MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD JANUARY If), 1973 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE. VERNON,. CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Tavernell!, Ybarra
COUNCIL ABSENT: Malburg
The meeting was called to order by Mayor Furlong.
It was moved by Ybarra, seconded by Tavernelli, that
minutes of the meeting of January 2, 1973 be approved as written
and submitted. Motion carried.
Communication from F. A. Ziemer, City Clerk-Director of
Finance, dated January 4, 1973, transmitting a list of records which
are recommended for immediate destruction and recommending that A
resolution be adopted authorizing the destruction of these records,
was presented. (Copy to each member of the City Council)
Resolution No. 4140 - A Resolution of the City Council of
the City of Vernon authorizing the destruction of certain City
records, documents, instruments, books and papers, pursuant to
Government Code Section 34090, was presented.
It was moved by Tavernelli, seconded by Anderson, that
Resolution No. 4140 be approved and adopted. Motion carried.

Communication from R. H. King, Director of Public Works,
dated January 2, 1973, transmitting an easement from Thomas J.
O'Keefe, David J. O'Keefe and Helen M. O'Keefe covering a portion
of District Boulevard at the southwest corner of District Boulevard
and 49th Street; and recommending that the easement be accepted and
the grantors advised of the official recordation, was presented.
It was moved by Ybarra, seconded by Tavernelli, that
easement be accepted from Thomas J. O'Keefe, David J. O'Keefe and
Helen M. O'Ke~fe; and that the Mayor and the City Clerk be
authorized to execute Certificate of Acceptance. Motion carried.
Communication from Mobil Oil Corporation, dated January 4,
1973, transmitting a letter from The Atchison, Topeka and Santa Fe
Railway Company, dated December 27, 1972, advising that they cannot
provide Mobil with a right of way in their property; and again
requesting the City's approval of their original alignment as
outlined in their letter dated October 26, 1972, was presented.

It was moved by Ybarra, seconded by Anderson, that the
request of Mobil Oil Corporation, dated January 4, 1973, be referred
to the Director of Public Works for processing in accordance with
Chapter 22 of The Code of the City of Vernon, California, 1959.
Motion carried.

Communication from the Finance Committee, dated January 8,
1973, making a recommendation with reference to the five year
estimate for anticipated street projects, as submitted by the
Director of Public Works, dated March 23, 1972, was presented.

It was moved by Tavernelli, seconded by Anderson, that the
five year estimate for anticipated street improvement projects, as
submitted by the Director of Public Works under date of March 23,
1972, be approved in principle only; and that the priority suggested
by the Director of Public Works and the amounts estimated to cover
the costs of the projects suggested by the Director of Public Works
not be construed as final approval but only as a guide for long
range planning and that this summary be reviewed and re-evaluated
each fiscal year. Motion carried.
Communication from R. H. King, Director of Public Works,
dated January 9, 1973, recommending that the house at 3560 E. Vernon
Avenue be leased to Mr. Edward L. Saenz, Utility Man III, when it
becomes available for occupancy, was presented. (Copy to each member
of the City Council)
It was moved by Ybarra, seconded by Tavernelli, that the
city-owned house located at 3560 E. Vernon Avenue be leased to
Mr. Edward L. Saenz when it becomes available for occupancy. Motion
carried.
Communication from The Pacific Telephone and Telegraph
Company, dated January 8, 1973, submitting a claim dated January 8,
1973, in the amount of $309.60, together with bill marked Exhibit
A, for damages to their 400-pair and 51-pair underground cables and
wooden duct conduit at the front of 2929 Santa Fe Avenue, was
presented. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Ybarra, that the
claim from The Pacific Telephone and Telegraph Company, dated
January 8, 1973, be denied and referred to the City Attorney and
the City's insurance carrier for necessary action. Motion carried.
Communication from R. H. King, Director of Public Works,
dated January 10, 1973, transmitting a proposal, dated January 8,
1973, for cleaning the sewerage system of the City of Vernon for an
additional four year period, submitted by Rodding-Cleaning Machines,
Inc.; and recommending that the proposal be accepted and that the
Agreement, dated May 20, 1969, and the Amendment to Agreement, dated
July 17, 1969, be renewed for four years to cover the period, July
1, 1973 thru June 30, 1977, was presented. (Copy to each member of
the City Council)
It was moved by Tavernel1i, seconded by Ybarra, that the
recommendation of the Director of Public Works, dated January 10,
1973, be approved; and that the Mayor and the City Clerk be
authorized to execute Extension of Agreement between the City of
Vernon and Rodding-Cleaning Machines, Inc. covering the period July
1, 1973 thru June 30, 1977. Motion carried.
Communication from R. H. King, Director of Public Works~
dated January 10, 1973, requesting authority for A. E. Nelson, Jr.
to attend the A.P.W.A. Workshop, Building Code and Inspection
Services, at San Francisco, California on January 23 and 24, 1973,
with an expense allowance of $98.50, was presented.

