MINUTES OF A REGUIAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD APRIL 4, 1972 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 430.5 SANTA FE
AVENUE!l VERNON!l CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Malburg, Taverne11i, Ybarra
COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Anderson, seconded by Ybarra, that minut8s
of the meeting of March 21, 1972 be approved as written and
submitted. Motion carried.
Communication from R. H. King, Director of Public Works,
dated April 3, 1972, transmitting Addendum No. 1 to Contract No. 354
advising all contractors that received Notice Inviting Bids that
Item No.5 is in error and that the corrected quantity is 317,760
square feet; and recommending that the Addendum No. 1 be approved
prior to opening bids for Contract No. 354, was presented.
It was moved by Anderson, seconded by Taverne11i, that the
recommendation of the Director of Public Works, dated April 3, 1972~
be approved; and that Addendum No. 1 to Contract No. 354 be approy'<?-L
Motion carried.
The Clerk announced that this was the time and place fer
opening of bids received for 26th Street Improvement, Downey Road
to Atlantic Boulevard, Indiana, Bonnie Beach and Ayers Improvement,
26th Street to Bandini Boulevard, in accordance with Contract No. 154.
It was moved by Ybarra, seconded by Taverne11i, that the
Clerk be instructed to open and read the bids submitted. Motion
c~rried.
The Clerk opened and read the following bids:

It was moved by Malburg, seconded by Ybarra, that bids
received for 26th Street Improvement, Downey Road to Atlantic
Boulevard, Indiana, Bonnie Beach and Ayers Improvement, 26th Street
to Bandini Boulevard, in accordance with Contract No. 354, be
referred to the Director of Public Works and the City Attorney for
checking and report. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
March 20, 1972, recommending that Officer A. G. 01hausen be removed
from the payroll effective as of the close of business April 10,
1972, and that he be placed on disability retirement, was presented.
It was moved by Tavernel1i, seconded by Anderson, that
the recommendation of the Police Chief, dated March 20, 1972, be
approved. Motion carried.

Communication from Officer T. R. Lindsey, dated March 20,
1972, tendering his resignation with the Police Department to be
effective as of the close of his tour of duty on April 15, 1972,
was presented.
It was moved by Malburg, seconded by Ybarra, that the
resignation of Officer T. R. Lindsey be accepted. Motion carried.
Communication from the City of Los Angeles, dated March 2,
1972, requesting the City of Vernon to commit all of its SB 325 funds
to mass rapid transit development, was presented. (Copy to each
member of the City Council)
It was moved by Ybarra, seconded by Anderson, that communi-
cation from the City of Los Angeles, dated March 2, 1972, be
received for study. Motion carried.
Communication from the Board of Supervisors, County of Los
Angeles, dated March 16, 1972, opposing Assembly Bill 461; and
~equesting the City of Vernon to notify all members of the State
Legislature that Vernon is in accord with the stand taken by the
Board of Supervisors of the County of Los Angeles, was presented.

It was moved by Tavernelli, seconded by Ybarra, that the
City Attorney be instructed to draft a resolution opposing Assembly
Bill 461. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
March 22, 1972, transmitting a copy of the City of Vernon Police
Department's Statistical Report on all activities covered during the
Calendar Year of 1971, was presented. (Copy to each member of the
City Council)
It was moved by Malburg, seconded by Ybarra, that copy of
City of Vernon Police Department's Statistical Report on all
activities covered during the Calendar Year of 1971, be received
for study. Motion carried.
Communication from R. H. King, Director of Public Works,
dated March 23, 1972, transmitting a summary of the major street
projects anticipated for the next five years, was presented. (Copy
to each member of the City Council)
It was moved by Anderson, seconded by Tavernelli, that a
summary of the major street projects anticipated for the next five
years be referred to the Finance Committee for study and report.
Motion carried.
Communication from R. H. King, Director of Public Works,
dated March 24, 1972, requesting authority for A. E. Nelson, Jr. to
attend the 1972 Western Regional Conference and Equipment Show,
American Public Works Association, at San Diego, California from May
7 to 10, 1972, with an expense allowance of $144.36, was presented.
It was moved by Anderson, seconded by Tavernelli, that
the request of the Director of Public Works, dated March 24, 1972,
be approved and authority granted to issue warrant in the amount
of $144.36 to A. E. Nelson, Jr. Motion carried.

Communication from State of California, Department of
Public Works, dated March 23, 1972, giving notification of Vernon's
share of the apportionment of California's federal TOPICS funds for
the fiscal years 1971-72 and 1972-73; and transmitting a copy of
the administrative rules covering the use of TOPICS funds for the
1971-72 and 1972-73 fiscal years, was presented. (Copy to each
member of the City Council)
It was moved by Ybarra, seconded by Malburg, that communi-
cation from State of California, Department of Public Works, dated
March 23, 1972, together with transmittal, be received and filed.
Motion carried.
Communication from C. E. Nemethi, M.D., Health Officer,
dated March 28, 1972, requesting authority for Louis S. Hauger to
attend the Advisory Council Meeting, State Department of Industrial
Relations, at San Francisco on April 13, 1972, with an expense
allowance of $50.00, was presented.
It was moved by Taverne11i, seconded by Ybarra, that the
request of the Health Officer, dated March 28, 1972, be approved
and authority granted to issue warrant in the amount of $50.00 to
Louis S. Hauger. Motion carried.
"Warrant Register No. 354" covering claims and demands
presented during the period March 16 to 31, which includes Demancs
Nos. 2-723 to 2-802 (both inclusive) drawn on the United California
Bank, totaling $66,371.64 (Light & Power Warrants $5,191.14)
(Accounting Period April, 1972), was examined and audited.
It was moved by Anderson, seconded by Ybarra, that
''Warrant Register No. 354" be approved and payment authorized for
Demands Nos. 2-723 to 2-802 (both inclusive), with no exceptions.
Motion carried.

Activity Log of the Police Department for the period
March 16 - 31, 1972 inclusive, was presented.
It was moved by MalbUrg, seconded by Ybarra, that Activity
Log of the Police Department be received and filed. Motion carried.
Communication from Paul P. Hendricks, Consulting
Electrical Engineer, dated March 30, 1972, concerning the apportion-
ment of the cost of relocating the Vernon main 16 Kv power line
along Vernon Avenue in connection with the building addition to the
Pacific Cold Storage facilities at 3420 E. Vernon Avenue, recom-
mending that the cost of $2,134.57 be billed to Pacific Cold Storage
in accordance with normal customer-billing policies; but if the
City Council wishes to make a special consideration, the normal
billing can be credited by $283.89 which would make an adjusted
billing of $1,850.68 to Pacific Cold Storage, was presented. (Copy
to each member of the City Council)
Mr. Henry H. O'Neal of Pacific Cold Storage appeared
before the City Council relative to the above matter.

It was moved by Malburg, seconded by Taverne11i, that
Pacific Cold Storage be billed $2,134.57 in accordance with normal
customer-billing policies. Motion carried.
Communication from R. H. King, Director of Public Works,
dated March 30, 1972, requesting authority for Lewis R. Adams to
attend the 23rd Annual Spring Conference of the American Water Works
Association at Sacramento on April 13 and 14, 1972, with an expenoe
allowance of $128.00, was presented.
It was moved by Ybarra, seconded by Taverne11i, that the
request of the Director of Public Works, dated March 30, 1972, be
approved and authority granted to issue warrant in the amount of
$128.00 to Lewis R. Adams. Motion carried.
There being no further business to come before the meeting,
it was moved by Anderson, seconded by Taverne11i, that the meeting
adjourn. Motion carried.
