MINUTES OF AN ADJOURNED REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY OF
VERNON HELD JUNE 26, 1973 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE CITY
HALL LOCATED AT 4305 SANTA FE AVENUE,
VERNON~ CALIFORNIA.

COUNCIL ABSENT: Anderson, Furlong (until 2:04 p.m.)

The meeting was called to order by Mayor Pro Tempore
It was moved by Tavernelli, seconded by Ybarra, that
minutes of the meeting of June 19, 1973 be approved as written and
submitted. Motion carried.
Communication from the Finance Committee, dated June 22,
1973, transmitting a proposed salary resolution for consideration
to be effective July 1, 1973; and making certain recommendations
relative to salaries and related matters for the fiscal year 1973-
74, was presented. (Copy of communication and proposed resolution
to each member of the City Council)
It was moved by Tavernelli, seconded by Ybarra, that the
recommendations of the Finance Committee relative to salaries and
related matters for the fiscal year 1973-74, as outlined in communi-
cation dated June 22, 1973, be approved. Motion carried.
Resolution No. 4164 - A Resolution of the City Council of
the City of Vernon fixing the compensation for certain employees of
said City as of July 1, 1973, authorizing certain expense allowances,
and repealing all resolutions in conflict herewith, was presented.
It was moved by Ybarra, seconded by Tavernelli, that
Resolution No. 4164 be approved and adopted. Motion carried.

Absent: Anderson, Furlong
At this time (2: 04 0' clock p.m.), Mayor Furlong arrived
and took the Chair.
Resolution No. 4166 - A Resolution of the City Council of
the City of Vernon continuing the retention of Paul P. Hendricks,
as Consulting Electrical Engineer of the City of Vernon, was
presented.
It was moved by Ybarra, seconded by Tavernelli, that
Resolution No. 4166 be approved and adopted. Motion carried.

"Amendment to Memorandum of Agreement" dated June 26, 1973,
between the City of Vernon and Charles H. McGovern, Attorney at Law,
to be effective July 1, 1973, was presented.

It was moved by Ybarra, seconded by Malburg, that the
Mayor and the City Clerk be authorized to execute "Amendment to
Memorandum of Agreement", dated June 26, 1973, between the City of
Vernon and Charles H. McGovern, Attorney at Law, to be effective
July 1, 1973. Motion carried.
Communication from the Finance Committee, dated June 22,
1973, transmitting copies of the individual budget requests for the
operation of the various departments of the City for the fiscal
year 1973-74, together with amounts and items recommended for
approval or denial by the Finance Committee and making certain
specific recommendations in connection therewith, was presented.

It was moved by Tavernelli, seconded by Malburg, that the
recommendations of the Finance Committee relative to the budget for
the fiscal year 1973-74, as outlined in communication dated June
22, 1973, be approved. Motion carried.
Resolution No. 4165 - A Resolution of the City Council of
the City of Vernon, approving budget for the fiscal year 1973-74,
was presented.
It was moved by Ybarra, seconded by Tavernelli, that
Resolution No. 4165 be approved and adopted. Motion carried.

Communication from the Vernon Chamber of Commerce, dated
June 15, 1973, with reference to the reorganization of the City's
Building Department, was presented. (Copy to each member of the
City Council)
It was moved by Malburg, seconded by Ybarra, that communi-
cation from the Vernon Chamber of Commerce, dated June 15, 1973, be
received and filed. Motion carried.
Communication from the State Division of Highways, dated
June 14, 1973, advising that the Department of Public Works is
initiating an update of California's Continuing Functional Classi-
fication Study, was presented. (Copy to each member of the City
Council)
It was moved by Ybarra, seconded by Tavernelli, that
communication from the State Division of Highways, dated June 14,
1973, be received and filed. Motion carried.
Communication from the State Division of Highways, dated
June 14, 1973, transmitting a set of mission and key activities
statements of the Department of Transportation, was presented.

