COUllCJ1.. PRESENT: Furlong, Malburg, Tavernelli, Ybarra COUNCn.. ABSENT: Anderson The meeting was called to order by Mayor Furlong. It was moved by Ybarra, seconded by Tavernelli, that minutes of the meeting of April 17, 1913 be approved as written and submitted. Motion carried. Copy of Resolution No. 73-64 of the City Council of the City of Torrance ::equesting the State Legislature to enact a bi.11 requiring the mandatory imposition of capital punishment upon anyone convicted of the first degree murder of a peace officer engaged in the performance of his duties, was presented. It was moved by Malburg, seconded by Tavernelli, that a copy of Resolution No. 73-64 of the City Council of the City of Torrance be received and filed. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated April 18, 1973, requesting permission to employ Ralph William Mitchell and Robert Adrian Monzingo as Policemen, Grade 4, effective May 1, 1973; and requesting permission to employ Albert Wallace Tortoriello as Policeman, Grade 3, effective May 1, 1973, was pre- sented. It was moved by Tavernelli, seconded by Ybarra, that the requests of the Police Chief, dated A?ril 18, 1973, be approved. Motion carried. Communicntion from R. M. Eatherly, Fire chief, dated April 23, 1973, requesting that Fireman L. E. Spadt be reimbursed the sum of $11.22 from the Education and Training Budget appro- priation for a Fire Science Course at Santa Ana College, was pre- sented,. It: wa.s moved by }"..alburg, seconded by Ybarra, that the request of the Fire Chief, dated April 23, 1973, be approved and authority granted to isstle warrant in the amount of $1!,.22 to L. E. Spadt. Motion carried. Cow~tlnication from A. E. Nelson, Jr., Director of Public Works, dated April 26, 1973, transmitting a proposed letter contract fer planning services with Koebig & Koebig, Inc. with a standard hourly fee schedule and scope of services for a general plan program for the City of Vernon; and recommending that, subject to the 8-?prov.. a1 of the C5.ty Attorney, the Mayor and the ctty Clerk be authorized to accept the proposed letter contract on behalf of the City, was presented. (Copy to each member of the City Council) Mr" Robert U" Adams, Manager of the Vernon Chamber of Commerce, orally offered the services of the Chamber and its re- sources in preparation of a general plan. I I -2- 5 1 73 It was moved by Tavernelli, seconded by Ybarra, that the recommendation of the Director of Public Works, dated April 26, 1973, be approved; and that the Mayor and the City Clerk be authorized to accept the letter contract, dated April 18, 1973, between the City of Vernon and Koebig & Koebig, Inc. for planning services.. Motion carried.. Communication from A. E. Nelson, Jr., Director of Public Works, dated April 26, 1973, advising that Ameron, Inc~, Pipe Lining Division, has completed the work of cleaning and cement lining of water mains under Contract No. 369; and recommending that autho~ity be granted to pay the contractor in accordance with the agreement, vJaS presented. Resolution No. 4158 - A Resolution of the of the City of Vernon accepting the work of Ameron, Division for the work of cleaning and cement lining pursuant to Contract No. 369, was presented. Communication from R. M. Eatherly, Fire Chief, dated April 27, 1973~ requesting that he be authorized to attend the Calif0~~nia Fire Chiefs' Association 5th Annual Administration Institute ~t Monterey, California from May 21 to 25, 1973, with an expense allow- ance or $320.50, was presented. It was moved by Ybarra, seconded by Tavernelli, that the request of the Fire Chief, dated April 27, 1973, be approved and authority granted to issue warrant in the amount of $320.50 to R. M. Eatherly. Motion carried. Discussion was held with reference to Planned Use Report to the Department of the Treasury, Office of Revenue Sharing relati.ve to Federal Revenue St)aring Funds received by the City of Vernon. It was moved by Malburg, seconded by Ybarra, that all Federal Revenue Sharing Funds received by the City of Vernon be ex- pended one hundred percent (100%) for capital equipment in the public safety category. Motion carried. Communication from F. Ao Ziemer, City Clerk- Directo~ of Finance, dated April 23, 1973, reporting on the examination of the records of the State Board of Equalization at Sacramento, Califoxnia pertaining to sales and use taxes collected by the Board for t:hr:: eit:} of Vernon pursuant to contract entered into between the Board and the City of Vernon under the Bradley-Burns Uniform Local 5e,les and Use Tax J...aw:l was presented~ (Copy to each member of the City Coun~I:; C-l l~' J;.
