MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD FEBRUARY 6, 1973 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE. VERNON~ CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Malburg, Tavernelli, Ybarra
COUNCIL ABSENT: None
The meeting was called to order by Mayor Furlong.
It was moved by Ybarra, seconded by Tavernelli, that
minutes of the meeting of January 16, 1973 be approved as written
and submitted. Motion carried.
The Clerk announced that this was the time and place for
opening of bids received for Pavement Striping for 1973 in accordance
with Contract No. 371.
It was moved by Malburg, seconded by Anderson, that the
Clerk be instructed to open and read the bids submitted. Motion
carried.
The Clerk opened and read the following bids:

8,701.48
It was moved by Anderson, seconded by Ybarra, that bids
received for Pavement Striping for 1973, in accordance with Contract
No. 371, be referred to the Director of Public Works and the City
Attorney for checking and report. Motion carried.
Communication from Mr. W. J. Keebler, Owens Illinois
Forest Products Division, dated January 8, 1973, requesting that he
b~ considered as a tenant for one of the city-owned houses, was
presented. (Copy to each member of the City Council)
It was moved by Ybarra, seconded by Tavernel1i, that the
city-owned house located at 4327 Furlong Place be leased to Mr. W~
J. Keebler when it becomes available for occupancy. Motion carrted.
Communication from F. A. Ziemer, City Clerk-Director of
Finance, dated January 17, 1973, transmitting a corrected list of
records which are recommended for ~ediate destruction and recom-
mending that a resolution be adopted authorizing the destruction
of these records, was presented. (Copy to each member of the City
Council)
Resolution No. 4142 - A Resolution of the City Council of
the City of Vernon authoriZing the destruction of certain City
records, documents, instruments, books and papers, pursuant to
Government Code Section 34090 and repealing Resolution No. 4140 of
the City Council of the City of Vernon, was presented.
It was moved by Anderson, seconded by Ybarra, that
Resolution No. 4142 be approved and adopted. Motion carried.

Communication from R. M. Eatherly, Fire Chief, dated
January 22, 1973, requesting permission to reassign J. R. Brown from
Driver Mechanic to fire suppression duty as Hoseman, Grade 1,
effective February 1, 1973, was presented.
It was moved by Tavernelli, seconded by Malburg, that the
request of the Fire Chief, dated January 22, 1973, be approved.
Motion carried.
Communication from R. M. Eatherly, Fire Chief, dated
January 22, 1973, requesting permission to reassign Fireman D. Kruse
from fire suppression duties to Driver Mechanic, Grade 3, effective
February 1, 1973, was presented.
It was moved by Ybarra, seconded by Malburg, that the
request of the Fire Chief, dated January 22, 1973, be approved.
Motion carried.
Communication from C. E. Nemethi, M.D., Health Officer,
dated January 19, 1973, requesting authority for Louis S. Hauger to
attend the California Conference Directors of Environmental Health -
Executive Committee Meeting at Fresno, California on February 23,
1973 with an expense allowance of $43.75, was presented.
It was moved by Malburg, seconded by Tavernel1i, that the
request of the Health Officer, dated January 19, 1973, be approved
and authority granted to issue warrant in the amount of $43.75 to
Louis S. Hauger. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
January 30, 1973, advising that Officer D. R. Haehn is resigning
from the Vernon Police Department effective as of the end of his tou~
of duty on February l6, 1973, was presented.
It was moved by Ybarra, seconded by Anderson, that the
resignation of Officer D. R. Haehn be accepted. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
January 30, 1973, advising that Officer Jay E. Glenn is resigning
from the Vernon Police Department effective as of the end of his
tour of duty on January 29, 1973, was presented.
It was moved by Ybarra, seconded by Anderson, that the
resignation of Officer Jay E. Glenn be accepted. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
February l, 1973, requesting that Sgt. L. S. Rosenkrantz be promoted
to Acting Lieutenant, Grade 4, and Officer J. E. Mason be promoted
to Acting Sergeant, Grade 4, effective February 1, 1973, with appro-
priate salary adjustments, was presented. (Copy to each member of
the City Council)
It was moved by Ybarra, seconded by Malburg, that the
request of the Police Chief, dated February l, 1973, be approved.
Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
February l, 1973, requesting that Acting Captain A. E. Chrisman be
granted a car allowance of $85.00 per month, effective February
1, 1973, was presented.

It was moved by Anderson, seconded by Tavernelli, that the
request of the Police Chief, dated February l, 1973, be approved.
Motion carried.
Communication from R. M. Eatherly, Fire Chief, dated
February 1, 1973, requesting authority and funds to purchase one
new lawn power edger at an estimated cost of $80.00, was presented.
It was moved by Malburg, seconded by Ybarra, that the
request of the Fire Chief, dated February 1, 1973, be approved.
Motion carried.
Communication from R. M. Eatherly, Fire Chief, dated
February 1, 1973, requesting authority and funds to purchase certain
items, as indicated, which were deferred in the 1972-73 budget
appropriation, was presented. (Copy to each member of the City
Council)
It was moved by Ybarra, seconded by Tavernel1i, that the
request of the Fire Chief, dated February 1, 1973, be approved.
Motion carried.
Activity Log of the Police Department for the period
January l6 - 3l, 1973 inclusive, was presented.
It was moved by Malburg, seconded by Ybarra, that Activity
Log of the Police Department be received and filed. Motion carried.
"Warrant Register No. 374" covering claims and demands
presented during the period January l6 to 3l, which includes Demands
Nos. 3-1 to 3-1ll (both inclusive) drawn on the United California
Bank, totaling $202,497.88 (Light and Power Warrants $2,466.l6)
(Accounting Period February, 1973), was examined and audited.
It was moved by Ybarra, seconded by Tavernelli, that
t~arrant Register No. 374" be approved and payment authorized for
Demands Nos. 3-1 to 3-lll (both inclusive), with no exceptions.
Motion carried.

Communication from A. E. Nelson, Jr., City Engineer, dated
February 2, 1973, requesting authority for Raymond Rich to attend
WPCF Workshop at Los Angeles on February 8, 1973 with an expense
allowance of $22.00, was presented.
It was moved by Anderson, seconded by Tavernelli, that
the request of the City Engineer, dated February 2, 1973, be approved
and authority granted to issue warrant in the amount of $22.00 to
Raymond Rich. Motion carried.
Resolution No. 4141 - A Resolution of the City Council of
the City of Vernon commending Robert H. King upon his retirement and
for his years of service to the City of Vernon, was presented.
It was moved by Malburg, seconded by Ybarra, that
Resolution No. 4141 be approved and adopted. Motion carried.

Resolution No. 4143 - A Resolution of the City Council of
the City of Vernon amending Resolution No. 4116, dated June 20, 1972,
was presented.
It was moved by Anderson, seconded by Ybarra, that
Resolution No. 4143 be approved and adopted. Motion carried.

Absent: None
Resolution No. 4144 - A Resolution of the City Council of
the City of Vernon amending Resolution No. 3032, dated August 5,
1969, was presented.
It was moved by Malburg, seconded by Ybarra, that
Resolution No. 4144 be approved and adopted. Motion carried.

There being no further business to come before the meeting,
it was moved by Anderson, seconded by Tavernelli, that the meeting
adjourn. Motion carried.