It was moved by Ybarra, seconded by Tavernelli, that
communication from the State Division of Highways, dated June 14,
1973, be received and filed. Motion carried.

Copy of minutes of the meeting of the Vernon Peace
Officers Benefit Association held on June 19, 1973, was presented.

It was moved by Malburg, seconded by Tavernelli, that copy
of the minutes of the meeting of the Vernon Peace Officers Benefit
Association held on June 19, 1973, be received and filed. Motion
carried.
Communication from A. E. Nelson, Jr., Director of Public
Works, dated June 20, 1973, recommending that George W. Burgess,
Civil Engineering Assistant, Step 1, be reclassified as Civil
Engineering Associate, Step 3, effective July 1, 1973, was presented.

It was moved by Ybarra, seconded by Tavernelli, that the
recommendation of the Director of Public Works, dated June 20, 1973,
be approved. Motion carried.
Communication from A. E. Nelson, Jr., Director of Public
Works, dated June 20, 1973, transmitting a proposed Encroachment
License Agreement between the City of Vernon and Kal Kan Foods,
Incorporated covering a metering manhole in 45th Street; and recom-
mending that the Encroachment License Agreement be approved and that
the Mayor and the City Clerk be authorized to execute on behalf of
the City, was presented.
It was moved by Ybarra, seconded by Tavernelli, that the
recommendation of the Director of Public Works, dated June 20, 1973,
be approved; and that the Mayor and the City Clerk be authorized
to execute Encroachment License Agreement between the City of Vernon
and Kal Kan Foods, Incorporated. Motion carried.
Copy of Resolution No. 73-109 of the City Council of the
City of Baldwin Park requesting the California State Senate to
oppose Senate Bill 413 and licensing of health facilities and the
California Hospital Disclosure Act, was presented.
It was moved by Malburg, seconded by Ybarra, that copy of
Resolution No. 73-109 of the City Council of the City of Baldwin
Perk be received and filed. Motion carried.
Communication from R. M. Eatherly, Fire Chief, dated June
21~ 1973, requesting that Fireman Keith M. Slifka be granted a
military leave of absence with pay from July 7 to 22, 1973, was
presented.
It was moved by Ybarra, seconded by Tavernelli, that the
request of the Fire Chief, dated June 21, 1973, be approved. Motion
carried.
Communication from A. E. Nelson, Jr., Director of Public
Works, dated June 22, 1973, requesting authority to employ Stanley
Clift and Frederick Turner as Utility Man IV, Step 5, pending
satisfactory completion of physical examinations for a temporary
period from approximately July 1 through September 21, 1973, was
presented.
It was moved by Malburg, seconded by Tavernelli, that the
request of the Director of Public Works, dated June 22, 1973, be
approved. Not ion carried.

Communication from R. M. Eatherly, Fire Chief, dated
June 22, 1973, recommending that Howard T . Stubbins be advanced
from Autofireman Grade 2 to Grade 1, effective July 1, 1973, was
presented.
It was moved by Ybarra, seconded by Tavemel1i, that the
recommendation of the Fire Chief, dated June 22, 1973, be approved.
Motion carried.
Communication from A. E. Nelson, Jr., Director of Public
Works, dated June 25, 1973, requesting authority to replace Ice
Cube Maker machine in the Public Works Facility at an approximate
cost of $850.00, was presented.
It was moved by Malburg, seconded by Ybarra, that the
request of the Director of Public Works, dated June 25, 1973, be
approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
June 25, 1973, requesting authority to employ Don Wiley Green as
Policeman, Grade 4, effective July 1, 1973, was presented.
It was moved by Ybarra, seconded by Taverne11i, that the
request of the Police Chief, dated June 25, 1973, be approved.
Motion carried.
There being no further business to come before the meeting,
it was moved by Ybarra, seconded by Tavernelli, that the meeting
adjourn. Motion carried.
