19720201 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD FEBRUARY 1, 1972 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE ~VENUE, VERNON. GALIF9RNIA. COU~CIL PRESENT: Anderson, Furlong, Malburg, Tavernelli, Ybarra COUNCIL ABSENT: None The meeting was called to order by Mayor R~ Jo Furlong. It was moved by Anderson, seconded by Ybarra, that miuu:teD of the meeting of January 18, 1972 be approved as written and Rubmitted. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated c:ianuary 19 ~ 1972, requesting that L. A. Espinoza and R. L" McBean be promoted to the rank of Sergeant, Grade 4, effective February 1, 1972, was presented. (Copy to each member of the City Council) It was moved by Malburg, seconded by Ybarra, that the request of the Police Chief, dated January 19, 1972, be approved. Hotion carried. Communication from the Law Offices of Milliken, MBlyI~~ont, Hirschfeld & Vitti, dated January 20, 1972, transmitting a clatm on behalf of Eula May Williams for damages in connection with an alleged injury on November 12, 1971, was presented. (Copy to each member of the City Council) It was moved by Ybarra, seconded by Tavernelli, that the claim on behalf of Eula May Williams be denied and referred to the City Attorney and the City's insurance carrier for necessary action. Mot ion ca!:ried. Communication from R. H. Bockhacker, Police Chief, dated January 24, 1972, requesting authority to employ Hilliam H. Horton as Policeman, Grade 4, effective February 1, 1972, was presented. It was moved by Ybarra, seconded by Anderson, that the request of the Police Chief, dated January 24, 1972, be approved. Motion carried. Communication from R. Ho Bockhacker, Police Chief, dated J[~nuary 24, 1972, requesting authority for R. L.. Anderson to attend the California Homicide Investigators Association meeting in Sa::l Jo;,:e., California on March 9 and 10, 1972, with an expense allowance of $124.00, was presented. It was moved by Malburg, seconded by Ybarra, that the request of the Police Chief, dated January 24, 1972, be approved and authority granted to issue warrant in the amount of $124.00 to R. L. Anderson. Motion carried. Communication from C. E. Nemethi, M.D., Health Officer, dated January 26, 1972, requesting authority for Mayrose Snyder to attend the Federal Training Institute for Occupational Health Nurse Supervisor and the Occupational Safety and Health Act at Salt Lake ctty, Ut2!h from February 7 to 11, 1972, inclusive, with an expense allowance of $252.00, was presented. Motion carried. Communication from R. M. Eatherly, Fire Chief, dated ...Tan'Jary 26, 1972, requesting permission to remove Fire Department Ladder Truck No. 16 from servi.ce, was presented. It was moved by Anderson, seconded by Malburg, that Fire n'2p':lrtment Ladder Truck No. 16 be removed from service and be advertised for sale as surplus equipment. Motion carried. Communication from R. M. Eatherly, Fire Chief, dated ,JanuClry 27, 1972, requesting that Fireman D. D. Simon be reimb,u:ged the sum of $15.25 from the Education and Training Budget appropri- ation for a Fire Science course, was presented. It was moved by Anderson, seconded by Ybarra, that th,:~ request of the F ire Chief, dated January 27, 1972, be a.pp:.:"ovcd and authority granted to issue warrant in the amount of $15.25 to D. D. Simon. Motion carried. Communication from R. M. Eatherly, Fire Chief, and R~ H. Bockllacker, Police Chief, dated January 27, 1972, requesting authority and funds to purchase electrical testing equipment at nn approximate cost of $425.00 to maintain and service the Police a!)d Fire Departments' Maguasync/Moviola Tape Recorders, was presented. It was moved by Ybarra, seconded by Anderson, that the request of the Fire Chief and the Police Chief, dated January 27, 1.972, be approved. Motion carried. Communication from R. H. King, Director of Public TATorks, d8ted January 27, 1972, transmitting an agreement for i.nsta11at ion of No.8 flashing light sign&ls at Crossing No. 25-l.55C located on Soto Street between Leonis Bouleva.rd and 50th Street; 2.!'id recom- m,?nding that the agreement be executed by the City of Vernon and that application be made to the Public Utilities Commission for relinbursement, was presented. (Copy to each member of the City CouI.>.cil) It was moved by Malburg, seconded by Ybarra, that the recommendation of the Director of Public Works, dated January 27, 1972, be approved; and that the Mayor and the City Clerk be authorized to execute agreement between the City of Vernon and Los Angeles Junction Railway Company for the installation of No. 8 flashing light signals at Crossing No. 25-l.55C. Motion carried. Resolution No. 4096 - A Resolution of the City Council of the City of Vernon requesting the submission of a request for the allocation of funds from the Public Utilities Commission of the State of California, was presented. It was moved by Anderson, seconded by Tavernelli, that Resolution No. 4096 be approved and adopted. Motion carried. King, Director of Public ~^,orks:, dated January 27, 1972, requesting authority to replace the power edger nt an approximate cost of $100.00, was presented. It was moved by Ybarra, seconded by Tavernelli, that the request of the Director of Public Works, dated January 27, 19129 be approved. Motion carried. Communication from R. H. King, Director of Public Works, dated January 27, 1972, transmi.tting an Agreement between the City of Vernon and Marion J. Varner, Architect, for architectural servic/c s for new City Hall and Police Facilities Building; and recommending that subject to the apprm.'al of the City Attorney, the Mayer and the City Clerk be authorized to execute the agreement on behalf of the City, was presented. It was moved by Malburg, seconded by Ybarra, that the recommendation of the Director of Public Works, dated Janu8t."y '27, 1972, be approved; and that the Mayor and the City Clerk be authorized to execute Agreement between the City of Vernon and Marion J. Va-cner, Architect, for architectural service:::; for new City Hall and Police Facil ies Building, subject to City Attorney approval. Motion carried. Communication from Booth and Sliopson, dated January 28, 1972, with reference to Comprehensive General Liability Ineurance, including Automobile Liability and Physical Damage, which expires on February 5, 1972, recommending that the City of Vernon consider remaining with the Pacific Indemnity Company and cmthorize Booth and Sin~son to renew the policy with Pacific Indemnity Co~pany, was presented. (Copy to each member of the City Council) It was moved by Tavernelli, seconded by Anderson, that Booth and Simpson be authorized to renew the Comprehensive General Liability Insurance Policy, including Automobile Liability and Physical Damage, with the Pacific Indemnity Company, in accordance with the provisions as outlined in letter from Booth and Simpson, dated January 28, 1972. King, Director of Public Works, dated January 28, 1972, recommending that Ray Groom be reimbursed the sum of $11.50 from the Education and Training Budget appropri- ation for a Water System Control course, was presented. It was moved by Malburg, seconded by Ybarra, that the recommendation of the Director of Public Works, dated January 28, 1972, be approved and authority granted to issue warrant in the amount of $11.50 to Ray Groom. Motion carried. Resolution No. 4097 ... A Resolution of the City Council of the City of Vernon expressing its condolences upon the passing of Ernest Giles, retired Chief of Police of the City of Vernon, was presented. It was moved by Malburg, seconded by Tavernelli, that Resolution No. 4097 be approved and adopted. Motion carried. An Ordinance of the City of Vernon amending certain portions of Chapter 3 of the Code of the City of Vernon, California, 1959, was read by title for a first reading. Ordinance It was moved by Anderson, seconded by Ybarra, that No. 832 receive and pass a first reading. Motion carried.
