MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD JUNE 7, 1972 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE. VERNON, CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Malburg, Tavernelli, Ybarra
COUNCIL ABSENT: None
The meeting was called to order by Mayor Furlong.
It was moved by Anderson, seconded by Ybarra, that minutes
of the meeting of May 16, 1972 be approved as written and submitted.
Motion carried.
Mr. Harry J. Keaton, Municipal Employee Relations Repre-
sentative, appeared before the City Council and presented fully
executed Memorandum of Understanding between the Municipal Employee
Relations Representative of the City of Vernon and the Vernon
Firemen's Association (Employee Group 4). Mr. Keaton distributed
a copy to each member of the City Council and commented on the
contents of the document.
Mr. Stephen H. Silver, Attorney at Law, representing the
Vernon Firemen's Association, commented on the Memorandum of
Understanding for Employee Group 4.
It was moved by Tavernel1i, seconded by Ybarra, that the
Memorandum of Understanding for Employee Group 4 be approved; and
that the City Attorney be instructed to include the salary provisions
as outlined in said Memorandum in any appropriate salary resolution.
Motion carried.

Communication from Mr. Harry J. Keaton, Municipal Employee
Relations Representative, dated June 1, 1972, making certain recom-
mendations of salaries and other benefits for Firemen for the fiscal
year 1972-73, was presented. (Copy to each member of the City
Council)
Mr. Harry J. Keaton, Municipal Employee Relations Repre-
sentative, then commented on his recommendations for Employee Group
1, and discussed the reasons for his proposal.
Mr. Stephen H. Silver, Attorney at Law, representing the
Vernon Firemen's Association, then spoke on the Vernon Firemen's
Association's proposal for Employee Group 1, and illustrated his
position with maps and charts. Mr. Silver requested that the
Association's position be accepted.
Both Mr. Keaton and Mr. Silver replied to each others
comments.
Mayor Furlong then suggested that it would be in order
that a motion be introduced to accept either Mr. Keaton's recom-
mendation, Mr. Silver's recommendation or some other alternative.
It was moved by Malburg, seconded by Tavernelli, that the
recommendation of the Municipal Employee Relations Representative
as outlined in his communication dated June 1, 1972 relative to
Employee Group 1, be approved. Motion carried.

Communication from R. H. Bockhacker, Police Chief, dated
May 17, 1972, requesting that lease agreement between the City of
Vernon and Officer Byrt M. Waller for one 1970 Moto Guzzi Motor-
cycle, Engine Number V 750, be terminated; and requesting that
lease agreement, as submitted, between the City of Vernon and Officer
Byrt M. Waller for one 1972 Moto Guzzi Motorcycle, Engine No. VPS14l9,
be approved effective as of May 17, 1972, was presented.
It was moved by Anderson, seconded by Ybarra, that the
requests of the Police Chief, dated May 17, 1972, be approved; and
that the Mayor and the City Clerk be authorized to execute new
lease agreement on behalf of the City of Vernon. Motion carried.
Communication from Booth and Simpson, the City's Insurance
Agent, dated May 16, 1972, giving notice of rate increase effective
July 1, 1972 on the Major Medical Group Insurance Plan, was
presented. (Copy to each member of the City Council)
It was moved by Malburg, seconded by Tavernelli, that
notice of rate increase effective July 1, 1972, on the Major Medi.cal
Group Insurance Plan carried by Prudential, be acknowledged. Motion
carried.
Communication from Booth and Simpson, the City's Insurance
Agent, dated May 17, 1972, giving three additional alternatives with
respect to the July 1 renewal action on the Major Medical Group
Insurance Plan, was presented. (Copy to each member of the City
Council)
It was moved by Anderson, seconded by Tavernelli, that
communication from Booth and Simpson, dated May 17, 1972, be referred
to the Finance Committee for study. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
May 17, 1972, requesting authority to employ Robert E. Olson as
Policeman, Grade 4, effective June 1, 1972, was presented.
It was moved by Ybarra, seconded by Tavernelli, that the
request of the Police Chief, dated May 17, 1972, be approved.
Hotion carried.
Communication from R. H. Bockhacker, Police Chief, dated
May 17, 1972, advising that he has received permission from the
Chief of Police of the City of South Gate for Vernon's officers to
use their Pistol Range for monthly target practice; and requesting
that the City Attorney be authorized to draw a document that will
hold the City of South Gate harmless from any accidents resulting
from the use of their range, was presented.
It was moved by Tavernelli, seconded by Anderson, that the
City Attorney be instructed to draft a document that will hold the
City of South Gate harmless from any accidents resulting from
Vernon's use of their Pistol Range; and that the Mayor and City
Clerk be authorized to execute this document. Motion carried.
Communication from R. H. King, Director of Public Works,
dated May 17, 1972, transmitting an easement from Weyerhaeuser
Company covering a portion of their property on the northwest corner
of District Boulevard and Everett Avenue; and recommending that the
easement be accepted and the grantor be advised of the official
recordation, was presented.

