19721003 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD OCTOBER 3, 1972 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE~ VERNON~ CALIFORNIA. COUNCIL PRESENI': Anderson, Furlong, Malburg, Taverne11i, Ybarra COUNCIL ABSENI': None The meeting was called to order by Mayor Furlong. It was moved by Anderson, seconded by Tavernel1i, that minutes of the meeting of September 19, 1972 be approved as written and submitted. Motion carried. Communication from R. H. King, Director of Public Works, dated September 18, 1972, transmitting Los Angeles County Flood Control District Storm Drain Bond Issue Project 4250 plans and speCifications; recommending that the plans and specifications be approved and that the District be .authorized to proceed with the construction and that permission be granted to occupy and use the public streets in the City of Vernon to construct, operate and main- tain said installation; and further recommending that the District be informed that no relocation costs associated with the project will be borne by the City of Vernon, was presented. It was moved by Malburg, seconded by Ybarra, that the recommendations of the Director of Public Works, dated September 18, 1972, be approved. Motion carried. Communication from C. H. McGovern, City Attorney, dated September 18, 1972, in response to the letter from Sergeant G. W. Walter, dated August 24, 1972, addressed to the City Council, was presented. (Copy to each member of the City Council) It was moved by Malburg, seconded by Anderson, that the request of Sergeant G. W. Walter as outlined in his letter, dated August 24, 1972, be denied. Motion carried. Summons in connection with Case Number 37978 filed in the Municipal Court of California, County of Los Angeles, by Julio Hoyos vs. Richard L. Ellingson; Adee Plumbing & Heating, Inc., a corpo- ration; Jack Stephen Plumbing & Heating, a corporation; City of Los Angeles, a municipal corporation; City of Vernon, a municipal corporation; County of Los Angeles; Does I through XII, inclusive, for personal injury, was presented. It was moved by Anderson, seconded by Ybarra, that Summons in connection with Case Number 37978 filed in the Municipal Court of California, County of Los Angeles, by Julio Hoyos vs. City of Vernon and others, for personal injury, be denied and referred to the City Attorney and the City's insurance carrier for necessary action. Motion carried. Communication from R. H.. King, Director of Public Works, dated September 22, 1972, transmitting a Grant Deed from Eva C. Schefferly and Alice Handova, Trustees, covering a portion of the property on the north side of 26th Street west of Soto Street; and recommending that the deed be accepted and that the grantor be advised of the official recordati. on, was presented. Scheffer1y and Alice Handova, Trustees, and that the Mavor and the City Clerk be authorized to execute Certificate of Acceptance. Motion carried. Communication from F. A.. Ziemer, City Clerk-Director of Finance, dated September 25, 1972, recommending that Mrs. Lois Zaltosky be reimbursed the sum of $3.00 from the Education and Training Budget appropriation for tuition for an Intermediate Accounting Course at Cerritos College, was presented. It was moved by Anderson, seconded by Ybarra, that the recommendation of the City Clerk-Director of Finance, dated September 25, 1972, be approved and authority granted to issue warrant in the amount of $3.00 to Lois Za1tosky. Motion carried. Communication from C. E. Nemethi, M..D., Health Officer, dated September 14, 1972, requesting authority for Louis S. Hauger to attend the California Conference Directors of Environmental Health - Executive Committee Meeting at Fresno, California on October 12 & 13, 1972, with an expense allowance of $72.25, was presented. It was moved by Taverne11i, seconded by Ybarra, that the request of the Health Officer, dated September 14, 1972, be approved and authority granted to issue warrant in the amount of $72.25 to Louis S. Hauger. Motion carried. Two communications from R. H. Bockhacker, Police Chief, dated September 26, 1972, requesting authority for A. E.. Chrisman and J. R. Tucker to attend the 1972 Law Enforcement Intelligence Conference at Fresno, California, from October 16 - 18, 1972 inclusive, with an expense allowance of $118.00 each, was presented. It was moved by Ybarra, seconded by Anderson, that the requests of the Police Chief, dated September 26, 1972, be approved and authority granted to issue warrants in the amount of $118.00 each to A. E. Chrisman and J. R. Tucker. Motion carried. Activity Log of the Police Department for the period September 16 - 30, 1972 inclusive, was presented. It was moved by Malburg, seconded by Ybarra, that Activity Log of the Police Department be received and filed. Motion carried. Communication from the State of California, Division of Highways, dated September 27, 1972, with reference to the Abandoned Vehicle Abatement Program, transmitting a survey form relative to this matter, was presented. (Copy to each member of the City Council' It was moved by Anderson, seconded by Malburg, that survey form relative to the Abandoned Vehicle Abatement Program be referred to the Director of Public Works and the Police Chief for answering. Motion carried. Communication from R. H. King, Director of Public Works, dated September 28, 1972, transmitting final report entitled "Traffic Control Devices - Joint Study for the Cities of Bell, Huntington Park, Maywood and Vernon; California Traffic Safety Program Project" dated September 1972, was presented. (Copy to each member of the City Council) I I -3- 10 3 72 It was moved by Ybarra, seconded by Taverne11i, that report entitled "Traffic Control Devices - Joint Study for the Cities of Bell, Huntington Park, May~ood and Vernon; California Traffic Safety Program Project" be received for study. Motion carried. "Warrant Register No.. 366" covering claims and demands presented during the period September 16 to 30, which includes Demands Nos. 2-2160 to 2-2226 (both inclusive) drawn on the United California Bank, totaling $71,026.20 (Light and Power Warrants $4,827.34) (Accounting Period October, 1972), was examined and audited. It was moved by Ybarra, seconded by Anderson, that ''Warrant Register No. 366" be approved and payment authorized for Demands Nos. 2-2160 to 2-2226 (both inclusive), with no exceptions. Motion carried. Ayes: Anderson, Furlong, Malburg, Tavernelli, Ybarra Noes: None Absent: None Communication from the Employees Insurance Committee, dated September 29, 1972, making certain recommendations with reference to the Major Medical Group Insurance Plan, was presented. (Copy to each member of the City Council) It was moved by Malburg, seconded by Tavernel1i, that communication from the Employees Insurance Committee, dated September 29, 1972, be referred to the Finance Committee. Motion carried. Ordinance No. 836 - An Ordinance of the City of Vernon designating Article VI to Chapter 7 of the Code of the City of Vernon, California, 1959, and deleting Appendix I therefrom, was read by title for a first reading. It was moved by Ybarra, seconded by Taverne11i, that Ordinance No. 836 receive and pass a first reading. Motion carried.
