MINUTES OF A REGULAR MEETING OF THE
CITY COUNC IL OF THE CITY OF VERNON
HELD FEBRUARY 20, 1973 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE. VERNON. CALItQgNIA.
COUNCIL PRESENT: Anderson, Furlong, Malburg, Taverne1li, Ybarra
COUNCIL ABSENT: None
The meeting was called to order by Mayor Furlong.
It was moved by Ybarra, seconded by Anderson, that minut~3
of the meeting of February 6, 1973 be approved as written and
submitted. Motion carried.
Communication from F. A. Ziemer, City Clerk-Director of
Finance, dated February 7, 1973, recommending that Mrs. Lois Hilton
be reimbursed the sum of $9.61 from the Education and Training Budget
appropriation for an accounting course at Cerritos College, was
presented.
It was moved by Malburg, seconded by Taverne11i, that the
reconmendation of the City Clerk-Director of Finance, dated February
7, 1973, be approved and authority granted to issue warrant in the
amount of $9.61 to Lois Hilton. Motion carried.
Communication from Mrs. Linda S. Sandoval, Police Depart-
ment employee, dated February 2, 1973, submitting an application to
rent one of the city-owned one bedrOOIn apartments on ,50th Street,
was presented.
It was moved by Anderson, seconded by Ybarra, that communi,.
cation from Mrs. Linda S. Sandoval, dated February 2, 1973, be
received and filed for future consideration. Motion carried.
Communication from the Finance Committee, dated February
13, 1973, making certain recommendations with reference to the
builc,lng v7hich contains the Furlong Place garages and the present
FirS' Department service garage, was presented. (Copy to each member
of the City Council)
It was moved by Anderson, seconded by Tavernel1i, that the
recommendations of the Finance COIIl..TUittee, as outlined in communi-
cation dated February 13, 1973, be approved. Motion c8xried.
Communication from the Public Employees' Retirement System,
dated February 9, 1973, with reference to Senate Bill 135, Chapter
1413 (1972), was presented. (Copy to each member of the City Council)
It was moved by Malburg, seconded by Ybarra, that communi-
cation from the Public Employees' Retirement System, dated February
9, 1973, be referred to the Finance Committee. Motion carried.
Report of Health Department Activities for the month of
January, 1973, was presented. (Copy to each member of the City
Council)
It was moved by Anderson, seconded by Tavcrnel1i, that
Report of Health Department Activities bp- received and filed.

Communication from R. H. King, Director of Public Works,
dated February 13, 1973, with reference to bids received for Pavement
Striping Service in accordance with Contract No. 371, recommending
that the contract be awarded to Safety Striping Service on the basis
of their bid of $6,570.30, was presented.
Resolution No. 4145 - A Resolution of the City Council cf
the City of Vernon accepting-the bid of Safety Striping Service for
Pavement Striping for 1973, in accordance with Contract No. 371 of
the City of Vernon, was presented.
It was moved by Malburg, seconded by Ybarra, that
Resolution No. 4145 be approved and adopted. Motion carried.

Communication from the City of MOntclair, dated February
9, 1973, with reference to possible litigation on the distribution
of sales tax to cities as set forth by the Bradley-Burns sales tax
formula, asking if Vernon favors retention of the formula and is
interested in joining as an "interested party" in appropriate
litigation should this become necessary, was presented. (Copy to
each member of the City Council)
It was moved by Tavernelli, seconded by Ybarra, that the
City Council of Vernon go on record as favoring the retention of
the existing Bradley-Burns sales tax formula; and that the City of
Montclair be notified that the City of Vernon is interested in
joining as an "interested partytt in appropriate litigation should
this become necessary. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
February 14, 1973, requesting that certain Police Department
personnel be re~bursed the amounts as indicated from the Education
and Training Budget appropriation for Police Science courses, was
presented. (Copy to each member of the City Council)
It was moved by Ybarra, seconded by Malburg, that the
request of the Police Chief, dated February 14, 1973, be approved
and authority granted to issue warrants in the amounts as indicated.