It was moved by Malburg, seconded by Ybarra, that Easement
be a,ccepted from Weyerhaeuser Company; t!,nd that the Mayor and the
City Clerk be authorized to Execute Certificate of Acceptance.
Motion carried.
Communication from R. H. King, Director of Public Works,
dated May 17, 1972, transmitting a fully executed Agreement for
Easement for City operation and maintenance of a sewer line and
water distribution lines and appurtenances on Stauffer property on
the south side of 26th Street; and recommending that the Agreement
for Easement be accepted and that the grantor be advised of the
official recordation, was presented.
It was moved by Malburg, seconded by Ybarra, that Agreement
for Easement be accepted from Stauffer Chemical Company; and that
the Mayor and the City Clerk be authorized to execute Certificate
of Acceptance. Motion carried.
Communication from R. H. King, Director of Public Works,
dated May 24, 1972, transmitting a fUlly executed Easement-Agreement
from Los Angeles Junction Railway Company for storm drain purposes
on the north side of District Boulevard; and recommending that the
E~sement-Agreement be accepted and the grantor be advised of the
official recordation, was presented.
It was moved by Malburg, seconded by Ybarra, that Easement-
Agreement be accepted from Los Angeles Junction Railway Company; and
that the Mayor and the City Clerk be authorized to execute Certificate
of Acceptance. Motion carried.
Communication from R. H. King, Director of Public Works,
dated May 24, 1972, transmitting a fully executed Easement Deed
from the City of Los Angeles covering northerly three feet of
Department of Water and Power right-of-way along south side of
26th Street easterly of Downey Road; and recommending that the
Easement Deed be accepted and the grantor be advised of the official
recordation, was presented.
It was moved by Malburg, seconded by Ybarra, that Easement
Deed be accepted from the City of Los Angeles, and that the Mayor
and the City Clerk be authorized to execute Certificate of Acceptance.
Motion carried.
Communication from R. H. King, Director of Public Works,
dated May 25, 1972, transmitting a fully executed Easement from
Stokely-Van Camp, Inc. covering a portion of their property at the
southeast corner of 26th Street and Bonnie Beach Place; and recom-
mending that the easement be accepted and the grantors be advised
of the official recordation, was presented.
It was moved by Malburg, seconded by Ybarra, that Easement
be accepted from Stokely-Van Camp, Inc.; and that the Mayor and the
City Clerk be authorized to execute Certificate of Acceptance.
Motion carried.
Copy of Resolution No. 72-40 of the City Council of the
City of San Gabriel relative to availability of registered voters
to candidates for municipal office, was presented. (Copy to each

Communication from the Law Offices of Go1df1am and Barth~
dated May 16, 1972, transmitting a Claim for Damages on behalf of
Julio Hoyos, was presented. (Copy of claim to each member of the
City Council)
It was moved by Ma1burg~ seconded by Taverne11i, that the
Claim for Damages on behalf of Julio Hoyos presented by the Law
Offices of Goldflam and Barth, dated May 16, 1972, be denied and
referred to the City Attorney and the City's insurance carrier for
necessary action. Motion carried.
Activity Log of the Police Department for the period
May 16 - 31, 1972 inclusive, was presented.
It was moved by Anderson~ seconded by Ybarra~ that Activity
Log of the Police Department be received and filed. Motion carried.
Communication from R. H. King, Director of Public Works,
dated May 23~ 1972, requesting authority for A. E. Nelson, Jr. to
attend Fundamentals of Traffic Engineering at the University of
California, Los Angeles from June 26 to June 30, 1972, with an
expense allowance of $70.00, was presented.
It was moved by Tavernel1i, seconded by Ybarra~ that the
request of the Director of Public Works, dated May 23~ 1972, be
approved and authority granted to issue warrant in the amount of
$70.00 to A. E. Nelson, Jr. Motion carried.
Communication from the State of California-Business and
Transportation Agency, Department of Public Works, dated May 10,
1972, advising that in lieu of Vernon's 1972-73 Fiscal Year
apportionment of Federal-aid TOPICS funds, Vernon will receive an
equal apportionment of State funds, was presented. (Copy to each
member of the City Council)
It was moved by Malburg, seconded by Ybarra, that comnnlni-
cation from the State of California-Business and Transportation
Agency, Department of Public Works, dated May 10, 1972, be
received and filed. Motion carried.
Copy of Resolution No. 4358 of the City Council of the
City of Hawthorne, California, requesting the National Football
League to reconsider its decision regarding the black-out of the
Superbowl football game, and expressing its support of Supervisor
Kenneth Hahn in his opposition to this black-out, was presented.
It was moved by Anderson, seconded by Malburg, that copy
of Resolution No. 4358 of the City Council of the City of Hawthorne
be received and filed. Motion carried.
Copy of Resolution No. 2522 of the City Council of the
City of Norwalk urging the League of California Cities and the
County Supervisors' Association of California to modify the rules
established by Public Utilities Commission Case No. 8209 for under-
grounding of existing lines, was presented. (Copy to each member
of the City Council)

