1972; and recommending
that his retirement be accepted with appreciation and recognition
of faithfulj capable and loyal service, was presented. (espy to

Eeso1utjon No. 4090 - A Resolution of the City Council of
the City of Vernon commending James R. Melendrez upon his :.retb:ement,

It was moved by Malburg, seconded by Anderson, that
Resolution No. 4090 be approved and adopted. Motton carried.

Communication from R H. King, Director of Public Works,
.::ated Decembi~r 30, 1971, advising that Kenneth Bard, III, has
s'Jbmitted his r~signation effective at the close of business on
December 30, 1971; and requ!'!sting that Mr. Bard's resignation be
accepted, vlas presented.

resignation of Kenneth Bard, III be accepted. Motion carried~
''Warrant Register No. 348" covering claims and demands
presented during the period December 16 to 3l~ which includes Demands
Nos. 2-0 to 2-73 (both inclusive) drawn on the United California
Bank, totaling $25,106.92 (Light and Power Warrants $13,469.14)
(Accounting Period January, 1972), was examined and audited.
It was moved by Anderson, seconded by Ybarra, that
''';.Jarrant Register No. 348" be approved and payment authorized for
Demands Nos. 2-0 to 2-73 (both inclusive), with no exceptions.
Motion carried.

Activity Log of the Police Department for the period
December 16 - 31, 1971 inclusive, was presented.
It was moved by Malburg, seconded by Ybarra, that Activity
Log of the Police Department be received and filed. Motion carried.
Communication from Louis S. Hauger, Director of Environ-
mental Health, dated December 29, 1971, advising that, pursuant t~
Section 459 of the Health and Safety Code, the Vernon City Jail 'N2S
in8pected on December 28, 1971, and found to be in excellent sanitary
condition and fully complies with the standards and requirements
prescribed by the Board of Corrections for the feeding and medical
care of prisoners, was presented. (Copy to each member of the City
Council)
It was moved by Taverne11i, seconded by Anderson, that
communication from the Director of Environmental Health, duted
December 29, 1971, be received and filed. Motion carried.
Communication from R, H. King, Director of Public Works,
dated December 29, 1971, requesting that George Burgess be reimbursed
the sum of $85.00 from the Education and Training Fund for E.!.T.
Review Course, was presented.
It was moved by Ybarra, seconded by Malburg, that the
request of the Director of Public Works, dated December 29, 1971, be
approved and authority granted to issue warrant in the amount of
$85.00 to George Burgess. Motion carried.
Communication from R. M. Eatherly, Fire Chief, dated
December 30, 1971~ requesting p3rmission to amend Schedule II of
Salary Resolution No. 4060 to include the classification of "Clerk-
Typist"; and furtherrequesting authority to employ Naomi Jean
Hoffman as Clerk-Typist, Grade 4, effective January l, 1972 if
Salary Resolution No. 4060 is nmended, was presented. (Copy to each
member of the City Council)
It was moved by Malburg? seconded by Taverne11i, thet the
requests of the Fire Chief, dated December:30~ 1971, be approved.

Resolution No. 4089 - A aeso1ution of the City Councf1 of
the City of Vernon amending Schedule II of Resolution No. 4060 dated
June 15, 1971, was presented.
It was moved by Ybarra, seconded by Anderson, that
Resolution No. 4089 be approved and adopted. Motion carried.

Communication fram R. H. Bockhaeker, Police Chief, dated
January 3, 1972, advising that Sergeant Leonard F. Hayes died on
January 3, 1972 probably from a self-inflicted gunshot wound, was
presented. (Copy to each member of the City Council)
It was moved by Tavernel1i, seconded by Ybarra, that
communication fram the Police Chief, dated January 3, 1972, be
t:.eceived and filed. Motion carried.
Resolution No. 4087 - A Resolution of the City Council of
the City of Vernon. requesting the Board of Supervisors of the County
of Los Angeles to permit the Registrar of Voters of said County to
render specified services to the City of Vernon relating to the
conduct of a General MUnicipal E1eetion to be held in said City on
April 11, 1972, was presented.
. It was moved by Anderson, seconded by Ybarra, that
Resolution No. 4087 be approved and adopted. Motion carried.

~esolution No. 4088 - A Resolution of the City Council of
the City of Vernon, California, calling and giving notice of the
holding of a General MuniCipal Election to be held in said City on
Tuesday, the 11th day of April, 1972, for the election of certain
off:tcer5 of said City as required by the provisions of the laws of
the State of California relating to General Law Cities, was
presented.
It was moved by Malburg, seconded by Taverne11i, that
Resolution No. 4088 be approved and adopted. Motion carried.

There being no further business to come before the meeting,
it was moved by Taverne11i, seconded by Ybarra, that the meeting
adjourn. Motion carried.
