19731018 Regular City Council Meeting - Minutes I I MINUTES OF AN ADJOURNED REGUIAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD OCTOBER 18, 1973 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE. VERNON. CALIFORNIA. COUNCIL PRESENT: Malburg, Tavernelli, Ybarra COUNCIL ABSENT: Anderson, Furlong Malburg. The meeting was called to order by Mayor Pro Tempore It was moved by Ybarra, seconded by Taverne11i, that minutes of the meeting of October 2, 1973 be approved as written and submitted. Motion carried. It was moved by Ybarra, seconded by Taverne1li, that Ordinance No. 841 receive a second reading by title. Motion carried. Tax to be providing by title. Ordinance No. 841 - An Ordinance imposing a Sales and Use administered by the State Board of Equalization and penalties for violations, was read for a second reading (Copy to each member of the City Council) Ordinance It was moved by Ybarra, seconded by Tavernel1i, that No. 841 receive and pass a second reading. Motion carried. Ayes: Malburg, Tavernelli" Ybarra Noes: None Absent: Anderson, Furlong It was moved by Ybarra, seconded by Tavernel1i, that in accordance with Government Code Section 36934, the reading of Ordinance No. 841 in full be waived; and that Ordinance No. 841 receive a third and final reading by title. Tavernel1i, Ybarra Noe s : None Absent: Anderson, Furlong Ordinance No. 841 - An Ordinance imposing a Sales and Une Tax to be administered by the State Board of Equalization and providing penalties for violations, was read by title for a third and final reading. It was moved by Taverne11i, seconded by Ybarra, that Ordinance No. 841 receive and pass a third reading and be adopted. Motion carried. Ayes: Malburg, Tavernel1i, Ybarra Noes: None Absent: Anderson, Furlong Communication from the Finance Committee, dated October 9, 1973, making a recommendation with reference to the five year estimate for anticipated street projects, as submitted by the Director of Public Works, dated April 20, 1973, was presented. (Copy to each member of the City Council) I I " = L.~' 10 18 73 It was moved by Ybarra. seconded by Tavernelli, that the five year estimate for anticipated street improven~nt projects, as submitted by the Director of Public Works under date of April 20, 1973, be approved in principle only; and that the priority suggested by the Director of Public Works and the amounts estimated to cover the costs of the projects suggested by the Director of Public Works not be construed as final approval but only as a guide for long range planning and that this summary be reviewed and re-evaluated each fiscal year. Motion carried. Report of Health Department Activities for the month of September 1973, was presented. (Copy to each member of the City Council) It was moved by Ybarra, seconded by Tavernelli, that Report of Health Department Activities be received and filed. Motion carried. Communication from the Aluminum Company of America, dated October 3, 1973, requesting permission to continue to utilize two trailers for temporary facilities at their plant location at 5151 Alcoa Avenue, was presented. (Copy to each member of the City Council) It was moved by Ybarra, seconded by Tavernelli, that the request of Aluminum Company of America, dated October 3, 1973, be referred to the Director of Public Works and the Fire Chief for invest igation and report. Mot ion carried. Communication from R. H. Bockhacker, Police Chief, dated October 4, 1973, requesting that L. B. Reimers be promoted to Policeman, Grade 2, effective November 1, 1973, was presented. It was moved by Ybarra, seconded by Taverne11i, that the request of the Police Chief, dated October 4, 1973, be approved. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated October 4, 1973, requesting that certain Police Department personnel be reimbursed the amounts as indicated from the Education and Training Budget appropriation for Police Science courses, was presented. (Copy to each member of the City Council) It was moved by Ybarra, seconded by Tavernelli, that the request of the Police Chief, dated October 4, 1973, be approved and authority granted to issue warrants in the amounts as indicated. Motion carried. Communication from A. E. Nelson, Jr., Director of Public Works, dated October 5, 1973, requesting authority to purchase thirty additional plain steel shelves at an approximate cost of $195.00, was presented. It was moved by Tavernelli, seconded by Ybarra, that the request of the Director of Public Works, dated October 5, 1973, be approved. Motion carried. I I -3- 10 18 73 Communication from R. M. Eatherly, Fire Chief, dated October 9, 1973, requesting authority and funds to purchase one siamese fitting for Snorkel Truck No. 1 at an estimated cost of $260.00, was presented. It was moved by Taverne11i, seconded by Ybarra, that the request of the Fire Chief, dated October 9, 1973, be approved. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated October 8, 1973, requesting authority for Officers G. M. Alverez, R. F. D'A1essandro and T. R. Igyarto to attend the Law Enforcement Academy of Driving at Irvine, California from October 24 to 26, 1973, inclusive, with a total cost of $792.00, was presented. (Copy to each member of the City Council) It was moved by Ybarra, seconded by Tavernel1i, that the request of the Police Chief, dated October 8, 1973, be approved; that authority be granted to issue warrant in the amount of $675.00 to Law Enforcement Academy of Driving; and that authority be granted to issue warrants in the amount of $39.00 each to G. M. Alverez, R. F. D'Alessandro and T. R. Igyarto. Motion carried. Communication from R. M. Eatherly, Fire Chief, dated October 10, 1973, requesting that Assistant Chief F. H. Colvin and Captain M. T. Mello be reimbursed $11.50 and $26.50 respectively for meetings they attended, was presented. It was moved by Taverne11i, seconded by Ybarra, that the request of the Fire Chief, dated October 10, 1973, be approved; that authority be granted to issue warrant in the amount of $11.50 to F. H. Colvin; and that authority be granted to issue warrant in the amount of $26.50 to M. T. Mello.. Motion carried. Activity Log of the Police Department for the period October 1 - 15, 1973 inclusive, was presented. It was moved by Ybarra, seconded by Taverne11i, that Activity Log of the Police Department be received and filed. Motion carr ied. Communication from R. M. Eatherly, Fire Chief, dated October 11, 1973, requesting authority to attend the Western Fire Chief's Association Annual Conference at Sparks, Nevada from November 11 to 15, 1973, with an expense allowance of $331.00, was presented. It was moved by Ybarra, seconded by Taverne11i, that the request of the Fire Chief, dated October 11, 1973, be approved and authority granted to issue warrant in the amount of $331.00 to R. M. Eatherly. MOtion carried. ''Warrant Register No. 391" covering claims and demands presented during the period October 1 to 15, which includes Demands Nos. 3-2152 to 3-2331 (both inclusive), drawn on the United California Bank, totaling $1,470,173.18 (Light and Power Warrants $1,405,815.24) (Accounting Period October, 1973), was examined and audited. It was moved by Ybarra, seconded by Taverne11i, that "Payroll Warrant Register No. 195" be approved and payment authorized for Demands Nos. 2057 to 2065 (both inclusive), with no exceptions. Chrisman be promoted to Captain, Grade 2, effective November 1, 1973, was presented. Summons in connection with Case Number 913255 filed in the Municipal Court of California, County of Los Angeles, by Cole of California, a Delaware Corporation, vs. City of Vernon, California, a Municipal Corporation, Does I through X, inclusive, for damages, was presented. Ordinance No. 842 - An Ordinance of the City of Vernon, fixing certain rates tobe~charged for electrical energy distributed and supplied by said City of Vernon, within its boundaries, was read by title for a first reading. It was moved by Taverne11i, seconded by Ybarra, that Ordinance No. 842 receive and pass a first reading. Motion carried. Ayes: Malburg, Tavernelli, Ybarra Noes: None Absent: Anderson, Furlong Resolution No. 4182 - A Resolution of the City Council of the City of Vernon amending Resolution No. 4168, was presented.