It was moved by Taverne1li, seconded by Ybarra, that copy
of Resolution No. 2522 of the City Council of the City of Norwalk
be received and filed. Moticn carried.
Co~~unication from V. R. Bush, Superintendent of Building,
and R. M. Eatherly, Fire Chief, doted May 22, 1972, with reference
to request of A. J. Lynch & Company for modification of Building
Code requirements, recommendi.ng that the request be denied; and
further, recommending that a second exit be constructed at the
northwest corner of the building, was presented. (Copy to each
member of the City Council)
It was moved by Malburg, seconded by Ybarra, that the
recommendations of the Superintendent of Building and the Fire Chief,
dated May 22, 1972, be approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
M~y 30, 1972, recommending that Officer D. Gott be reimbursed the
sum of $4.15 from the Education and Training Budget appropriation
for a Police Science Course, was presented.
It was moved by Anderson, seconded by Ybarra, that the
recommendation of the Police Chief, dated May 30, 1972, be approved
and authority granted to issue warrant in the amount of $4.15 to
D. Gott. Motion carried.
Communication from R. M. Eatherly, Fire Chief, dated May
3e, 1972, requesting that Captain L. C. Matteson be reimbursed the
sum of $20.00 for registration fee to attend an O.SoH.A. Seminar
on Haz~rds and Safeguards of Flammable Liquids which was held
in Long Beach on May 24, 1972, was presented.
It was moved by Taverne1li, seconded by Anderson, that the
request of the Fire Chief, dated May 30, 1972, be approved and
~uthority granted to issue warrant in the amount of $20.00 to
L. C. Matteson. Motion carried.
Communication from R. H. King, Director of Public Works,
dated May 31, 1972, transmitting a tri-party agreement covering the
opening of 26th Street across the Union Pacific and Santa Fe
Railroads east of Downey Road, Crossings 2-l44.53-C and 3A-3.2; and
recommending that the Mayor and the City Clerk be authorized to
execute the agreement, was presented.
It was moved by Malburg, seconded by Tavernelli, that
the recommendation of the Director of Public Works, dated May 31,
1972, be approved; and that the Mayor and the City Clerk be authorized
to execute Agreement between Los Angeles & Salt Lake Railroad
Company, and its Lessee, Union Pacific Railroad Company, The
Atchisons Topeka and Santa Fe Railway Company, and the City of Vernon
relative to Crossings Nos. 2-144.53-C and 3A-3.2. Motion carried.
"Warrant Register No. 358" covering claims and demands
presented during the period May 16 to May 31, which includes Demands
Nos. 2-1178 to 2-1279 (both inclusive) drawn on the United California
Bank, totaling $73,789.73 (Light and Power Warrants $2,760.13)
(Accounting Period June, 1972), was examined and audited.

It was moved by Anderson, seconded by Ybarra~ that
l'Warrant Register No. 358" be approved and payment authorized for
Demands Nos. 2-1178 to 2-1279 (both inclusive), with no exceptions.
Motion carried.

Communication from R. M. Eatherly, Fire Chief, dated
April 21, 1972, requesting authority for James E. Muldown to attend
the Fire and Arson Investigation Seminar at Sacramento from June 11

It was moved by Ybarra, seconded by Anderson, that the
request of the Fire Chief, dated April 21, 1972, be approved and
authority granted to issue warrant in the amount of $184.40 to
James E. Mu1down. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
May 17, 1972, with reference to a communication from A. J. Lynch
& Company that was referred to City Attorney, the Director of Public
Works and the Police Chief by the City Council on May 16, 1972, was

communication from the Police Chief. dated May 17, 1972, be received
and filed. Motion carried.
Communication from C. H. McGovern, City Attorney, dated
Jun,e 1, 1972, and approved by the Director of Publ ic TAJorks, with
reference to installing traffic signs, curb markings, or other
devices within the Central Manufacturing District on property not
owned by the City of Vernon but which would regulate traffic on
privately owned streets pursuant to Resolution No. 4112, was
presented. (Copy to each member of the City Council)
It was moved by Tavernel1i, seconded by Anderson, that
co~nunication from the City Attorney, dated June 1, 1972, and
approved by the Director of Public Works, be received and filed.

Communication from R. H. Bockhacker, Police Chief, dated
June 2, 1972, recommending that Sgt. G. W. Walter be carried on the
payroll until such time as his retirement becomes effective, but nct
to exceed September 17, 1972, was presented. (Copy to each member
of the City Council)
It was moved by Malburg, seconded by Ybarra, that the
recommendation of the Police Chief, dated June 2, 1972, be approved.

Resolution No. 4113 - A Resolution of the City Council of
the City of Vernon opposing Senate Bill S-2770 and supporting passage
of House Bill H.R. 11896, was presented.
It was moved by Malburg, seconded by Tavernel1i, that
Resolution No. 4113 be approved and adopted. Motion carried.