Activity Log of the Police Department for the period
February 1 - 15, 1973 inclusive, was presented.
It was moved by Anderson, seconded by Ybarra, that Activity
Log of the Police Department be received and fi1edc Motion carried.
"Warrant Register No. 375" covering claims and demands
presented during the period February 1 to 15, which includes Demands
Nos. 3-112 to 3-272 (both inclusive) drawn on the United California
Bank, totaling $1,076,170~40 (Light and Power Warrants $1,039,631.38)
(Accounting Period February 1973), wac examined and audited.
It was moved by Ybarra, seconded by Tavernel1i, that
"Warrant Register No. 375" be approved and payment authorized fo1.
Demands Nos. 3-112 to 3-272 (both inclusive), with no exceptions.
Motion carried.

"Payroll Warrant Register No. 187" covering claims and
demands presented during the period January 1 to 31, which includ~s
Demands Nos. 1981 to 1989 (both inclusive), drawn on the Crocker
National Bank, totaling $365,746.70 (Accounting Period January 1973),
was examined and audited.
It was moved by Ybarra, seconded by Taverne11i, that
"Payroll Warrant Register No. 187" be approved and payment authorized
for Demands Nos. 1981 to 1989 (both inclusive), with no exceptions.
Motion carried.

Communication from F. W. Sumner, Senior Building
Inspector, and Robert M. Eatherly, Fire Chief, dated February 15,
1973, submitting a progress report relative to problems involved
at Clougherty Packing Company's main building complex located at
3049 E. Vernon Avenue, was presented. (Copy to each member of the
City Council)
It was moved by Malburg, seconded by Ybarra, that communi-
cation from the Senior Building Inspector and the Fire Chief, dated
February 15, 1973, be received and filed. Motion carried.
Communication from Keith Slifka, President of the Vernon
Firemen's Association, dated February 8, 1973, making a formal
request that the City of Vernon compensate all of the employees of
its Fire Department for the holidays declared by the City as a
result of the days of mourning for former Presidents Truman and
Johnson, was presented. (Copy to each member of the City Council)
It was moved by Malburg, seconded by Tavernelli, tbat
corrnnunication from Keith Slifka, President of the Vernon Firemen's
Association, dated February 8, 1973, be referred to the City Attorney
and Mr. Harry J. Keaton, Municipal Employee Relations Representative.
Motion carried.
Communication from R. M. Eatherly, Fire Chief, dated
February 16, 1973, requesting authority for Louis C. Matteson to
attend an Intensified Technical Course in Fire Prevention at
Sacramento from March 12 to 16, 1973, with an expense allowance of
$137.00, was presented.
It was moved by Ybarra, seconded by Taverne11i, that the
request of the Fire Chief, dated February 16, 1973, be approved
and authority granted to issue warrant in the amount of $137.00 to
Louis C. Matteson. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
February 16, 1973, requesting that R. O. Campbell and J. W.
Triplett, III, be advanced to Policemen, Grade 1, effective March
1, 1973, was presented.
It was moved by Anderson, seconded by Malburg, that the
request of the Police Chief, dated February 16, 1973, be approved

Communication from R. H. Bockhacker, Police Chief, dsted
February 16, 1973, requesting that authority be granted to issue
warrants in the amount of $40.00 each to Lieutenants B. G. Emrick,
D. E. Fisher, P. A. Taylor and G. W. Wilcox to cover additional
expenses for attending a Middle Management Program at California
State University of Los Angeles, was presented. (Copy to each member
of the City Council)
It was moved by Malburg, seconded by Taverne11i, that the
request of the Police Chief, dated February 16, 1973, be approved
and authority granted to issue warrants in the amount of $40.00 each
to B~ G~ Emrick, D. E. Fisher, P. A. Taylor and G. W. Wilcox.
Motion carried.
Summons in connection with Case Number C 23562 filed by
Xerox Corporation against County of Los Angeles, City of Vernon and
others, in the Superior Court of the State of California for the
County of Los Angeles, for first amended complaint to recover
unsecured personal property taxes illegally or erroneously collected,
was presented.
It was moved by Anderson, seconded by Ybarra, that Summons
in connection with Case Number C 23562 in the Superior Court of the
State of California for the County of Los Angeles, be referred to
the City Attorney. Motion carried.
Mayor Furlong made an oral recommendation that Vincent R.
Bush, Superintendent of Building, be given his annual vacation the
last ten working days of March, 1973 as his position is being
eliminated effective April 1, 1973.
It was moved by Malburg, seconded by Tavernelli, that the
oral recormnendation of Mayor Furlong be approved. Motion carried.
There being no further business to come before the meeting,
it was moved by Anderson, seconded by Taverne1li, that the meeting
adjourn. Motion carried.
