MINUTES OF A REGUlAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD NOVEMBER 8, 1972 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE. VERNON. CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Malburg, Tavernelli, Ybarra
COUNCIL ABSENT: None
The meeting was called to order by Mayor Furlong.
It was moved by Ybarra, seconded by Tavernelli, that
minutes of the meeting of October 17, 1972 be approved as written
and submitted. Motion carried.
The Clerk announced that this was the time and place for
opening of bids received for Violet Alley Improvement, 27th Street
to 30th Street and 37th Street and Santa Fe Avenue Intersection
Improvement in accordance with Contract No. 366.
It was moved by Malburg, seconded by Ybarra, that the
Clerk be instructed to open and read the bids submitted. Motion
carried.
The Clerk opened and read the following bids:

It was moved by Malburg, seconded by Ybarra, that bids
received for Violet Alley Improvement, 27th Street to 30th Street
and 37th Street and Santa Fe Avenue Intersection Improvement, in
accordance with Contract No. 366, be referred to the Director of
Public Works and the City Attorney for checking and report. Motion
carried.
Mr. W. A. McGugin, Attorney at Law, representing Hi-Line
Power, Inc., appeared before the City Council with reference to the
sale of the five (5) 7000 H.P. diesel engine generator assemblies,
auxiliaries and spare parts; and requested that Hi-Line Power, Inc.
be granted an additional extension of six (6) months from November
30, 1972 within which to complete the purchase of the five (5)
7000 H.P. diesel engine generator assemblies, auxiliaries and spare
parts, in accordance with their bid dated August 3, 1970.
After discussion, it was moved by Malburg, seconded by
Tavernelli, that the request of Mr. W. A. McGugin, Attorney at Law,
on behalf of Hi-Line Power, Inc., be denied. Motion carried.

Communication from R. H. King, Director of Public Works,
dated October 18, 1972, transmitting an easement from Mrs. Ethel K.
Bloom covering a portion of her property on the southwest corner
of 50th Street and District Boulevard; and recoIDnlending that the
grantor be advised of the official recordation, was presented.

It was moved by Tavernelli, seconded by Ybarra, that
Easement be accepted from Mrs. Ethel K. Bloom; and that the Mayor
and the City Clerk be authorized to execute Certificate of
Acceptance. Motion carried.
Communication from Supervisor Kenneth Hahn, County of Los
Angeles, dated October 19, 1972, requesting that the City Council
support his stand to prohibit major sporting events in the Los
Angeles Memorial Coliseum from being blacked out to the citizens
of the City of Los Angeles and surrounding communities within a
75-mile radius, was presented. (Copy to each member of the City
Council)
It was moved by Malburg, seconded by Tavernelli, that
communication from Supervisor Kenneth Hahn, County of Los Angeles"
dated October 19, 1972, be received and filed. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
October 25, 1972, requesting that Lieutenant A. E. Chrisman be
promoted to the position of Acting Captain, Grade 3, with the
appropriate salary increase, effective November 1, 1972, was
presented. (Copy to each member of the City Council)
It was moved by Ybarra, seconded by Anderson, that the
request of the Police Chief, dated October 25, 1972, be approved.
Motion carried.
Communication from the League of California Cities, Los
Angeles County Division, dated October 16, 1972, transmitting a
report submitted by the Uniform Traffic Control in Los Angeles
County Committee dealing with improvement of traffic flow through
uniformity of traffic controls on Alameda Boulevard; and suggesting
that the recommendations contained therein be implemented, was
presented.
It was moved by Tavernelli, seconded by Anderson, that
communication from the League of California Cities, Los Angeles
County Division, dated October 16, 1972, together with transmittal,
be referred to the Director of Public Works. Motion carried.
Communication from Louis S. Hauger, Director of Environ-
mental Health, dated October 26, 1972, requesting approval of
necessary transportation expense and meal expense to attend a
special meeting of the OSHA Advisory Council at Fresno on November
1, 2 and 3, 1972, was presented. (Copy to each member of the City
Council)
It was moved by Malburg, seconded by Tavernelli, that the
request of the Director of Environmental Health, dated October 26,
1972, be approved and authority granted to issue warrant in the
amount of $62.00 to Louis S. Hauger. Motion carried.
Communication from the Local Agency Formation Commission
of Los Angeles County, dated October 25, 1972, transmitting a
"Criteria and General Statement of Policy for Adopting Spheres of
Influence for Cities", was presented. (Copy to each member of the

