MINUTES OF A REGUlAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD DECEMBER 5, 1972 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE. VERNON. CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Malburg, Ybarra
COUNCIL ABSENT: Taverne IIi
The meeting was called to order by Mayor Furlong.
It was moved by Ybarra, seconded by Anderson, that minutes
of the meeting of November 21, 1972 be approved as written and
submitted. Motion carried.
The Clerk announced that this was the time and place for
opening of bids received for District Boulevard Sewer Reconstruction
in accordance with Contract No. 370.
It was moved by Malburg, seconded by Ybarra, that the
Clerk be instructed to open and read the bids submitted. Motion
carried.
The Clerk opened and read the following bids:

It was moved by Anderson, seconded by Ybarra, that bids
received for District Boulevard Sewer Reconstruction, in accordance
with Contract No. 370, be referred to the Director of Public Works
and the City Attorney for checking and report. Motion carried.
Mr. Carl K. Newton of the Law Offices of Burke, Williams
& Sorensen, representing Clougherty Packing Company, submitted a
progress report, dated December 5, 1972, to the City Council
relative to problems involved at Clougherty's main building complex
located at 3049 E. Vernon Avenue; and orally supplemented the written
report. Mr. Newton requested that his firm be allowed to make
another progress report in eight (8) months.
Discussion was held with reference to the progress report
and Mr. Newton's request.
It was moved by Malburg, seconded by Ybarra, that the
Law Offices of Burke, Williams & Sorensen present another progress
report on behalf of Clougherty Packing Company to the City Council
in six (6) months. Motion carried.
Communication from Charles J. Foisy, not dated, with
reference to damage to signal standard at the intersection of 26th
Street & Soto Street, requesting assistance from the City Council
in this matter, was presented. (Copy to each member of the City
Council)

Mr. Charles J. Foisy appeared before the City Council and
orally supplemented his written request.
It was moved by Malburg, seconded by Ybarra, that the
request of Charles J. Foisy, not dated, with reference to damage to
signal standard at the intersection of 26th Street and Soto Street,
be denied. Motion carried.
Communication from the League of Ca1ifor.nia Cities, Los
Angeles County Division, dated November 2, 1972, transmitting a
report submitted by the Uniform Traffic Control in Los Angeles County
Committee dealing with improvement of traffic flow through uniformity
of traffic controls on Vernon Avenue, Pacific Boulevard and Long
Beach Boulevard; and suggesting that the recommendations contained
therein be implemented, was presented.
It was moved by Anderson, seconded by Ybarra, that communi-
cation from the League of California Cities, Los Angeles County
Division, dated November 2, 1972, together with transmittal, be
referred to the Director of Public Works. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
November 24, 1972, requesting that Sgt. Frank E. Sweeney be permitted
to attend the "Drug Control Management Seminar" at Anaheim,
California on December 14, 15 and 16, 1972, with an enrollment fee
of $150.00, was presented. (Copy to each member of the City Council)
It was moved by Ybarra, seconded by Anderson, that the
request of the Police Chief, dated November 24, 1972, be approved
and authority granted to issue warrant in the amount of $150.00 to
Foundation, California State University, Los Angeles. Motion
carried.
Copy of Resolution No. 72-201 of the City Council of the
City of Carson, California, requesting a more efficient means of
presenting ballot issues to the public, WAS presented. (Copy to
each member of the City Council)
It was moved by Malburg, seconded by Ybarra, that copy of
Resolution No. 72-201 of the City Council of the City of Carson,
California, be received and filed. Motion carried.
Communication from the Vernon Police Officers' Benefit
Association, dated November 22, 1972, requesting permission to hold
their annual Children's Christmas Party in the Public Works facility
lunchroom on Saturday, December 23, 1972, at 1:00 p.m., was
presented.
It was moved by Anderson, seconded by Ybarra, that the
Vernon Police Officers' Benefit Association be granted permission
to use the Public Works facility lunchroom on Saturday, December 23,
1972, for the purpose of holding their annual Children's Christmas
Party, provided that certain measures are taken to insure the safety
of the children as the Director of Public Works deems necessary.
Motion carried.
Communication from Captain Lawrence M. Jackson, dated
November 21, 1972, requesting that he be considered as a tenant for
the city-owned house at 3361 Fruitland Avenue when it becomes
available for occupancy, was presented.

