CITY COUNCIL OF THE CITY OF VERNON
HELD MARCH 7, 1972 AT TWO O'CLOCK

The meeting was called to order by Mayor R. J. Furlong"
It was moved by Anderson, seconded by Ybarra, that minute3
of the meeting of February 15, 1972 be approved as written and
submitted. Motion carried.
Communication from Mr. Harold Ais1ey, President of Jensen
Industries, requesting permission to appear before the City Council
to p:~oteGt the billing on Water Job Number 1902, was pre3ented.
Mr. HEt.rold Ais1ey, President of Jensen Industries,
appeared before the City Council and presented oral arguments J:O::
protesting the amount billed in excess of their deposit in connecLion
with Wat~r Job Number 1902.
After discussion, it was moved by Taverne11i, s~concl(:1
by Malburg, that the additional amount billed in connection with
Water Job Number 1902 be compromised for one-half the additiontl
amount billed. Motion carried.

Copy of Resolution No. 71-68 of the City Council of the
City of Lomita urging legislation in the area of school bus safety
regulations, "tv-as presented.
It was moved by Anderson, seconded by Ybarra, that copy of
Resolution No. 71-68 of the City Council of the City of Lomita be
received and filed. Motion carried.
Communication was presented from R. H. Bockhacker, Police
Chief, dated February 11, 1972, requesting that the following
officers be promoted to the grades as indicated, effect:i.ve March 1,
1972:
Rc O. Campbell to Policeman, Grade 2
R. H. Graham to Sergeant, Grade 1
J. W. Triplett, III to Policeman, Grade 2
It was moved by Malburg, seconded by Ybarra, that the
request of the Police Chief, dated February 11, 1972, be approved.
Motion carried.
Communication was presented from R. H. Bockhacker, Police
Ch:Lef, dated February 11, 1972, recoUlmending that the following
personnel be reimbursed the amounts as indtcatea from the Education
and Training Budget appropriation:

It was moved by Anderson, seconded by Taverne1li, that
the recommendation of the Police Chieft dated February lIt 1972, be
approved and authority granted to issue warrants in the amounts as
indicated. Motion carried.
Communication from R. M~ EatherlYt Fire Chief, dated
February 17, 1972, requesting thct Captain Lo C. Matteson be
Te1mbursed the sum of $22.95 from the Education and Training Budget
arr'ropriation for a Fire Science courset was presented.
It was moved by Ybarra, seconded by Malburg, that the
:;~f,;;qU(;3t of the Fire Chief, dated February 17, 1972, be approved 8.nd
authority granted to issue warrant in the amount of $22.95 to L. Co
Matteson. Motion carried.
Communication from R. H. King, Director of Public T,]ctks,
dated February 23, 1972, transmitting a fully executed easement
relative to widening of 37th Street at Crossing No. 3A-S.07-C; ar!.d
recommending that the easement be accepted and the grantor advisl~d
of the official recordationt was presented.
It was moved by Ybarrat seconded by Tavernellit that
E.as~.;ment be accepted from Los Angeles & Salt Lake Railroad Company
and its Lesseet Union Pe,cific Railroad Company; and th.'1t the Nay C) '3:'
and the City Clerk be authorized to execute Certificate of Acceptance,

Communication from R. H. Kingt Director of Public Works,
c,ated February 28, 1972, recommending that George Bu'q:~€\SS be
reimbursed the sum of $20.00 from the Educatian und Training Budget
appropriation for a 1972 Concrete Pipe Sewer and Culvert Seminart
was presented.
It was moved by Malburgt seconded by Ybarra, that the
recommendation of the Director of Public Works, dated February 28,
1972, be approved and authority granted to issue warrant in the
;,:J.:mount of $20.00 to George Burgess. Motion carried.
Communication from R. H. King, Director of Public lJcrks,
dated ~ebruary 28t 1972, transmitting a proposed Encroachment
License Agreement between the City of Vernon and Edna H. Pagel, Inc,
et al, covering the maintenance, use and operation of lines in the
east-west alley between 37th and 38th Streets; and recommending
that the Encroachment License Agreement be approved and the Mayor
and the City Clerk be authorized to execute on behalf of the CitYt
was presented.
It was moved by Ybarra~ seconded by Tavernelli, that the
recommendation of the Director of Public r..rorks, dated February 28,
1972, be approved; and that the Mayor and the City Clerk be
authorized to execute Encroachment License Agreement between the
Ctty of Vernon and Edna H. Pagel, Inc. et al. Motion carried.

at Berkeley, California from March 20 to 23, 1972, inclusive, with
an expense allowance of $220.00, was presented.
It was moved by Ybarra, seconded by Anderson, that the
request of the Health Officer, dated March 3, 1972, be approved and
auchority granted to issue warrant in the amount of $220.00 to
Louis S. Hauger. Motion carried.

Finance, dated March 3, 1972, requesting that Lois Zaltosky be
reinbursed the sum of $15.05 from the Education and Training Budget

It was moved by Ybarra, seconded by Anderson, that the
request of the City Clerk-Director of Finance, dated March 3, 1972,
be .approved and authGrity granted to issue warrant in the amount of

Communication from R. M. Eatherly, Fire Chief, dated
March 3, 1972, requesting authority and emergency funds to purchase
one triple combination 1500 gallon per minute demonstrator pumper
a.t an estimated cost of $47,500.00 plus tax, was presented. (Crpy
to each member of the City Council)
It was moved by Furlong, seconded by Anderson, that tbe
Fire Chief be authorized to purchase one triple combination 150C
gallon per minute demonstrator pumper at an estimated cost of
$b.7 ~ 500 .00 plus tax from Motot' Truck Distributors Company for th;;~
rel:sons outlined in his letter dated March 3, 1972; and that th,c;
Purchasing Agent be authorized and directed to issue purchase o,~der
to Motor Truck Distributors Company in the amount of $47,500.00
plus applicable taxes for the immediate delivery of one triple

Pre-Employment Supportive Services" project to be funded through
the California Council on Criminal Justice and the City of Vernon,
was presented.
After discussion, it was moved by Malburg, seconded by
And~rson, that the decision of the City Council on February 15,
1972 not to sponsor a proposed "Ex-Inmate Pre-Employment Supporti.ve
Services" project be sustained pursuant to enumerated paragraph
num~er one (1) of communication from the Finance Committee, dated
February 14, 1972, addressed to the City Council. Motion carried.

of the City of Vernon requesting the submission of a request for
the allocation of funds from the Public Utilities Commission of the