It was moved by Malburg, seconded by Ybarra, that communi-
cation from the Local Agency Formation Commission of Los Angeles
County, dated October 25, 1972, together with transmittal, be
referred to the Director of Public Works for a report. Motion
carried.
Communication from Mobil Oil Corporation, dated October
26, 1972, advising that they have just determined the immediate
necessity of installing a new l2-inch pipeline to carry petroleum
and/or petroleum products from their Torrance Refinery to their
metering station on 37th Street, easterly of Santa Fe Avenue in the
City of Vernon; and requesting, if possible, the necessary approval
of the City Council prior to the issuance of an engineering permit
authorizing them to proceed, was presented. (Copy to each member
of the City Council)
It was moved by Malburg, seconded by Ybarra, that the
request of Mobil Oil Corporation, dated October 26, 1972, be
referred to the Director of Public Works for processing in accordance
with Chapter 22 of The Code of the City of Vernon, California, 1959;
and that the Director of Public Works report to the City Council
on possible alternatives to the Santa Fe Avenue route. Motion
carried.
Communication from R. H. King, Director of Public Works,
dated October 27, 1972, transmitting an agreement for providing
crossing protection at Los Angeles Junction Railway Company's
Crossing Nos. 25B-l.01-C, 25B-1.16-C, 25B-1.25-C and 2'5B-l.45-C in
District Boulevard between Corona Avenue and Cudahy Avenue; and
recommending that the agreement be executed, was presented.
It was moved by Anderson, seconded by Tavernelli, that
the recommendation of the Director of Public Works, dated October
27, 1972, be approved; and that the Mayor and the City Clerk be
authorized to execute agreement between Los Angeles Junction Railway
Company and the City of Vernon relative to Crossings Nos. 25B-1.0l-C,
25B-l.16-C, 25B-1.25-C and 25B-1.45-C. Motion carried.
''Warrant Register No. 368" covering claims and demands
presented during the period October 16 to 31, which includes Demands
Nos. 2-2368 to 2-2476 (both inclusive) drawn on the United California
Bank, totaling $1,325,338.68 (Light and Power Warrants $983,319.62)
(Accounting Period November 1972), was examined and audited.
It was moved by Ybarra, seconded by Taverne11i, that
''Warrant Register No. 368ft be approved and payment authorized for
Demands Nos. 2-2368 to 2-2476 (both inclusive), with no exceptions.
Motion carried.

Activity Log of the Police Department for the period
October 16 - 31, 1972 inclusive, was presented.
It was moved by Malburg, seconded by Ybarra, that Activity
Log of the Police Department be received and filed. Motion carried.

Clatm No. 661077 from the Interinsurance Exchange of the
Automobile Club of Southern California on behalf of Arthur Camarillo
relative to accident on September 19, 1972 at Alameda and Washington,
Los Angeles, was presented. (Copy to each member of the City
Council)
It was moved by Ybarra, seconded by Anderson, that Claim
No. 661077 filed by the Interinsurance Exchange of the Automobile
Club of Southern California on behalf of Arthur Camarillo, be denied
and referred to the City Attorney and the City's insurance carrier
for necessary action. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
November 1, 1972, recommending that Officer B. G. Baker be
reimbursed the sum of $17.95 from the Education and Training Budget
appropriation for Police Science courses, was presented.
It was moved by Anderson, seconded by Ybarra, that the
recommendation of the Police Chief, dated November 1, 1972, be
approved and authority granted to issue warrant in the amount of
$17.95 to B. G. Baker. Motion carried.
Communication from Special Counsel Donald Keith Hall,
dated November 1, 1972, transmitting three copies, each executed
by Southern California Edison Company, of a proposed Agreement
between Vernon and Edison concerning resale service; and recommending
that the City Council approve the Agreement and authorize the Mayor
and the City Clerk to execute same, was presented. (Copy of communi-
cation and Agreement to each member of the City Council)
Resolution No. 4130 - A Resolution of the City Council of
the City of Vernon authorizing the execution of an Agreement with
the Southern California Edison Company, was presented.
It was moved by Ybarra, seconded by Tavernel!i, that
Resolution No. 4130 be approved and adopted. Motion carried.

Communication from R. H. King, Director of Public Works,
dated November 2, 1972, transmitting a plan and specifications for
the replacement of a portion of the existing sewer in District
Boulevard between Heliotrope Avenue and Atlantic Boulevard; and
recommending that authority be granted to issue a purchase order
for the replacement of approximately 620 feet of 8 inch V.C.P. sewer~
was presented.
It was moved by Taverne1li, seconded by Ybarra, that the
recommendation of the Director of Public Works, dated November 2,
1972, be approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
November 3, 1972, requesting that L. C. Eldridge be advanced to
Policeman, Grade 2 and D. J. Tavernelli be advanced to Policeman,
Grade 3, effective December 1, 1972, was presented.
It was moved by Malburg, seconded by Ybarra, that the
request of the Police Chief, dated November 3, 1972, be approved.

Ordinance No. 837 - An Ordinance of the City of Vernon
deleting certain portions of Chapter 12 of The Code of the City of
Vernon, California, 1959, was read by title for a first reading.
It was moved by Ybarra, seconded by Malburg, that Ordinance
No. 837 receive and pass a first reading. Motion carried.
Ayes: Anderson, Furlong, Malburg, Tavernelli, Ybarra
Noes: None
Absent: None
There being no further business to come before the meeting,
it was moved by Anderson, seconded by Ybarra, that the meeting
adjourn. Motion carried.
