MINUTES OF A REGUIAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD JULY 3, 1973 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE;l VERNON. CALIFORNIA.
COUNCIL PRESENT: Furlong, Malburg, Tavernelli, Ybarra
COUNCIL ABSENT: Anderson
The meeting was called to order by Mayor Furlong.
It was moved by Ybarra, seconded by Tavernelli, that
minutes of the meeting of June 26, 1973 be approved as written and
submitted. Motion carried.
The Clerk announced that this was the time and place for
opening of bids received for Manhole Bottom Reconstruction, in
accordance with Contract No. 372.
It was moved by Malburg, seconded by Ybarra, that the
Clerk be instructed to open and read the bids submitted. Motion
carried.
The Clerk opened and read the following bids:

It was moved by Taverne1li, seconded by Ybarra, that bids
received for Manhole Bottom Reconstruction, in accordance with
Contract No. 372, be referred to the Director of Public Works and
the City Attorney for checking and report. Motion carried.
Communication from F. A. Ziemer, City Clerk-Director of
Finance, dated June 26, 1973, with reference to the 75th Annual
Conference of the League of California Cities to be held in San
Francisco from October 21 to 24, 1973, inclusive, making certain
recommendations in connection therewith, was presented. (Copy to
each member of the City Council)
It was moved by Malburg, seconded by Tavernelli, that the
recommendations of the City Clerk-Director of Finance with reference
to the 75th Annual Conference of the League of California Cities be
approved as outlined in communication dated June 26, 1973. Motion
carried.
Communication from the Merchants and Manufacturers Associ-
ation, dated June 21, 1973, with reference to the California OSHA
plan, advising that it is scheduling five Shop Talks on this subject
with a registration fee of $25.00, was presented. (Copy to each
member of the City Council)
It was moved by Ybarra, seconded by Tavernelli, that
authority be granted to issue warrant to M & M Association covering
registration fee for those representatives of the City departments
desiring to attend the Shop Talks on the California OSHA plan.
Motion carried.

Communication from R. M. Eatherly, Fire Chief, dated
June 25, 1973, requesting that Inspector W. R. Wilson be reimbursed
the sum of $79.50 from the Education and Training Budget appro-
priation for a "Fire Prevention Administration" Course he has
comp1etedat California State University, Long Beach (Extension Class),
was presented.
It was moved by Malburg, seconded by Ybarra, that the
request of the Fire Chief, dated June 25, 1973, be approved and
authority granted to issue warrant in the amount of $79.50 to W. R.
Wilson. Motion carried.
Communication from Southern California Edison Company,
dated June 26, 1973, with reference to stationery and office supply
expense, transmitting an invoice dated June 21, 1973 for the sum of
$9,277.00 covering stationery and office supply expense from 1964
to date, was presented. (Copy to each member of the City Council)
It was moved by Malburg, seconded by Tavernel1i, that
communication from Southern California Edison Company, dated June
26, 1973, with reference to stationery and office supply expense,
be referred to Special Counsel for the Light and Power Department
and to the Consulting Electrical Engineer for investigation and
recommendation. Motion carried.
Activity Log of the Police Department for the period
June 16 - 30, 1973 inclusive, was presented.
It was moved by Ybarra, seconded by Malburg, that Activity
Log of the Police Department be received and filed. Motion carried.
"Warrant Register No. 384" covering claims and demands
presented during th~~riod June 16 to 30, which includes Demands
Nos. 3-1208 to 3-127-0- cr(both inclusive) drawn on the United California
Bank, totaling $121,574.14 (Light and Power Warrants $5,237.58
(Accounting Period June and July 1973), was examined and audited.
It was moved by Taverne11i, seconded by Ybarra, that
"Warrant Register No. 384" be approved and payment authorized for
Demands Nos. 3-1208 to 3-l27Q" (both inclusive), with no exceptions.

Communication from A. E. Nelson, Jr., Director of Public
Works, dated June 27, 1973, transmitting Contract No. 332 for Santa
Fe Avenue and 25th-26th Street Intersection Reconstruction, a
Federal Aid Project; and recommending that this contract be approv~d
and that authority be granted to advertise for bids, was present(~d.
Resolution No. 4137 - A Resolution of the City Council of
the City of Vernon approving Contract No. 332, Santa Fe Avenue and
25th-26th Street Intersection Reconstruction, in accordance with
Contract No. 332 of the City of Vernon, was presented.
It was moved by Ybarra, seconded by Taverne11i, that
Resolution No. 4137 be approved and adopted. Motion carried.

Communication from R. M. Eatherly, Fire Chief, dated June
28, 1973, requesting authority to purchase one 1973 Mack Triple
Combination 1500 GPM Diesel Pumper at an estimated cost of
$57,000.00 plus tax from Motor Truck Distributors Company, was
presented. (Copy to each member of the City Council)
It was moved by Malburg, seconded by Tavernel1i, that the
Fire Chief be authorized to purchase one 1973 Mack Triple Combination
1500 GPM Diesel Pumper at an estimated cost of $57,000.00 plus tax
from Motor Truck Distributors Company for the reasons outlined in
his letter dated June 28, 1973; and that the Purchasing Agent be
authorized and directed to issue purchase order to Motor Truck
Distributors Company in the amount of $57,000.00 plus applicable
taxes for the immediate delivery of one 1973 Mack Triple Combination
1500 GPM Diesel Pumper. Motion carried.

Communication from R. H. Bockhacker, Police Chief, dated
July 3, 1973, requesting that Sergeant F. E. Sweeney be placed on
Military Leave of Absence with pay from July 14 through July 28,
1973, to attend mandatory Active Duty Training at Camp Roberts,
California, was presented.
It was moved by Ybarra, seconded by Taverne1li, that the
request of the Police Chief, dated July 3, 1973, be approved. Motion
carried.
The Mayor called the City Council into Executive Session
at 2:20 o'clock p.m. pursuant to Government Code Section 54957.6
for the purpose of reviewing with Mr. Harry J. Keaton, Municipal
Employee Relations Representative, and the City Attorney, of the
City Council's position regarding the salaries, salary schedules,
or compensation paid in the form of fringe benefits of employees in
the recognized unit of the Vernon Police Officers Benefit Associ-
ation; and for the purpose of instructing the Municipal Employee
Relations Representative and the City Attorney relative to these
matters.
All persons, with the exception of the City Clerk, the
Municipal Employee Relations Representative, the City Attorney and
the Police Chief, were excluded from the Executive Session.
Mayor Furlong ordered that communications to and from the
Executive Session were deemed private.
The Executive Session ended at 3:27 o'clock p.m.
There being no further business to come before the meeting,
it was moved by Tavernelli, seconded by Ybarra, that the meeting
adjourn. Motion carried.
