19720801 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD AUGUST 1, 1972 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE. VERNON. CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Malburg, Taverne11i, Ybarra COUNCIL ABSENT: None The meeting was called to order by Mayor Furlong. It was moved by Anderson, seconded by Ybarra, that minutes of the meeting of July 18, 1972 be approved as written and submitted6 Motion carried. The Clerk announced that this was the time and place for opening of bids received for the Reconstruction of District Boulevard, Downey Road to Atlantic Boulevard, in accordance with Contract No. 367. It was moved by Malburg, seconded by Ybarra, that the Clerk be instructed to open and read the bids submitted. Motion carried. The Clerk opened and read the following bids: Sully Miller Contracting Co. Vernon Paving Co. Nelson & Belding Contracting Co. J. W. Nicks Construction Co. Strecker Construction Co. Motion carried. Communication from the City Council of the City of Maywood, dated July 12, 1972, with reference to a community noise complaint from residents near 52nd Street and Gifford Avenue in Maywood, was presented. (Copy to each member of the City Council) It was moved by Malburg, seconded by Tavernel1i, that communication from the City Council of the City of Maywood, dated July 12, 1972, be received and filed. Motion carried. Communication from Mr. Herman J. Gessner, dated July 15, 1972, commending the Vernon Police Department relative to an incident that occurred on July 14, 1972, was presented. (Copy to each member of the City Council) It was moved by Ybarra, seconded by Anderson, that communi- cation from Mr. Herman J. Gessner, dated July 15, 1972, be received and filed. Motion carried. King, Director of Public Works, dated July 19, 1972, transmitting a proposed agreement as prepared by The Atchison, Topeka and Santa Fe Railway Company for the upgrading of crossing protection on Vernon Avenue Crossing No. 2H-0.9; and recommending that the agreement be executed by the City of Vernon, was presented. It was moved by Malburg, seconded by Ybarra, that the recommendation of the Director of Public Works, dated July 19, 1972, be approved; and that the Mayor and the City Clerk be authorized to execute Agreement between The Atchison, Topeka and Santa Fe Railway Company and the City of Vernon covering the installation of automatic crossing gates with flashers at the Vernon Avenue Crossing of Santa Fe's Harbor Branch designated by the California Public Utilities Commission as Crossing No. 2H-0.9. Motion carried. Communication from R. H. King, Director of Public Works~ dated July 19, 1972, transmitting an Easement for storm drain purposes on the north side of District Boulevard from Irvin Grant and George J. Popovich; and recommending that the Easement be accepted and the grantors be advised of the official recordation, was presented. It was moved by Anderson, seconded by Tavernelli, that Easement be accepted from Irvin Grant and George J. Popovich; and that the Mayor and the City Clerk be authorized to execute Certifi- cate of Acceptance. Motion carried. Communication was read from R. H. Bockhacker, Police Chief, dated July 20, 1972, requesting that the following personnel be advanced in grade as indicated, effective August 1, 1972: T. L. Miller to Sergeant, Grade 1 S. E. Putman to Sergeant, Grade 1 B. T. Stack to Policeman, Grade 2 It was moved by Ybarra, seconded by Anderson, that the request of the Police Chief, dated July 20, 1972, be approved. Motion carried. Communication from F. A. Ziemer, City Clerk-Director of Finance, dated July 24, 1972, recommending that accumulated material considered junk or obsolete, as listed in Edison's letter of June 15, 1972, be sold to Globus Metals Company, the highest bidder, for the sum of $1,113.00, was presented. (Copy to each member of the City Council) It was moved by Malburg, seconded by Ybarra, that the recommendation of the City Clerk-Director of Finance, dated July 24~ 1972, be approved. Motion carried. Communication from R. H. King, Director of Public Works, dated July 24, 1972, recommending that the performance bond require- ment for two agreements, dated May 18, 1965 and July 12, 1965, one betv.Teen the City of Vernon "B.rid Edna H. Pagel, Inc. dba Sugar Products Company and one between the City of Vernon and Vernon Central Ware- house, Inc. dba Vernon Warehouse Company, be waived for the remainder of the life of the two agreements, was presented. Ziemer, City Clerk-Director of Finance, dated July 26, 1972, with reference to janitorial services for the City Hall Building including the Police Department Building, making certain recommendations in connection therewith, was presented. (Copy to each member of the City Council) It was moved by Malburg, seconded by Tavernelli, that the recommendations of the City Clerk-Director of Finance, dated July 26, 1972, be approved. Motion carried. Communication from R. H. King, Director of Public Works, dated July 8, 1972, requesting authority for James Persons to attend Fundamentals of Traffic Signal Design and Operation at D.C. Irvine from September 6 to 8, 1972, with an expense allowance of $96.50, was presented. It was moved by Ybarra, seconded by Tavernelli, that the request of the Director of Public Works, dated July 8, 1972, be approved and authority granted to issue warrant in the amount of $96.50 to James Persons. Motion carried. Activity Log of the Police Department for the period July 16 - 31, 1972 inclusive, was presented. It was moved by Malburg, seconded by Anderson, that Activ"tty Log of the Police Department be received and filed. Motion carr{ed, Communication from the Public Employees' Retirement System~ dated July 26, 1972, transmitting certain documents necessary for the City of Vernon to amend its contract to provide one-half continuance benefits for miscellaneous and safety members, was presented. (Copy to each member of the City Council) Ordinance No. 834 - An Ordinance of the City Council of the City of Vernon, authorizing an amendment of the contract between the City of Vernon and the Board of Administration of the California Public Employees' Retirement System, was read in full for a first reading. It was moved by Anderson, seconded by Tavernelli, that Ordinance No. 834 receive and pass a first reading. Motion carried. Motion carried" Ayes: Anderson, Furlong, Malburg, Tavernel1i, Ybarra Noes: None Absent: None "Warrant Register No. 362" covering claims and demands presented during the period July 16 to 31, which includes Demands Nos. 2-1657 to 2-1710 (both inclusive) drawn on the United California Bank, totaling $50,289.75 (Light and Power Warrants $2,748.42) (Accounting Period August, 1972), was examined and audited. It was moved by Anderson, seconded by Tavernel1i, that ''Warrant Register No. 362" be approved and payment authorized for Demands Nos. 2-1657 to 2-1710 (both inclusive), with no exceptions. Hauger, Director of Environ- mental Health, dated July 27, 1972, reporting on the condition of the premises located at 2305 E. 38th Street, was presented. (Copy to each member of the City Council) It was moved by Malburg, seconded by Ybarra, that the City Attorney be instructed to communicate with Mrs. Hoffman relativ€ to the condition of the premises located at 2305 E. 38th Street; and that the City Attorney be instructed to report to the City Council by the first meeting in September the results of his communi- cation with Mrs. Hoffman. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated July 28, 1972, ~equesting that Sgt. B. A. Bunker be reimbursed the sum of $19.20 from the Education and Training Budget appropriation for a Police Science course, was presented. It was moved by Ybarra, seconded by Tavernelli, that the request of the Police Chief, dated July 28, 1972, be approved and authority granted to issue warrant in the amount of $19.20 to B. A. Bunker.
