19720418 Regular City Council Meeting - Minutes I I MINUTES OF A REGUlAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD APRIL 18, 1972 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE~ VERNON~ ,CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Malburg, Tavernelli, Ybarra COUNCIL ABSENT: None The meeting was called to order by Mayor Furlong. It was moved by Anderson, seconded by Ybarra, that minutes of the meeting of April 4, 1972 be approved as written and submitted. }[otion carried. Pursuant to Resolution No. 4100, the City Clerk presented his "Certificate of Canvass" of the results of the regular General Hunicipal Election held April 11, 1972. (Copy to each member of the ~:i.t:y Council) Resolut,ion No. 4106 - A Resolution of the City Council of the City of Vernon, California, reciting the fact of the General Municipal Election held in said City of Vernon on the lltb day of April, 1972, declaring the result thereof and such other matters as are provided by law, was read. It was moved by Malburg, seconded by Ybarra, that Resolution No. 4106 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Malburg, Tavernelli, Ybarra Noes: None Absent: None The City Clerk administered the Oath of Office prescribed in the State Constitution of the State of California to the duly elected members of the City Council and issued Certificates of Election to Robert J. Furlong and Martha F. Tavernelli. The election was held for the purpose of electing the following officers of said City as required by the laws relating to cities in the State of California, to wit: Two (2) Members of the City Council of said City for the full term of four years. The total number of votes cast in the City was fifty (SO)~ and the number of precincts used in said election was one (1). The names of the persons voted for at said election for Members of the City Council of said City were as follows: Robert J. Furlong Martha F. Tavernelli The votes cast for the two (2) offices of City Council for the full term of four (4) years in the entire City (Precinct #1), were as follows: Robert J. Furlong Martha F. Tavernelli 50 50 I .- 2., 4 18 72 The Clerk announced that this was the t~e for the selection of the Mayor. Upon motion of Malburg, seconded by Anderson, Robert J~ :Furlong was elected as Mayor.. Upon motion of Anderson, seconded by Ybarra, Leonis C. Malburg was elected as Mayor Pro Tempore. Motion carried. Copy of Resolution No. 2671 of the City Council of the City of Downey opposing attempt to alter the method of levying, collecting and distributing the uniform sales and use tax law under the Bradley-Burns Uniform Local Sales and Use Tax Law, was presented. It was moved by Ybarra, seconded by Anderson, that Activity Log of the Police Department be received and filed. Motion carried. Communication from V. R. Bush, Superintendent of Building~ dated April 11, 1972, requesting authority for Fred A. TacholJsky to attend the 1972 Quad Chapter Meeting of the International Associ- ation of Electt"ical Inspectors at Fresno on May 5 & 6, 1972, with an expense allowance of $128.52, was presented. It was moved by Malburg, seconded by Tavernelli, that the request of the Superintendent of Building, dated April 11, 1972, be approved and authority granted to issue warrant in the amount of $128.52 to F. A. Tachovsky, Motion carried. Communication from R. H. King, Director of Public Works, dated April 11, 1972, requesting authority to employ David N. Snyder as Utility Man IV, Step 5, pending satisfactory completion of physical examination, for a temporary period from approximately June 12, 1972 through September 8, 1972, was presented. It was moved by Ybarra, seconded by Tavernelli, that the request of the Director of Public Works, dated April 11, 1972, be approved. Motion carried. Communication from C. E. Nemethi, M.D., Health Officer, dated April 7, 1972, requesting authority for Louis S. Hauger to attend the California Conference of Directors of Environmental Health and one day Executive Committee Meeting at Asilomar, Monterey, California from May 23 to 26, 1972, inclusive, with an expense allowance of $274.28, was presented. It was moved by Anderson, seconded by Tavernelli, that the request of the Health Officer, dated April 7, 1972, be approved and authority granted to issue warrant in the amount of $274.28 to Louis S. Rich to attend the California and Nevada Water Pollution Association Annual Conference at Lake Tahoe from May 3 to 6, 1972, with an expense allowance of $203.50 each, was presented~ It was moved by Anderson, seconded by Ybarra, that che request of the Director of Public l~lorks, dated April 12, 1972, be approved and authority granted to issue warrants in the amount of $203.50 each to R. H. King and Raymond R. Rich. Motion carried. Report of Health Department Activities for the month of March 1972, was presented. (Copy to each member of the City Council) It was moved by Malburg, seconded by Ybarra, that Report of Health Department Activities be received and filed. Motion carried. Communication from R. H. King, Director of Public Works, dated April 13, 1972, transmitting a fully executed Corporation Quit Claim Deed from the City of Huntington Park deeding to the City of Vernon a street easement for a strip of land on the east side of Alameda Street (west roadway) north of Slauson Avenue; ~nd recommending that the Quit Claim Deed be accepted, was presented~ It was moved by Malburg, seconded by Ybarra, that Corporation Quit Claim Deed be accepted from the City of Huntington Park; a.nd that the Mayor and the City Clerk be authorized to e;,cecute Certificate of Acceptance. Motion carried. Communication from R. H. King, Director of Public Works, dated April 13, 1972, transmitting an Agreement for Easement for City operation and maintenance of a sewer line and water distri- bution lines and appurtenances on Stauffer property on the south side of 26th Street; and recommending that the Agreement for Easement: be approved and that the Mayor and the City Clerk be authorized to execute the document, was presented. It was moved by Ybarra, seconded by Tavernelli, that the recommendation of the Director of Public Works, dated April 13, 1972, be approved; and that the Mayor and the City Clerk be authorized to execute Agreement for Easement between Stauffer Chemical Company and the City of Vernon. Motion carried. Communication from R. H~ King, Director of Public Works, dated April 13, 1972, with reference to bids received for 26th Street Improvement, Downey Road to Atlantic Boulevard, Indiana, Bonnie Beach and Ayers Improvement, 26th Street to Bandini Boulevard, in accordance with Contract No. 354, recommending that the contract be awarded to Sully-Miller Contracting Company on the basis of their bid of $188,740.13, was presented. Resolution No. 4105 - A Resolution of the City Council of the City of Vernon accepting the bid of Sully-Miller Contracting Company for 26th Street Improvement, Downey Road to Atlantic Boulevard, Indiana, Bonnie Beach and Ayers Improvement, 26th Street to Bandini Boulevard, in accordance with Contract No. 354 of the City of Vernon, was presented. Colvin to attend the Annual Conference of the California Fire Chiefs' Association in Santa Monica from May 22 to 26, 1972, with an expense allowance of $67.50 each, was presented. It was moved by Malburg, seconded by Ybarra, that the request of the Fire Chief, dated April 14, 1972, be approved and authority granted to issue warrants in the amount of $67.50 each to R. M.
