IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 430~ SANTA FE AVENUE~ VERNON 9 CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Malburg, Taverne1li, Ybarra COUNC IL ABSENT: None The meeting was called to order by Mayor Furlong. It was moved by Ybarra, seconded by Anderson, that minutes of the meeting of November 3, 1972 be approved as written and submitted. Motion carried. It was moved by Anderson, seconded by Tavernelli, that Ordinance No. 837 receive a second reading by title. Motion carried. Ord:i.nance No. 837 - An Ordinance of the City of Vernon delettng certain portions of Chapter 12 of The Code of the City of Vernon, California, 1959, was read for a second readi.ng by title.. (Copy to each member of the City Council) It was moved by Malburg, seconded by Ybarra, that Ordinance No. 837 receive and pass a second reading. Motion carried. Ayes: Anderson, Furlong, Malburg, Tavernelli, Ybarra Noes: None Absent: None It was ~oved by Ybarra, seconded by Tavernelli, that in accordance with Government Code Section 36934, the reading of Ordinance No. 837 in full be waived; and that Ordinance No. 837 receive a third and final reading by title. King, Director of Public Works, dated November 16, 1972, transmitting Contract No. 370, District Boulevard Sewer Reconstruction; and recommending that this contract be approved and that authority be granted to advertise for bids, was presented. Resolt"ltion No. 4131 - A Resolution of the Ci.ty Council of the City of Vernon approving Contract No. 370, District Boulevard Sewer Reconstruction, in accordance with Contract No. 370 of the City of Vernon, was presented. City Clerk-Director of Finance, dated November 10, 1972, recommending that Mrs. Lois Hilton be advanced to Deputy City Clerk-Accountant. Grade 3, and that Miss Sheila H. McKenna be advanced to Deputy City Clerk-Payroll, Grade 3, effective December 1, 1972, was presented. (Copy to each member of the City Council) It was moved by Anderson, seconded by Tavernelli, that the recommendation of the City Clerk-Director of Finance. dated November 10, 1972, be approved. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated November q, 1972, advising that he has suspended Officer G. O. Peay for three days, without pay, for violation of Section 4CO.ll of the Police Department's Manual of Policy and Ethics, was presented. It was moved by Malburg, seconded by Ybarra, that the action taken by the Police Chj.ef be approved. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated November 10, 1972, advising that he has suspended Officer R. D. Adams for one day, without pay, for violation of Section 400.03(B) of the Police Department's Manual of Policy and Etbics, was presented. It was moved by Tavernelli, seconded by Anderson, that the action taken by the Police Chief be approved. Motion carried. Communication from the Finance Committee, dated November 13, 1972, making a recommendation to the City Coun~il, was presented. (Copy to each member of the City Council) It was moved by Tavernel1i, seconded by Ybarra, that the recommendation of the Finance Committee, as outlined in communi- cation dated November 13, lQ72, be approved. Motion carried. Damages on behalf of Brijido R. Alvarado, Eliseo Alvarado, Jesus Alvarado and Margo Vasquez, was presented. (Copy of one Claim for Damages to each member of the City Council) It was moved by Malburg, seconded by Anderson, that the Claims for Damages on behalf of Brijido R. Alvarado, Eliseo Alvarado, Jesus Alvarado and Margot Vasquez, as submitted by Attorney Ruffo Espinosa, Jr., be denied and referred to the City Attorney and the City's insurance carrier for necessary action. King, Director of Public Works, dated November 14, 1972, with reference to bids received for Violet Alley Improvement, 27tb to 30th Street and 37th Street at Santa Fe Avenue Intersection in accordance with Contract No. 366, recom- mending that the contract be awarded to J.,B. Crosby Co., Inc. on the basis of their bid of $24,038.00, was presented. Resolution No. 4132 - A Resolution of the City Council ot the City of Vernon accepting the bid of J. B. Bush, Superintendent of BuiLding, dated November 15, 1972, requesting authority to advance Fred A. Tachovsky from Senior Electrical Inspector, Grade 3 to Grade 2, effective December 1, 1972, was presented. It was moved by Malburg, seconded by Tavernelli, that the request of the Superintendent of Building, dated November 15, 1972, be approved. Motion carried. Communication from R. H. King, Director or Public Wor.ks, dated November 15, 1972, transmitting a proposed Encroachment License Agreement between the City of Vernon and Paclfic Paper Cutter Company, Inc., covering a canopy projecting into Santa Fe Avenue; and recommending that the Encroachment License Agreement be approved and the Mayor and the City Clerk be authorized to execute same on hehalf of the City, was presented. It was moved by Ybarra, seconded by Tavernelli, that the recommendati,on of the Director of Public Works, dated November 15, 1972, be approved; and that the Mayor and the City Clerk be authorized to execute Encroachment License Agreement between the City of Vernon and Pacific Paper Cutter Company, Inc. Motion carried. Activity Log of the Police Department for the per.iod November 1 - 15, 1972 inclusive, was presented. It was moved by Malburg, seconded by Anderson, that Activity Log of the Police Department be received and filed. Motion carried. I I -4- 11 2] 72 "Payroll Warrant Regi.ster No. 184" covering claims and demands presented during the period October 1 to 31, which includes Demands Nos. 1951 to 1961 (both inclusive), drawn on the Crocker National Bank, totaling $364,615.28 (Accounting Period October 1972), was examined and audited. (Copy to each member of the City Council) It was moved by Malburg, seconded by Tavernelli, that copy of Resolution No. 72-1QO of the City Council of the City of Carson be received and filed. Motion carried. Communication from V. R. Bush, Superintendent of Building, and R. M. Eather.1y, Fi1:"e Chief, dated NO',lemher 16, 1972, submitting a progress report relative to problems involved at Clougherty Packing Company's main building complex located at 3049 E. Vernon Avenue, was presented. (Copy to each member of the City Council) It was moved by Ybarra, seconded by Taverne1li, that communication from the Superintendent of Building and the Fire Chief, dated November 16, 1972, be received and filed. Motion carried. Communication from the State of California, Department of Public Health, dated November 15, 1972, transmitting four copies of Contract No. 351 relating to the Radiation Control Program for the fiscal year July 1, 1972 through June 30, lQ73, was presented. It was moved by Malburg, seconded by Taverne1li, that the Mayor and the City Clerk be authorized to execute Contract No. 351 with the State of California, Department of Public Health, relat:tng to the Radiation Control Program for the fiscal year July 1, 1972 through June 30, 1973. King, Director of Public Works, dated November 17, 1972, transmitting a letter dated November 17, 1972 from the Road Commissioner of Los Angeles together with other pertinent data relative to 26th Street Bridge over Downey Road; and recommending that the proposed resolution be adopted, was presented. (Copy to each member of the City Council) Resolution No. 4133 - A Resolution of the City Council of the City of Vernon, California, consenting to establishment of a portion of 26th Street within said City as a part of the System of County Highways of the County of Los Angeles, was presented. It was moved by Ybarra, seconded by Tavernelli, that Resolution No. 4133 be approved and adopted. Motion carried.
