19730515 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD MAY 15, 1973 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE , VERNON? CALIFORNIA. COUNCIL PRESENT: Malburg, Taverne1li, Ybarra COUNCIL ABSENT: Anderson, Furlong The meeting was called to order by Mayor Pro Tempore Leonis C. Malburg. It was moved by Ybarra, seconded by Tavernelli, that minutes of the meeting of May 1, 1973 be approved as written and submitted. Motion carried. Communication from A. E. Nelson, Jr., Director of Public Works, dated April 20, 1973, transmitting a summary of the major street projects anticipated for the next five years, was presented. (Copy to each member of the City Council) It was moved by Ybarra, seconded by Tavernel1i, that a summary of the major street projects anticipated for the next five years be referred to the Finance Committee for study and report. Motion carried. Communication from A. E. Nelson, Jr., Director of Public Works, dated May 4, 1973, transmitting a proposed Encroachment License Agreement between the City of Vernon and Mobil Oil Corporation covering an 8" oil line in Bandini Boulevard; and recom- mending that the Encroachment License be approved and the Mayor and the City Clerk be authorized to execute same on behalf of the City, was presented. It was moved by Ybarra, seconded by Tavernel1i, that the recommendation of the Director of Public Works, dated May 4, 1973, be approved; and that the Mayor and the City Clerk be authorized to execute Encroachment License Agreement between the City of Vernon and Mobil Oil Corporation. Motion carried. Communication from A. E. Nelson, Jr., Director of Public Works, dated May 7, 1973, requesting authority for James Persons to attend Fundamenta1~ of Traffic Engineering at U.C. Irvine from June 25 to 29, 1973, with an expense allowance of $58.75, was presented. It was moved by Tavernelli, seconded by Ybarra, that the request of the Director of Public Works, dated May 7, 1973, be approved and authority granted to issue warrant in the amount of $58.75 to James Persons. Motion carried. Communication was presented from R. H. Bockhacker, Police Chief, dated May 9, 1973, requesting permission to advance the following personnel effective as of June 1, 1973: E. T. Brazil to Sergeant, Grade 1 I. L. Elder to Policeman, Grade 1 R. E. Olson to Policeman, Grade 3 G. R. Stevens to Policeman, Grade 1 I -2- 5 15 73 It was moved by Ybarra, seconded by Tavernelli, that the request of the Police Chief, dated May 9, 1973, be approved. Motion carried. Report of Health Department Activities for the month of April 1973, was presented. (Copy to each member of the City Council) It was moved by Ybarra, seconded by Tavernelli, that Report of Health Department Activities be received and filed. Noti.on carried. Activity Log of the Police Department for the period May 1 - l4, 1973 inclusive, was presented. It was moved by Ybarra, seconded by Tavernelli, that Activity Log of the Police Department be received and filed. Motion carried. "Payroll Warrant Register No. 190" covering claims and demands presented during the period April 1 to 30, which includes Demands Nos. 2008 to 2017 (both inclusive), drawn on the Crocker National Bank, totaling $370,008.6l (Accounting Period April 1973), was examined and audited. It was moved by Ybarra, seconded by Tavernelli, that "Payroll Warrant Register No. 190" be approved and payment authorized for Demands Nos. 2008 to 2017 (both inclusive), with no excep~ions. Motion carried. Ayes: Malburg, Tavernelli, Ybarra Noes: None Absent: Anderson, Furlong ll'(~arrant Register No. 38111 covering claims and demands presented during the period May 1 to 15, which includes Demands Nos. 3-814 to 3-936 (both inclusive), drawn on the United California Bank, totaling $l,l41,010.54 (Light and Power Warrants $1,049,348.85) (Accounting Period May 1973), was examined and audited. It was moved by Ybarra, seconded by Tavernelli, that "vJarrant Register No. 381" be approved and payment authorized for Demands Nos. 3-814 to 3-936 (both inclusive), with no exceptions. Motion carried. Ayes: Malburg, Taverne1li, Ybarra Noes: None Absent: Anderson, Furlong Communication from A. E. Nelson, Jr., Director of Public Works, and R. M. Eatherly, Fire Chief, dated May 11, 1973, advising that the automatic fire sprinkler system for Clougherty Packing Company is progressing in a satisfactory manner, was presented. (Copy to each member of the City Council) It was moved by Tavernelli, seconded by Ybarra, that communication from the Director of Public Works and the Fire Chief, dated May ll, 1973, be received and filed. Motion carried. Communication from R. H. Bockhacker, Police Chief, datBd May 10, 1973, requesting that Lieutenants L. F. Ely and L. S. Rosenkrantz be authorized to attend the Middle Management School from June 4 to 15, 1973, inclusive, with a total cost of $500.00 for each officer, was presented. (Copy to each member of the Ci Council) I I -3- 5 15 73 It was moved by Tavernelli, seconded by Ybarra, that the request of the Police Chief, dated May 10, 1973, be approved; that authority be granted to issue warrant in the amount of $100.00 to the California State University at Long Beach, California; and that authority be granted to issue warrants in the amount of $150.00 each to L. F. Ely and L. S. Rosenkrantz. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated May 10, 1913, advising that he has suspended Officer W. H. Horton for one (1) day, without pay, effective May 2, 1973, for violation of Section 400.11 of the department's Manual of Policy and Ethics, was presented. (Copy to each member of the City Council) It was moved by Ybarra, seconded by Tavernelli, that the action taken by the Police Chief be approved. Motion carried. Resolution No. 4159 - A Resolution of the City Council of the City of Vernon appointing an Alternate Member of said Council of the City of Vernon to the City Selection Committee pursuant to . Part 3 of Division 10 of the Public Utilities Code, was presented. It was moved by Ybarra, seconded by Tavernelli, that Resolution No. 4159 be approved and adopted. Motion carried. Ayes; Malburg, Tavernelli, Ybarra Noes: None Absent: Anderson, Furlong A. E. Nelson, Jr., Director of Public Works, reported orally on the urgency of adopting an open-space plan by June 30, 1973 as required by State law. The City Attorney advised that it would be necessary to have a hearing before the Planning Commission, and that notice must be given pursuant to Government Code 65854. It was moved by Tavernelli, seconded by Ybarra, that a public hearing be held at 1:45 p.m. on Tuesday, May 29, 1973, by the City Council sitting as a Planning Commission, in the Council Chamber located at 4305 Santa Fe Avenue, Vernon, California, for the purpose of allowing the general public to comment or object to the proposed open-space plan; and that the City Clerk be authorized and directed to post notice of said hearing pursuant to Section 65854 of the Government Code of the State of California. Motion carried. It was moved by Tavernelli, seconded by Ybarra, that the meeting adjourn until Tuesday, May 29, 1973, at 2:00 o'clock p.m., in the Council Chamber of the City Hall located at 4305 Santa Fe Avenue, Vernon, California.
