19720718 Regular City Council Meeting - Minutes I I MINUTES OF A REGUIAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD JULY 18, 1972 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON. CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Tavernel1i, Ybarra COUNCIL ABSENT: Malburg The meeting was called to order by Mayor Furlong. It was moved by Ybarra, seconded by Tavernelli, that minutes of the meeting of July 5, 1972 be approved as written and submitted. Motion carried. Communication from the Public Employees' Retirement System, dated July 6, 1972, transmitting two copies of Resolution of Intention (Form 122) to amend Vernon's contract to provide one-half continuance benefits for miscellaneous and safety members, was presented. (Copy to each member of the City Council) Resolution No. 4121 - A Resolution of the City Council of the City of Vernon of Intention to approve an amendment to contract between the Board of Administration of the Public Employees' Retire- ment System and the City Council of the City of Vernon, was presented. It was moved by Anderson, seconded by Tavernel1i, that Resolution No. 4121 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Tavernelli, Ybarra Noes: None Absent: Malburg Communication from the League of California Cities announcing the 74th Annual Conference to be held in Anaheim from October 15 to 18, 1972, was presented. It was moved by Ybarra, seconded by Anderson, that authority be granted to issue checks in the amount of $73.00 each to representatives of the City departments attending the 74th Annual Conference of the League of California Cities. Motion carried. Communication from R. M. Eatherly, Fire Chief, dated July 5, 1972, requesting that Fireman L. E. Spadt be reimbursed the sum of $15.90 from the Education and Training Budget appropriation for a Fire Science Course, was presented. It was moved by Ybarra, seconded by Taverne1li, that the request of the Fire Chief, dated July 5, 1972, be approved and authority granted to issue warrant in the amount of $15.90 to L. E. Spadt. Motion carried. Communication was presented from R. M. Eatherly, Fire Chief, dated July 5, 1972, requesting that the following personnel be advanc~d in grade as indicated, effective August 1, 1972: G. S. Eystad from Captain, Grade 3 to 2 S. L. Harris from Secretary, Grade 5 to 4 I I -2- 7 18 72 It was moved by Anderson, seconded by Ybarra, that the request of the Fire Chief, dated July 5, 1972, be approved. Motion c.arr ied . Communication from R. M. Eatherly, Fire Chief, dated July 6, 1972, requesting that Fireman J. W. B1aut be reimbursed the sum of $10.00 from the Education and Training Budget appropriation for a Fire Science Course, was presented. It was moved by Ybarra, seconded by Taverne11i, that th~ request of the Fire Chief, dated July 6, 1972, be approved and authority granted to issue warrant in the amount of $10.00 to J. W, B1aut. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated July 11, 1972, requesting that F. E. Sweeney be granted a Military Leave of Absence with pay from July 13 through July 23, 1972 to attend active duty training, was presented. It was moved by Anderson, seconded by Ybarra, that the request of the Police Chief, dated July 11, 1972, be approved. Motion carried. Communication from V. R. Bush, Superintendent of Building, dated July 12, 1972, requesting permission to attend a meeting of the directors of the model code groups in Chicago, Illinois from August 2 through August 4, 1972, was presented. (Copy to each member of the City Council) It was moved by Ybarra, seconded by Anderson, that the request of the Superintendent of Building, dated July 12, 1972? be approved. Motion carried. 'rwarrant Register No. 361" covering claims and demands presented during the period July 1 to 15, which includes Demands Nos. 2-1502 to 2-1656 (botr inclusive), drawn on the United California Bank, totaling $1,108,943.72 (Light and Power Warrants $1,025,129.75) (Accounting Period June & July, 1972), was examined and audited. It was moved by Ybarra, seconded by Taverne11i, that ''tV'arrant Register No. 361" be approved and payment authorized for Demands Nos. 2-1502 to 2-1656 (both inclusive), with no exceptions. Motion carried. Ayes: Anderson, Furlong, Taverne11i, Ybarra Noes: None Absent: Malburg "Payroll Warrant Register No. 181" covering claims and demands presented during the period June 1 to 30, which includes Demands Nos. 1913 to 1922 (both inclusive), drawn on the Crocker Nation~l Bank, totaling $335,577.69 (Accounting Period June, 1972), was examined and audited. It was moved by Ybarra, seconded by Tavernelli, that "Payroll Warrant Register No. 181" be approved and payment authori~ed for Demands Nos. 1913 to 1922 (both inclusive), with no exceptions. Motion carried. I I -3- 7 18 72 Activity Log of the Police Department for the period July 1 - 15, 1972 inclusive, was presented. It was moved by Anderson, seconded by Ybarra, that Activity Log of the Police Department be received and filed. Motion carried. Report of Health Department Activities for the month of June, 1972, was presented. (Copy to each member. of the City Council) It was moved by Anderson, seconded by Tavernelli that Report of Health Department Activities be received and filed. Motion carried. Communication from V. R. Bush, Superintendent of Building, dated July l4. 1972, submitting a progress report relative to problems involved at Clougherty Packing Company's main building complex located at 3049 E. Vernon Avenue, was presented. (Copy to each member of the City Council) It was moved by Taverne1li, seconded by Anderson, that communication from the Superintendent of Building, dated July 14, 1972, be approved. Motion carried. Communication from R. M. Eatherly, Fire Chief, dated July 14, 1972, requesting authority and funds to modernize the Fire Department garage at an estimated cost of $350.00, was presented. It was moved by Taverne11i, seconded by Ybarra, that the request of the Fire Chief, dated July 14, 1972, be approved. l1otion carried.
