19730904 Regular City Council Meeting - Minutes I . MINUTES OF A REGUlAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD SEPTEMBER 4, 1973 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANI'A FE AVENUE 9 VERNON 9 CALIFORNIA. COUNCIL PRESENT: Furlong, Malburg, Tavernelli, Ybarra COUNCIL ABSENT: Anderson The meeting was called to order by Mayor Furlong. It was moved by Ybarra, seconded by Tavernelli, that minutes of the meeting of August 21, 1973 be approved as written and submitted. Motion carried. Communication from State Senator Lawrence E. Walsh, dated August 15, 1973, transmitting a copy of Senate Bill 1275; and asking for an indication as to whether or not the proposal as embodied in Senate Bill 1275 would have Vernon's support, was presented. (Copy to each member of the City Council) It was moved by Malburg, seconded by Tavernelli, that communication from State Senator Lawrence E. Walsh, dated August 15, 1973, be received and filed. MOtion carried. Communication from A. E. Nelson, Jr., Director of Public Works, dated August 20, 1973, advising that George Miller Construction Company has completed the work for Manhole Bottom Reconstruction in accordance with Contract No. 372; and recommending that the work be accepted and that authority be granted to pay the contractor in accordance with the agreement, was presented. Resolution No. 4174 - A Resolution of the City Council of the City of Vernon accepting the work of George Miller Construction Company for Manhole Bottom Reconstruction pursuant to Contract No. 372, was presented. It was moved by Tavernelli, seconded by Ybarra, that Resolution No. 4174 be approved and adopted. Motion carried. Nelson, Jr., Director of Public Works, dated August 23, 1973, requesting authority to employ Dennis Codon as Utility Man IV, Step 5, effective September 5, 1973, was presented. It was moved by Malburg, seconded by Ybarra, that the request of the Director of Public Works, dated August 23, 1973, be approved. Motion carried. Communication from A. E. Nelson, Jr., Director of Public Works, dated August 23, 1973, requesting authority to purchase a loop inductive detector and connector cable to improve the operational characteristics of the traffic signal at 37th Street and Jewel Avenue, at an approximate cost of $200.00, was presented. ) I I -2- 9 4 73 It was moved by Malburg, seconded by Tavernelli, that the request of the Director of Public Works, dated August 23, 1973, be approved. Motion carried. Communication from A. E. Nelson, Jr., Director of Public Works, dated August 23, 1973, requesting authority to purchase a two-drawer file cabinet at an approximate cost of $145.00, was presented. (Copy to each member of the City Council) It was moved by Taverne11i, seconded by Ybarra, that the request of the Director of Public Works, dated August 23, 1973, be approved. Mot ion carried. Copy of Resolution No. 1248 of the City Council of the City of Walnut expressing concern regarding the current energy crisis and recommending that the Southern California Edison Company investigate the possibility of conserving energy by eliminating unnecessary lights in the City of Walnut and throughout Los Angeles County, was presented. It was moved by Taverne11i, seconded by Ybarra, that copy of Resolution No. 1248 of the City Council of the City of Walnut be received and filed. MOtion carried. Communication from R. H. Bockhacker, Police Chief, dated August 22, 1973, requesting that Officer B. T. Stack be reimbursed the sum of $29.83 from the Training and Education Fund to cover the cost of Police Science courses at Citrus College, was presented. It was moved by Malburg, seconded by Taverne11i, that the request of the Police Chief, dated August 22, 1973, be approved and authority granted to issue warrant in the amount of $29.83 to B. T. Stack. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated August 16, 1973, requesting that Officer L. W. Stone be reimbursed the amount of $65.00 to cover the cost of his eyeglasses which were broken during an arrest investigation, was presented. It was moved by Taverne11i, seconded by Malburg, that the request of the Police Chief, dated August 16, 1973, be denied. Motion carried. Communication from R. M. Eatherly, Fire Chief, dated August 28, 1973, advising that Fireman Paul R. Zook was suspended one shift, without pay, August 23, 1973, for violation of certain Fire Department Rules and Regulations, was presented. (Copy to each member of the City Council) It was moved by Taverne11i, seconded by Ybarra, that the action taken by the Fire Chief be approved. Motion carried. Activity Log of the Police Department for the period August 16 - 31, 1973 inclusive, was presented. It was moved by Malburg, seconded by Ybarra, that Activity Log of the Police Department be received and filed. Moti.on carried. I I -3- 9473 ''Warrant Register No. 388" covering claims .and demands presented during the period August 16 to 31, which includes Demands Nos. 3-1795 to 3-1872 (both inclusive), drawn on the United California Bank, totaling $25,112.30 (Light and Power Warrants $3,728.27 (Accounting Period September 1973), was examined and audited. It was moved by Ybarra, seconded by Tavernel1i, that ''Warrant Register No. 388" be approved and payment authorized for Demands Nos. 3-1795 to 3-1872 (both inclusive), with no exceptions. Nelson, Jr., Director of Public Works, dated August 30, 1973, recommending that a 40 M.P.H. speed limit be established on District Boulevard between Downey Road and Atlantic Boulevard, was presented. (Copy to each member of the City Council) It was moved by Ybarra, seconded by Taverne11i, that the City Attorney be instructed to draft an ordinance amending The Code of the City of Vernon, California, 1959, to establish a 40 M.P.H. speed limit on District Boulevard between Downey Road and Atlantic Boulevard. Motion carried. There being no further business to come before the meeting, it was moved by Taverne11i, seconded by Malburg, that the meeting adjourn. Motion carried.
