MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD SEPTEMBER 5, 1972 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE. VERNON, CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Malburg, Tavernel1i, Ybarra
COUNCIL ABSENT: None
The meeting was called to order by Mayor Furlong.
It was moved by Anderson, seconded by Ybarra, that minutes
of the meeting of August 15, 1972 be approved as written and
submitted. Motion carried.
The Clerk announced that this was the time and place for
opening of bids received for Water Main Lining - Phase VI in
accordance with Contract No. 369.
It was moved by Malburg, seconded by Ybarra, that the
Clerk be instructed to open and read the bids submitted. Motion
carried.
The Clerk opened and read the following bids:
Raymond International Inc.
Ameron Inc. Pipe Lining Division
Declined
$ 197,492.20
It was moved by Anderson, seconded by Ybarra, that bids
received for Water Main Lining - Phase VI in accordance with Contract
No. 369, be referred to the Director of Public Works and the City
Attorney for checking and report. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
August 14, 1972, requesting that Mrs. Patricia L. Ricks be advanced
to Transcriber-Typist, Grade 3, effective as of September 1, 1972,
was presented.
It was moved by Anderson, seconded by Ybarra, that the
request of the Police Chief, dated August 14, 1972, be approved.
Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
August 18, 1972, requesting that Lieutenants B. G. Emrick, D. E.
Fisher, p. A. Taylor and G. W. Wilcox be authorized to attend the
"Middle Management" program at California State University of Los
Angeles; and requesting that the money for tuition be paid directly
to the California State University of Los Angeles and that the
expense money of $72.00 be paid directly to each of the above named
officers, was presented. (Copy to each member of the City Council)
It was moved by Malburg, seconded by Tavernel1i, that the
requests of the Police Chief, dated August 18, 1972, be approved on
the basis of attendance of one day per week from September 29, 1972
through December 22, 1972; and that authority be granted to issue
warrant in the amount of $1,200.00 to California State University,
Los Angeles, and to issue warrants in the amount of $72.00 each to
B. G. Emrick, D. E. Fisher, P. A. Taylor and G. W. Wilcox. Motion
carried.
Communication from F. A. Ziemer, City Clerk-Director of
Finance, dated August 22, 1972, transmitting a memorandum from the
Purchasing Agent, dated August 22, 1972, with reference to proposals
received for janitorial services for the City Hall Building; and

It was moved by Malburg, seconded by Te.vernelli, that tb..e
City accept the proposal of Allstate Building Maintenance Compuny
to provide janitorial services for the Vernon City Hall Buildjng
in accordance .~'I1ith specifications contained in Request for 0uot;~:~ion
No. 730 at the rate of $828.00 per month, effective September 1,
1972; and that the Purchasing Agent be directed to issue a Purchese
02'der to authorize such service for a period of one year. Mot ion
carried.
Communication from R. H. King, Director of Public Work3,
dated August 24, 1972, transmitting an extension agreement with
Tf::le Insurance and Trust Company for title services extending the
agreement to June 30, 1973; and recommending that the extension
agreement be approved and the document be executed, was presentedo
It was moved by Anderson, seconded by Ybarra, that the
recorornendat ion of the Director of Public Works, dated August 2l",
1972, be approved; and that the Mayor and the City Clerk be
authorized to execute Extension Agreement with Title Ir13urn.nce and
Trust Company. Motion carried.
Communication from Saxony Products, Inc., dated Augu~t
24, 1972, advising that it is purchastng the property at 2301-2303
E. 55th Street which is adjacent to and east of property owner-':d by
tbe City of Vernon; and offering the sum of $1,893.00 for an
easement for rail purposes over a small triangle of land in the
northeast corner of the City property, was presented. (Copy to
each member of the City Council)
It was moved by Ybarra, seconded by Anderson, that the
offer of Saxony Products, Inc. of $1,893.00 fo~ an easement for
re.il purposes over a small triangle of land in the east corner of
certain City property located on E. 55th Street, be accepted; and
that the matter be referred to the Director of Public Works and t~e
City /\ttcrney for preparati.on of tbe necessary documents. Motion
carried.
Communication from C. H. McGover.n, City Attorney, dated
August 23,. 1972, advising that Mr. Harry J. Keaton, Municipal
Employee Relations Representative, and Special Counsel in labor
matters, has resigned as a partner of Rutan & Tucker; a.nd recom-
mending that Mr. Keaton be continued as Municipal Employee Relations
Representative and Special Labor Counsel, was presented. (Copy to

It was moved by Malburg, seconded by Taverne11i~ that the
recommendation of the City Attorney, dated August 23, 1972, be
approved. Motion carried.
Communication from Sergeant G. W. Walter, dated August
24, 1972 ~ requesting that he be granted four "l;veeks vacation
effective as of September 17, 1972 in addition to the one year
.absence "lith pay as provided by Section 4850 of the California