It was moved by Anderson, seconded by Taverne11i, that the
request of the Director of Public Works, dated January 10, 1973, be
approved and authority granted to issue warrant in the amount of
$98.50 to A. E. Nelson, Jr. Motion carried.
Communication from the City of Baldwin Park, dated January
5, 1973, transmitting a copy of its Resolution No. 72-160 requesting
the support of other California cities in filing litigation to test
the validity of the method of apportioning sales tax under the
Bradley-Burns Uniform Local Sales and Use Tax Law, was presented.

It was moved by Taverne1li, seconded by Ybarra, that
communication from the City of Baldwin Park, dated January 5, 1973,
together with transmittal, be received and filed. Motion carried.
Communication from the Container Corporation of America,
dated December 27, 1972, with reference to the recommendation to
the City Council to eliminate the office of the Superintendent of
Building, was presented. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Tavernelli, that
communication from the Container Corporation of America, dated
December 27, 1972, be received and filed for reference. Motion
carried.

It was moved by Anderson, seconded by Tavernelli, that
communication from Sidney R. Title, dated December 29, 1972, be
received and filed for reference. Motion carried.
''Warrant Register No. 373" covering claims and demands
presented during the period January 1 to 15, which includes Demands
Nos. 2-2891 to 2-3019 (both inclusive) drawn on the United California
Bank, totaling $1,207,878.80 (Light and Power Warrants $1,098,431.63)
(Accounting Period January 1973), was examined and audited.
It was moved by Taverne11i, seconded by Ybarra, that
''Warrant Register No. 373" be approved and payment authorized for
Demands Nos. 2-2891 to 2-3019 (both inclusive), with no exceptions.
Motion carried.

"Payroll Warrant Register No. 186" be approved and payment authorized
for Demands Nos. 1971 to 1980 (both inclusiveh with no exceptions8

Activity Log of the Police Department for the period
January 1 - 15, 1973 inclusive, was presented.
It was moved by Ybarra, seconded by Anderson, that Activity
Log of the Police Department be received and filed. Motion carried8
Communication from R. H. King, Director of Public Works,
dated January 11, 1973, transmitting Contract No. 371, Pavement
Striping for 1973; and recommending that this contract be approved
and that authority be granted to advertise for bids, was presented.
Resolution No. 4139 - A Resolution of the City Council of
the City of Vernon approving Contract No. 371 for Pavement Striping
for 1973, in accordance with Contract No. 371 of the City of Vernon,
was presented.
It was moved by Ybarra, seconded by Tavernelli, that
Resolution No. 4139 be approved and adopted. Motion carriedo

Communication from F. W. Sumner, Senior Building Inspector,
and Robert M. Eatherly, Fire Chief, dated January 12, 1973,
submitting a progress report relative to problems involved at

Council)
It was moved by Anderson, seconded by Tavernelli, that
communication from the Senior Building Inspector and the Fire Chief,
dated January 12, 1973, be received and filed. Motion carried.
Communication from R. M. Eatherly, Fire Chief,

approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
January 12, 1973, requesting authority to attend the Attorney
General All Zone and State Peace Officers' Meeting at Sacramento
from February 7 to 9, 1973 inclusive, with an expense allowance
of $156.00, was presented.
It was moved by Anderson, seconded by Ybarra, that the
request of the Police Chief, dated January 12, 1973, be approved
and authority granted to issue warrant in the amount of $156.00 to
R. H. Bockhacker. Motion carried.

