MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD JUNE 20, 1972 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE, VERNON, CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Malburg, Tavernelli, Ybarra
COUNCIL ABSENT: None
The meeting was called to order by Mayor Furlong.
It was moved by Anderson, seconded by Tavernelli, that
m:tnutes of the meeting of June 7, 1972 be approved as written and
submitted. Motion carried.
Mr. Royal M. Sorensen of the Law Offices of Bu~k~,
Williams & Sorensen, representing Clougherty Packing Company,
submitted a progress report, dated June 19, 1972, to the City Council
rp:lative to problems involved at Clougherty's main building comple,cr.
located at 3049 E. Vernon Avenue; and orally supplemented the
written report.
Discussion was held with reference to the progress repcrt.
It was moved by Tavernelli, seconded by Ybarra, that the
Law Offices of Burke, Williams & Sorensen present another progress
report on behalf of Clougherty Packin~Company to the City Council
at its meeting to be held December 5, 1972. Motion carried.
Communication from the Finance Committee, dated June 13,
1972, transmitting a proposed salary resolution for consideration
to be effective July 1, 1972; and making certain recommendations
relative to salaries and related matters for the fiscal year 1972-
73, was presented. (Copy of communication and proposed resolution
to each member of the City Council)
It was moved by Anderson, seconded by Tavernelli, that th~
recommendations of the Finance Committee relative to salaries and
related matters for the fiscal year 1972-73, as outlined in communi-
cation dated June 13, 1972, be approved. Motion carried.
Resolution No. 4115 - A Resolution of the City Council
of the City of Vernon establishing vacation policies for employees
of the City of Vernon and repealing all resolutions in conflict
herewith, was presented.
It was moved by Ybarra, seconded by Anderson, that
R~solution No. 4115 be approved and adopted. Motion carried.

Resolution No. 4116 - A Resolution of the City Council of
the City of Vernon fixing the compensation for certain employees
of sai.d City as of July 1, 1972, authorizing certain expense
allowances, and repealing all resolutions in conflict herewith, was
presented.

It was moved by Tavernelli, seconded by Ybar.ra, that
ResolutiQn No. 4116 be approved and adopted. Motion carried.

Connnunication from R. H. Bockhacker, Police Chief, dat~d
June 16~ 1972, recommending that certain personnel as indi~ated be
promot~d one grade effective July 1, 1972, even though they have
not been in their present grade one year; and with an understanding
that the recommendation will not constitute a precedent, was
presented. (Copy to each member of the City Council)

June 16, 1972, recommending that certain personnel as indicated be

It was moved by Malburg, seconded by Tavernelli, that the
recommendation of the Fire Chief, dated June 16, 1972, be approved

Resolution No. 4119 - A Resolution of the City Council
of the City of Vernon continuing the retention of Paul P. Hendricks~
as Consulting Electrical Engineer of the City of Vernon~ was
presented.
It was moved by Anderson, seconded by Ybarra, that
Resolution No. 4119 be approved and adopted. Motion carried.

"Amendment to Memorandum of Agreement" dated June 20, 1972t

to be effective July 1, 1972, was presented.

I1ayor and the City Clerk be authorized to execute ttAmendment to
Hemorandum of Agreement", dated June 20, 1972, between the City of
Vernon .qnd Charles H. McGove:r-n, Attorney at La.w, to be effectiva
July 1, 19720 Motion carried.
Communication from the Finance Committee, dated June 15,
1972, transmitting copies of the individual budget requests for
the operation of the various departments of the City for the fiscal
year 1912-73~together with amounts and items recommended for approval
()t' denial by the Finance Committee and making certain specific
enu~erated recommendations in connection therewith, was presented.

It was moved by Anderson, seconded by Tavernelli, th,at the
recomm~ndations of the Finance Committee relative to the budg~t for
the fiscal year 1972-73, as outlined in communication dated June is,
1972, be ~pproved. Motion carried.
Resolution No. 4117 - A Resolution of the City Council of
tlle City of Vernon, approving budget for the fisc8,l year 1972,~73,
was presented.
It was moved by Malburg, seconded by Ybarra, that
Resolution No. 4117 be approved and adopted. Motion carried.

Chief, dated June 6, 1972, requesting that the following officers
be promoted as indicated, effective July 1, 1972:

H. N. Stolan to Policeman, Grade 2
It was moved by Anderson, seconded by Tavernelli, th3t
the request of the Police Chief, dated June 6, 1972, be a.pproved.

Connnunication from R. H. Bockhacker, Police Chief, dated
June 8, 1972, requesting authority to employ Larry Wayne Stone as
Policeman, Grade 4, effective June 16, 1972, was presented.
It was moved by Malburg, seconded by Ybarra, that the
request of the Police Chief, dated June 8, 1972, be approved.

Communication from the State of California-Business and
Tra~sportation Agency, Department of Public Works, Division of
Highways, dated June 5, 1972, transmitting a Summary 1971 Section
256 Report and California Continuing Functional Classification Study

It was moved by Tavernelli, seconded by Ybarra, that the
request of the Fire Chief, dated June 12, 1972, be approved. Motion
carried.

Communication from R. M. Eatherly, Fire Chief, dated June
9~ 1972, advising that Fireman Daniel D. Simon was suspended one
shift without pay for being absent from duty on June 2, 1972, in
violtition of the Rules and Regulations of the Vernon Fixe Departn:Gnt ~
Gen.e:ral Rules t Sections No. 49 and 57, was presentedo
It was moved by Malburg, seconded by Anderson, that the
action taken by the Fire Chief be approved. MOtion carried.
Communication from F. A. Ziemer, City Clerk-Director of
Finance, dated June 12, 1972, recommending that JosephA. Venezia
be advanced from Deputy City Clerk-Senior Public Utility Accountant
(Water), Grade 2 to Grade 1, effective as of July 1, 1972, was
presented.

the City Council authorize execution of Agreement, was presented.

It was moved by Taverne1li, seconded by Ma1burg~ that: the
Mayor and the City Clerk be authorized to execute Cost Scrlice
Agreement between the State Personnel Board and the City of Verncn
pursuant to communication from the Fire Chief dated June 9, 1972.

dated June 14, 1972, requesting authority to advance certain
per~onnel as indicated effective July 1, 1972; and requesting
authority to reclassify T. Gresham to Utility Man III, Step 2, on

priation for completion of a course "Emergency Care and Transporta-
tion of the Sick and Injured" at North Orange County Community
College District, was presented.
It was moved by Malburg, seconded by Taverne11i, that the
request of the Fire Chief, dated June 14, 1972, be approved and
authority granted to issue warrant in the amount of $14.60 to K. M.
Slifka. Motion carried.

the City of Vernon approving-a Memorandum of Understanding between
the ~1unicipal Employer Relations Representative of the City of
Vernon and the Vernon Firemen's Association (Employee Group 4), 'l:V'as