It was moved by Anderson, seconded by Ybarra, that the
request of Captain Lawrence M. Jackson, dated November 21, 1972,
be received and filed for future consideration. Motion carried.
Communication from Battalion Chief Thomas H. Garner, dated
November 21, 1972, requesting that he be granted permission to lease
the city-owned apartment at 3378 E. 50th Street, was presented.
It was moved by Anderson, seconded by Ybarra, that the
request of Battalion Chief Thomas H. Garner, dated November 21,
1972, be received and filed for future consideration. Motion carried.
Communication from R. M. Eatherly, Fire Chief, dated
November 27, 1972, requesting that Fireman J. M. Bicknell be
reimbursed the sum of $4.00 from the Education and Training Budget
appropriation for formal education in connection with his position
with the City, was presented.
It was moved by Malburg, seconded by Ybarra, that the
request of the Fire Chief, dated November 27, 1972, be approved
and authority granted to issue warrant in the amount of $4.00 to
J. M. Bicknell. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
November 30, 1972, recommending that certain Police Department
personnel be reimbursed the amounts as indicated from the Education
and Training Budget appropriation for Police Science courses, was
presented. (Copy to each member of the City Council)
It was moved by Ybarra, seconded by Malburg, that the
recommendation of the Police Chief, dated November 30, 1972, be
approved and authority granted to issue warrants in the amounts as
indicated. Motion carried.
Activity Log of the Police Department for the period
November 16 - 30, 1972 inclusive, was presented.
It was moved by Ybarra, seconded by Anderson, that Activity
Log of the Police Department be received and filed. Motion carried.
Communication from R. H. King, Director of Public Works,
dated November 30, 1972, requesting authority for Raymond R. Rich
to attend the Industrial Waste Workshop at San Diego on December 8
& 9, 1972, with an expense allowance of $129.40, was presented.
It was moved by Malburg, seconded by Ybarra, that the
request of the Director of Public Works, dated November 30, 1972, be
approved and authority granted to issue warrant in the amount of
$129.40 to Raymond R. Rich. Motion carried.
''Warrant Register No. 370" covering claims and demands
presented during the period November 16 to 30, which includes Demands
Nos. 2-2606 to 2-2691 (both inclusive), drawn on the United California
Bank, totaling $155,385.07 (Light and Power Warrants $2,775.89)
(Accounting Period December 1972), was examined and audited.

It was moved by Ybarra, seconded by Anderson, that
"Warrant Register No. 370" be approved and payment authorized for
Demands Nos. 2.2606 to 2-2691 (both inclusive), with no exceptions.
Motion carried.

Communication from R. H. King, Director of Public Works,
dated December 1, 1972, recommending that the City Attorney be
authorized to prepare an addendum to the agreement for architectural
services in accordance with the attached letter from Marion J.
Varner, Architect, dated November 29, 1972, and that the Mayor and
the City Clerk be authorized to execute the addendum on behalf of
the City, was presented. (Copies of both letters to each member of
the City Council)
It was moved by Anderson, seconded by Ybarra, that the
recommendation of the Director of Public Works, dated December 1,
1972, be approved; and that the Mayor and the City Clerk be
authorized to execute addendum to agreement between the City of
Vernon and Marion J. Varner, Architect, for architectural services.
Motion carried.
Communication from the Chief Administrative Officer, County
of Los Angeles, dated November 28, 1972, with reference to renewing
the five-year Animal Control Services Agreement currently in effect
between the County of Los Angeles and the City of Vernon which
expires January 5, 1973, was presented. (Copy to each member of the
City Council)
Resolution No. 4134 - A Resolution of the City Council of
the City of Vernon authorizing renewal of a contract with the County
of Los Angeles concerning Animal Control Services, was presented.
It was moved by Malburg, seconded by Ybarra, that
Resolution No. 4134 be approved and adopted. Motion carried.

Ordinance No. 838 - An Ordinance of the City of Vernon
deleting certain portions of Ordinance No. 835 of the City of Vernon,
was read by title for a first reading.
It was moved by Ybarra, seconded by Malburg, that Ordinance
No. 838 receive and pass a first reading. Motion carried.

There being no further business to come before the meeting,
it was moved by Anderson, seconded by Ybarra, that the meeting
adjourn. Motion carried.