Report of Health Department Activities for the month of
December 1972, was presented. (Copy to each member of the City
Council)
It was moved by Anderson, seconded by Taverne11i, that
Report of Health Department Activities be received and filed. Motion
carried.
Communication was presented from R. H. Bockhacker, Police
Chief, dated January 12, 1973, requesting reimbursement for the
following officers from the Education and Training Fund for Police
Science courses:

It was moved by Ybarra, seconded by Tavernel1i, that the
request of the Police Chief, dated January 12, 1973, be approved
and authority granted to issue warrants in the amounts as indicated.
Motion carried.
The City Attorney recommended that the City Council again
discuss certain items contained in communication to the City Council
from the Finance Committee, dated December 11, 1972.
Upon recommendation of the City Attorney, the City Council
again discussed the following recommendations as out: 15nedin comnum -i-
ca.tion from the Finance Committee, dated December 11, 1972:
(1) Enumerated paragraphs one (1) and two (2) with
reference to the Public Works Department;
(2) Enumerated paragraphs six (6) and seven (7) with
reference to the Building Department; and
(3) Enumerated paragraphs one (1) and two (2) with
reference to the city-owned houses.
It was moved by Anderson, seconded by Tavernelli, that the
recommendations of the Finance Committee as outlined in enumerated
paragraphs one (1) and two (2) of communication, dated December 11,
1972, with reference to the Public Works Department, be approved.
Motion carried.

It was moved by Anderson, seconded by Tavernelli, that the
recommendations of the Finance Committee as outlined in enumerated

It was moved by Tavernelli, seconded by Ybarra, that the
city-owned house at 3361 Fruitland Avenue be leased to Joseph A.
Venezia when it becomes available for occupancy; and that the city-
owned house at 4329 Furlong Place be leased to Marvin King when it
becomes available for occupancy. Motion carried.

Discussion was held with reference to members of the City
Council meeting with a Committee headed by Mr. Phil Reavis,
Industrial Realtor, for the purpose of discussing action taken
relative to the Building Department by the City Council at its
meeting held on December 19, 1972.
The Mayor designated a Committee of himself and Councilman
L. C. Malburg to meet with the Committee headed by Mr. Reavis.
The meeting was set for Thursday, January 18, 1973 at 9:00 o'clock
a.m. in the Council Chamber. Mr. Reavis was present and agreed to
the time and place of the meeting.
Marion J. Varner & Associates appeared before the City
Council and presented the following:
(1) Architect's Rendering of the Master Plan of the
proposed City Hall Building and Police Facility;
(2) Schematic and Preliminary & Site Plans of the proposed
City Hall Building and Police Facility; and
(3) Schematic and Preliminary Site Plan and Floor Plan
of the proposed Fire Department Service Garage.
A general discussion of the proposed facilities was held.
Communication from R. H. King, Director of Public Works,
dated January 9, 1973, advising that certain materials have been
prepared by Marion J. Varner, Architect, in connection with the
schematic studies and preliminary planning and design of the
proposed City Hall and Police Facility Building; and recommending
that these materials be accepted as substantial completion of the
schematic studies and preliminary planning and design, was presented.

It was moved by Ybarra, seconded by Tavernelli, that the
recommendation of the Director of Public Works, dated January 9,
1973, be approved; and that the materials prepared by Marion J.
Varner & Associates be accepted as substantial completion of the
schematic studies and preliminary planning and design in connection
with the proposed City Hall and Police Facility Building. Motion
carried.
There being no further business to come before the meeting,
it was moved by Tavernelli, seconded by Anderson, that the meeting
adjourn. Motion carried.

NOTICE OF MEETING
The committee of the City Council, pursuant to action
taken at a regular meeting held January 16, 1973 will be held on
January 18, 1973 in the Council Chamber at 9:00 a.m.
The purpose of said meeting will be to discuss action
taken relative to the Building Department by the City Council
at a regular meeting held on December 19, 1972 and to meet with
a committee headed by Mr. Phil Reavis, relative to said subject.