It was moved by Malburg, seconded by Taverne1li, that
Sergeant G. W. Walte~ be deleted from the payroll effective September
17, 1972 and that the request of Sergeant G. W. Walter, dated
August 24, 1972, be referred to the City Attorney for a TNritten
report. Motion carried.
Communication from R. M. Eatherly, Fire Chief, dated
August 28, 1972, requesting that Battalion Chief G. F. Bass be
reimbursed the sum of $ll.50 from the Education and Training Budget
appropriation for a Fire Science Course at East Los Angeles College,
was presented.
It was moved by Anderson, seconded by Ybarra, that the
reiuest of the Fire Chief, dated August 2Q, 1972, be approved and
authority granted to issue warrant in the amount of $11.50 to
G. F. Bass. Motion carried.
Activity Log of the Police Department fo~ the period
August 15 - 3l, 1972 inclusive, was presented.
It was moved by Anderson, seconded by Malburg, that
Activity Log of the Poli~e Department be received and filed. Motion
carried.
Communication from V. R. Bush, Superintendent of Building,
dated August 31, 1972, requesting authority for Fred A. Tachovsky
to attend the 1972 International Association of Electrical Inspectors
at Hawaii from October g to 12, 1972, inclusive, with an expense
allowance of $365.00, was presented.
Communication fr~m the State of California, Division of
Industrial Safety, dated August 31, 1972, with reference to Fred A.
Tachovsky's attendance at the Southwestern Secti_on Meeting of the
International Association of Electrical Inspectors in Honolulu from
October 9 to 12, 1972, was presented. (Copy to each member of the

It was moved by Tavernel1i, seconded by Anderson, that
the request of the Superintendent of Building, dated August 31, 1972,
be approved and authority granted to issue warrant in the amount of
$365.00 to Fred A. Tachovsky. Motion carried.
Communication from C. E. Nemethi, M.D., Health Officer,
dated August 2Q, 1972, requesting authority for Mayrose Snyder to
attend the Western Industrial Health Conference at Newport Beach,
California from October 12 to 14, 1972, inclusive, with an expense
allowance of $120.00, was presented.
It was moved by Tavernel1i, seconded by Ybarra, that the
request of the Health Officer, dated August 29, 1972, be approved
and authority granted to issue warrant in the amount of $120.00 to
Mayrose Snyder. Motion carried.
Communication from R. H. King, Director of Public Works,
dated August 30, 1972, requesting authority to attend the 53rd Annual
Conference of the American Water Works Association at Palm Springs
from November 1 to 3, 1972, with an expense allowance of $141.00,
was presented.

It was moved by Malburg, seconded by Ybarra, that the
request of the Director of Puh1ic Works, dated August 30, 1972, be
approved and authority granted to issue warrant in the amount of
$141.00 to R. H. King. Motion carried.
Communication from R. H. King, Director of Public Works,
dated August 29, 1972, requesting authority for Lewis R. Adams to
attend the 53rd Annual Conference of the American Water Works
Association at Palm Springs from October 31 to November 2, 1972,
with an expense allowance of $111.00, was presented.
It was moved by Malburg, seconded by Ybarra, that the
request of the Director of Public Works, dated August 29, 1972, be
approved and authority granted to issue warrant in the amount of
$111.00 to Lewis R. Adams. Motion carried.
Communication from Haskins & Sells, Certified Public
Accountants, dated August 30, 1972, transmitting financial state-
ments and supplemental schedules of the City of Vernon for the year
ended June 30, 1972 and their opinion dated August 4, 1972, was
presented. (Copy of report to each member of the City Council)
It was moved by Malburg, seconded by Anderson, that
communication from Haskins & Sells, Certified Public Accountants,
dated August 30, 1972, together with transmittals, be received
for study. Motion carried.
Communication from the City of Torrance, dated July 19,
1972, transmitting a copy of a letter and resolution to the League
of California Cities Resolutions Committee with a request that it
be consi.de-r.ed during the annual State conference; and soliciting
Vernon's suppo-r.t in having this resolution passed at the League's
annual conference, was presented. (Copy to each member of the City
Council)
It was moved by Malburg, seconded by Ybarra, that communi-
cation from the City of Torrance, dated July 19, 1972, together with
transmittals, be received and filed. Motion carried.
''Warrant Register No. 364" covering claims and demands
presented during the period August 12:; to 31, TilThich inc ludes Demands
Nos. 2-1876 to 2-2000 (both inclusive) drawn on the United California
Bank, totaling $183,653.38 (Light and Power Warrants $3,122.06)
(Accounting Period September, 1972), was examined and audited.
It was moved by Anderson, seconded by Ybarra, that
''Warrant Register No. 364" be approved and payment authorized for
Demands Nos. 2-1876 to 2-2000 (both inc1usi'7e), T.rith no exceptions.
Motion carried.

Communication from R. H. Bockhacker, Police Chief, dated
August 25, 1972, requesting that Officer E. W. Roady be reimbursed
the sum of $31.50 from the Education and Training Budget appropri-

It was moved by Ybarra, seconded by Taverne11i, that the
request of the Police Chief, dated August 25, 1972, be approved and
authority granted to issue warrant in the amount of $31.50 to E. W.
Roady. Motion carried.
Communication from R. H. King, Director of Public Works,
dated August 31, 1972, transmitting a proposed agreement as prepared
by Union Pacific Railroad Company for upgrading crossing signal
protection at District Boulevard, Crossing No. 3A-3.9; and recom-
mending that the agreement be executed by the City of Vernon, was
presented.

recommendation of the Director of Public Works, dated August 31,
1972, be approved; and that the Mayor and the City Clerk be
authorized to execute agreement between the Union Pacific Railroad
Company and the City of Vernon for upgrading crossing signal
protection at District Boulevard, Crossing No. 3A-3.9. Motion
carried.
There being no further business to come before the
meeting, it was moved by Anderson, seconded by Taverne11i, that
the meeting adiourn. Motion carried.
