19730717 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD JULY 17, 1973 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE. VERNON. CALIFORNIA. COUNCIL PRESENT: Furlong, Tavernelli, Ybarra COUNCIL ABSENT: Anderson, Malburg The meeting was called to order by Mayor Furlong. It was moved by Tavernelli, seconded by Ybarra, that minutes of the meeting of July 3, 1973 be approved as written and submitted. Motion carried. Communication from A. E. Nelson, Jr., Director of Public Works, dated July 11, 1973, with reference to bids received for Manhole Bottom Reconstruction in accordance with Contract No. 372, recommending that the contract be awarded to George Miller Construction Company on the basis of their bid of $14,805.00, was presented. Resolution No. 4169 - A Resolution of the City Council of the City of Vernon accepting the bid of George Miller Construction Company for Manhole Bottom Reconstruction in accordance with Contract No. 372 of the City of Vernon, was presented. It was moved by Tavernelli, seconded by Ybarra, that Resolution No. 4169 be approved and adopted. Motion carried. Jordan>>, dated July 10, 1973, requesting that he be paid in cash for his annual 1973 vacation which was never taken, was presented. (Copy to each member. of the City Council) It was moved by Ybarra, seconded by Taverne11i, that the request of Captain James C. Jordan, dated July 10, 1973, be referred to the City Attorney for a written opinion and recommendation. Motion carried. Copy of Resolution No. 73-47 of the City Council of the City of Sierra Madre urging the Los Angeles County Board of Super- visors to amend the County Administrative Code to provide that the responsibility for search and rescue of lost persons be transferred from the Sheriff to the County Fire Department, was presented. It was moved by Tavernel1i, seconded by Ybarra, that copy of Resolution No. 73-47 of the City Council of the City of Sierra Madre be received and filed. Motion carried. Communication from A. E. Nelson, Jr., Director of Public Works, dated July 2, 1973, transmitting a proposed Encroacmnent License Agreement between the City of Vernon and Clougherty Packing Company covering a metering manhole in Vernon Avenue; and recom- mending that the Encroachment License Agreement be approved and the Mayor and the City Clerk be authorized to execute on behalf of the City, was presented. I I -2- 7 17 73 It was moved by Ybarra, seconded by Tavernelli, that the recommendation of the Director of Public Works, dated July 2, 1973, be approved; and that the Mayor and the City Clerk be authorized to execute Encroachment License Agreement between the City of Vernon and Clougherty Packing Company. Motion carried. Communication was presented from R. M. Eatherly, Fire Chief, dated July 5, 1973, requesting that the following personnel be advanced to the grade indicated, effective August 1, 1973: G. S. Eystad to Captain, Grade 1 S. L. Harris to Secretary, Grade 3 It was moved by Tavernelli, seconded by Ybarra, that the request of the Fire Chief, dated July 5, 1973, be approved. Motion carried. Report of Health Department Activities for the month of June 1973, was presented. (Copy to each member of the City Council) It was moved by Ybarra, seconded by Tavernelli, that the Report of Health Department Activities be received and filed. Motion carried. Communication from the Public Employees' Retirement System, dated July 1, 1973, with reference to urgency legislation affecting membership status of identification and communication employees in Police and Sheriff's Departments, was presented. (Copy to each member of the City Council) It was moved by Tavernelli, seconded by Ybarra, that communication from the Public Employees' Retirement System, dated July 1, 1973, be received and filed. Motion carried. Communication from Attorney General Evelle J. Younger, dated June, 1973, transmitting a series of legislative proposals for 1973; and requesting that the City of Vernon endorse these proposals, was presented. (Copy to each member of the City Council) It was moved by Tavernelli, seconded by Ybarra, that communication from Attorney General Evelle J. Younger, dated June, 1973, together with transmittal, be received for study. Motion carried. Communication from the City of Gardena, dated July 3, 1973, transmitting a copy of a minute resolution passed by its City Council supporting efforts to waive the 100,000 population requirement of Assembly Bill 477, was presented. (Copy to each member of the City Council) It was moved by Tavernelli, seconded by Ybarra, that communication from the City of Gardena, dated July 3, 1973, together with transmittal, be received and filed. Motion carried. Communication from F. W. Sumner, Supervising Building Inspector, and R. M. Eatherly, Fire Chief, dated July 12, 1973, advising that the installation of an automatic fire sprinkler system for Clougherty Packing Company, 3049 E. Vernon Avenue, is progressing in a satisfactory manner, was presented. Motion carried. Communication was presented from R. H. Bockhacker, Police Chief, dated July 12, 1973, requesting that the following personnel be advanced as indicated effective August 1, 1973: W. H. Horton to Policeman, Grade 3 B. T. Stack to Policeman, Grade 1 L. S. Sandoval to Transcriber-Typist, Grade 3 It was moved by Tavernelli, seconded by Ybarra, that the request of the Police Chief, dated July 12, 1973, be approved. Motion carried. ''Warrant Register No. 385" covering claims and demands presented during the period July 1 to 15, which includes Demands Nos. 3-1271 to 3-1431 (both inclusive), drawn on the United California Bank, totaling $1,152,792.82 (Light and Power Warrants $1,082,272.73) (Accounting Period June and July 1973), was examined and audited. It was moved by Ybarra, seconded by Tavernelli, that ''Warrant Register No. 385" be approved and payment authorized for Demands Nos. 3-1271 to 3-1431 (both inclusive), with no exceptions. Motion carried. Ayes: Furlong, Tavernelli, Ybarra Noes: None Absent: Anderson, Malburg "Payroll Warrant Register No. 192" covering claims and demands presented during the period June 1 to 30, which includes Demands Nos. 2027 to 2037 (both inclusive), drawn on the Crocker National Bank, totaling $356,914.28 (Accounting Period June 1973), was examined and audited. It was moved by Ybarra, seconded by Tavernelli, that "Payroll Warrant Register No. 192" be approved and payment authorized for Demands Nos. 2027 to 2037 (both inclusive), with no exceptions. It was moved by Ybarra, seconded by Tavernelli, that Activity Log of the Police Department be received and filed. Motion carr ied. Communication from A. E. Nelson, Jr., Director of Public Works, dated July 12, 1973, requesting authority to employ Kenneth Venezia as Utility Man IV, Step 5, pending satisfactory completion of physical examination, for a temporary period from approximately July 18, 1973 through September 21, 1973, was presented. It was moved by Ybarra, seconded by Tavernelli, that the request of the Director of Public Works, dated July 12, 1973, be approved. Motion carried. I I -4- 7 17 73 Communication from R. H. Bockhacker, Police Chief, dated July 12, 1973, requesting that Captain J. C. Jordan's salary be terminated and that he be removed from the City of Vernon Police Department Payroll effective as of the close of business on July 20, 1973, was presented. (Copy to each member of the City Council) It was moved by Taverne11i, seconded by Ybarra, that the request of the Police Chief, dated July 12, 1973, be approved. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated July 12, 1973, requesting that the existing lease agreement between the City of Vernon and Officer Raymond D. Tisdale for one 1971 Harley Davidson Motorcycle, Engine Number 1A14209HO, be terminated; and requesting that lease agreement, as submitted, between the City of Vernon and Officer Raymond D. Tisdale for one 1973 Harley Davidson Motorcycle, Engine Number 2A-22158-H3, be approved effective as of July 12, 1973, was presented. It was moved by Taverne11i, seconded by Ybarra, that the requests of the Police Chief, dated July 12, 1973, be approved; and that the Mayor and the City Clerk be authorized to execute new lease agreement on behalf of the City of Vernon. Motion carried. Communication from Paul P. Hendricks, Consulting Electrical Engineer, dated July 13, 1973, with reference to invoice of June 21, 1973 from Southern California Edison Company billing Vernon $9,277.00 for stationery and office supply expense from 1964 through June, 1973, transmitting a copy of the Opinion of Special Counsel Donald Keith Hall, dated July 10, 1973; and making certain enumerated recommendations relative to the claimed charges, was presented. (Copy to each member of the City Council) It was moved by Tavernelli, seconded by Ybarra, that charges claimed by Southern California Edison Company, pursuant to invoice of June 21, 1973 in the amount of $9,277.00 for stationery and office supply expense from 1964 through June 1973, be rejected; and that the two (2) enumerated recommendations of the Consulting Electrical Engineer, dated July 13, 1973, be approved. Motion carried. Communication from A. E. Nelson, Jr., Director of Public Works, dated July 16, 1973, requesting authority to employ David N. Snyder as Utility Man IV, Step 5, pending satisfactory completion of physical examination for a temporary period from approxfmately July 18, 1973 through September 21, 1973, was presented. It was moved by Ybarra, seconded by Tavernelli, that the request of the Director of Public Works, dated July 16, 1973, be approved. Motion carried. Memorandum from the Purchasing Agent, dated July 17, 1973, addressed to the Finance Director, with reference to proposals received for janitorial services for the City Hall Building, recom- mending that the Purchasing Agent be authorized to issue a purchase order to World Wide Building Maintenance Co., Inc. to provide janitorial maintenance service for the Vernon City Hall Building in accordance with their response to City's Request for Quotation No. 800 for the sum of $856.00 per month, effective August 1, 1973, was presented. (Copy to each member of the City Council) I I -5- 7 17 73 It was moved by Tavernelli, seconded by Ybarra, that the City accept the proposal of World Wide Building Maintenance Co., Inc. to provide janitorial maintenance service for the Vernon City Hall Building in accordance with their response to City's Request for Quotation No. 800 for the sum of $856.00 per month, effective August 1, 1973; and that the Purchasing Agent be directed to issue a Purchase Order to authorize such service. Motion carried. Mr. C. H. McGovern, City Attorney, presented a fully executed Memorandum of Understanding, dated July 16, 1973, between the Municipal Employee Relations Representative of the City of Vernon and the Vernon Police Officers'Benefit Association (Group 2). The City Attorney commented on the document and recommended that the City Council approve it. Resolution No.. 4167 - A Resolution of the City Council of the City of Vernon approving a Memorandum of Understanding between the Municipal Employee Relations Representative of the City of Vernon and the Vernon Police Officers' Benefit Association (Employee Group 2), was presented. It was moved by Taverne11i, seconded by Ybarra, that Resolution No. 4167 be approved and adopted. Motion carried. It was moved by Tavernel1i, seconded by Ybarra, that Resolution No. 4168 be approved and adopted. Motion carried. Ayes: Furlong, Tavernelli, Ybarra Noes: None Absent: Anderson, Malburg Discussion was held with reference to fringe benefits for the Police Lieutenants as they are not included in the Memorandum of Understanding, dated July 16, 1973, between the Municipal Employee Relations Representative of the City of Vernon and the Vernon Police Officers' Benefit Association (Employee Group 2). It was moved by Taverne11i, seconded by Ybarra, that the Police Lieutenants be granted the benefits as recited in Sections 5 and 6 (Section 5 Uniforms & Section 6 Safety Equipment) of the MPmQrandum of Understanding, dated July 16, 1973, between the Municipal Employee Relations Representative of the City of Vernon and the Vernon Police Officers' Benefit Association (Employee Group 2), effective August 1, 1973. Motion carried. There being no further business to come before the meeting, it was moved by Ybarra, seconded by Tavernelli, that the meeting adjourn. Motion carried.
