19720919 Regular City Council Meeting - Minutes I I MINUTES OF A REGULP~ MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD SEPTEMBER 19, 1972 AT TWO O'CLOCK P.H. IN THE COUNCIL CIW1BER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON ~ CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, ~wlburg, Tavernelli, Ybarr.a COUNCIL ABSENT: None The meeting was called to order by Mayor Furlong. It was moved by Ybarra, seconded by Anderson, that minute~ of the meeting of September 5~ 1972 be approved as written and submitted. Motion carried. Communication from the State of California, Department of Public Works, dated September 1, 1972, addressed to the Board of Supervisors, County of Los Angeles, regarding Federal-aid Urban (FAD) system fund allocations for the fiscal year 1971-72 and 1972- 73, was presented. (Copy to each member of the City Council) It was moved by Malburg, seconded by Tavernelli, that communication from the State of California, Department of Public Works, dated September 1, 1972, be received and filed. Motion carried. Communication from R. H. King, Director of Public Works, ~~ted September 12, 1972, transmitting an Easement for street pur- poses from The Mutual Life Insurance Company of New York covering a portion of their property on the northeast corner of District Boulevard and Loma Vista Avenue; and recommending that the Easement be accepted and that the grantor be advised of the official recor- dation, was presented. It was moved by Anderson, seconded by Ybarra, that Ease- ment be accepted from The Mutual Life Insurance Company of New York; and that the Mayor and the City Clerk be authorized to ex- ecute Certificate of Acceptance. Motion carried. Communication from V. R. Bush, Superintendent of Building, dated September l4, 1972, requesting authority for R. H. Patnaude to attend the 1972 Annual Meeting - International Association of Plumbing and Mechanical Officials at Reno, Nevada from October 15 to 20, 1972 inclusive, with an expense allowance of $333.00,was pre- sented. Communication from International Association of Plumbing and Mechanical Officials, dated August 3l, 1972, with reference to R. H. Patnaude's attendance at the IAPMO annual business conference at Reno, Nevada from October 15 through 19, 1972, was presented. (Copy to each member of the City Council) It was moved by Malburg, seconded by Ybarra, that the re- quest of the Superintendent of Building, dated September l4, 1972, be approved and authority granted to issue warrant in the amount of $333.00 to R. King, Director of Public Works, dated September 13, 1972, with reference to bids received for Water Main Lining - phase VI, in accordance with Contract No. 369, recommending that the contract be awarded to Ameron, Inc., Pipe Lining Division, on the basis of their bid of $197,492.20, was presented. Resolution No. 4126 - A Resolution of the City Council of the City of Vernon accepting the bid of Ameron, Inc., Pipe Lining Division, for Water Main Lining - Phase VI, in accordance with Contract Noo 369 of the City of Vernon, was presented. It was moved by Anderson, seconded by Ybarra, that Reso- lution No. 4,l26 be approved and adopted. Motion carried. Eatherly, Fire Chief, dated September l3, 1972, submitt- ing a progress report relative to problems involved at Clougherty Packing Company's main building complex located at 3049 E. Vernon Avenue, was presented. (Copy to each member of the City Council) It was moved by Malburg, seconded by Tavernelli, that communication from the Sr. Building Inspector and the Fire Chief, dated September 13, 1972, be received and filed. Motion carried. Report of Health Department Activities for the month of August 1972, was presented. (Copy to each member of the City Council) It was moved by Anderson, seconded by Ybarra, that Report of Health Department Activities be received and filed. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated September 14, 1972, requesting that Lieutenant P. A. Taylor be ad- vanced to Lieutenant Grade 3, effective as of October 1, 1972, was presented. It was moved by Malburg, seconded by Tavernelli, that the request of the Police Chief, dated September 14, 1972, be approved. Motion carried. Activity Log of the pelice Department for the period September 1 - 15, 1972 inclusive, was presented. It was moved by Ybarra, seconded by Anderson, that Ac- tivity Log of the Police Department be received and filed. Motion carried. ilPa.yroll vJarrant Register No. 181" covering claims and demands presented during the period August 1 to 31, which includes Demands Nos. 1932 to 1940 (both inclusive), drawn on the Crocker National Bank, totaling $363,961.40 (Accounting Period August, 1972) was examined and audited. It was moved by Tavernelli, seconded by Ybarra, that "Payroll vJarrant Register No. 18l" be approved and payment author- ized for Demands Nos. 1932 to 191~O (both inclusive), with no ex- cepti.ons. It was moved by Tavernelli, seconded by Ybarra; that j'h1arrant Register No. 36511 be approved and payment authorized for Demands Nos. 2001 to 2159 (both inclusive) and Demand No. 20llA, with no exceptions. Vernon Avenue, requesting an additional four weeks time to enable them to obtain several bids for the construction of thi.s work, was presented. (Copy to each member of the City Council) It was moved by Malburg, seconded by Ybarra, that Giant Meat Co., Inc. be granted an additional four weeks time to obtain several bids for the necessary remodeling and reconstruction work at 2535 East Vernon Avenue; and that they be given until December 31, 1972 to complete the necessary remodeling and reconstruction lrJOrk at 2.535 East Vernon Avenue. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated September 15, 1972, requesting authority for Sergeant F. E. Sweeney and Officer J. A. Miller to attend the California Narcotic Officers 8th Annual Training Conference at San Diego from October 17 to 20, 1972, with an expense allowance of $l14.00 each, was presented. It was moved by Ybarra, seconded by Tavernelli, that the request of the Police Chief, dated September 15, 1972, be approved and authority granted to issue warrants in the amount of $114,.00 each to Sergeant F. E. Sweeney and Officer J. A. Miller. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated September 15, 1972, requesting that R. D. Gott be advanced from Policeman Grade 2 to l, effective as of September 1, 1972, after having served nine months in Grade 2) for the reasons as outlined, was presented. (Copy to each member of the City Council) It was moved by Furlong, seconded by Malburg, that the request of the Police Chief, dated September l5, 1972, be approved with the understanding that the approval is not deemed to be setting a precedent for approving merit raises in advance of one year, but that the same be approved because of the inequities tha.t have ari.sen because of the Wage Stabilization Act. Motion carried. I I -4- 9 19 72 Ordinance No. 835 - An Ordinance of the City of Vernon adopting a Uniform Fire Code prescribing regulations governing conditions hazardous to life and property from~fire or explosion, and establishing a Bureau of Fire Prevention and providing office~s therefor and defining their powers and duties, was read by title for a first reading. It was moved by Ybarra, seconded by Anderson, that Ordinance No. 835 receive and pass a first reading. Motion carried. Ayes: Anderson, Furlong, Malburg, Tavernelli, Ybarra Noes: None Absent: None Resolution No. 4127 - A Resolution of the City Council of the City of Vernon determining a newspaper of general circu- lation, authorizing a publication of Notice of Public Hearing in thr, same, and scheduling a Public Hearing for the adoption of Ordinance No. 835, was presented. It was moved by Malburg, seconded by Tavernel1i, that Resolution No. 4127 be approved and adopted. Motion carried.
