MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD DECEMBER 18, 1973 AT TWO O' CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE. VERNON. CALIFORNIA.
COUNCIL PRESENT: Malburg, Taverne1li, Ybarra
COUNCIL ABSENT: Anderson, Furlong
Malburg.
The meeting was called to order by Mayor Pro Tempore
It was moved by Ybarra, seconded by Tavernelli, that
minutes of the meeting of December 4, 1973 be approved as written
and submitted. Motion carried.
Communication from the Public Employees' Retirement System,
dated November 29, 1973, with reference to the disability retirement
application for Dale L. Brittingham/Fireman, was presented. (Copy
to each member of the City Council)
Discussion was held with reference to the disability
retirement application filed by Dale L. Brittingham/Fireman. The
City Council reviewed the medical records of Fireman Brittingham
and reviewed the "Findings and Award" document of the Workmen's
Compensation Appeals Board, dated July 31, 1973.
Resolution No. 4191 - A Resolution of the City Council of
the City of Vernon, California, pursuant to Section 21023.6,
Government Code of the State of California, was presented.
It was moved by Taverne11i, seconded by Ybarra, that
Resolution No. 419l be approved and adopted. Motion carried.

Communication from the Public Employees' Retirement System,
dated December 5, 1973, with reference to Richard C. Zinde1/Fireman,
was presented. (Copy to each member of the City Council)
Discussion was held with reference to communication from
the Public Employees' Retirement System, dated December 5, 1973,
with reference to Richard C. Zindel/Fireman. The City Council
discussed the question of Fireman Zindel's disability and the
effective date of his retirement.
Resolution No. 4193 - A Resolution of the City Council of
the City of Vernon requesting the Workmen's Compensation Appeals
Board of the State of California to determine the eligibility for
retirement of a local safety member, was presented.
It was moved by Tavernelli, seconded by Ybarra, that
Resolution No. 4193 be approved and adopted. Motion carried.

Communication from R. M. Eatherly, Fire Chief, dated
December ll, 1973, recommending that Naomi Jean Hoffman be advanced
from Clerk Typist, Grade 3 to Grade 2, effective January l, 1974,
was presented.
It was moved by Ybarra, seconded by Tavernel1i, that the
recommendation of the Fire Chief, dated December 11, 1973, be
approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
December 11, 1973, recommending that Officer E. G. Smith be removed
from the City Payroll effective as of January 19, 1974 as he will
have been absent from duty for one year as of that date, was
presented.
It was moved by Ybarra, seconded by Tavernelli, that
communication from R. H. Bockhacker, Police Chief, dated December
11, 1973, be laid over until the meeting of January 2, 1974. Motion
carried.
Communication from A. E. Nelson, Jr., Director of Public
Works, dated December 12, 1973, transmitting the second report
"General Plan Program Inventory Report" prepared for the City of
Vernon by Koebig and Koebig, Inc.; and recommending that the report
be received for distribution and study and that the Director of
Public Works be authorized to discuss obtaining further planning
services to complete Phase III and Phase IV, was presented. (Copy
to each member of the City Council with Report and Scope of Services)
It was moved by Taverne1li, seconded by Ybarra, that the
recommendation of the Director of Public Works, dated December 12,
1973, be approved. Motion carried.
Communication from A. E. Nelson, Jr., Director of Public
Works, dated December l2, 1973, requesting authority to advance
J. Ness to Utility Man III, Step 2, A. Yasutake to Engineering Aide I,
Step 1, and to reclassify R. Groom to Utility Man II, Step 2,
effective January 1, 1974, was presented.
It was moved by Ybarra, seconded by Taverne11i, that the
request of the Director of Public Works, dated December l2, 1973,
be approved. Motion carried.
Communication from A. E. Nelson, Jr., Director of Public
Works, dated December ll, 1973, transmitting a request for allocation
of funds for Crossing No. 2H-O.9, The Atchison, Topeka and Santa Fe
Railway Company at Vernon Avenue; and recommending that the Mayor
and the City Clerk be authorized to execute the document, was
presented.
Resolution No. 4192 - A Resolution of the City Council of
the City of Vernon requesting the submission of a request for the
allocation of funds from the Public Utilities Commission of the
State of California (Crossing No. 2H-O.9) , was presented.
It was moved by Ybarra, seconded by Tavernelli, that
Resolution No. 4192 be approved and adopted. Motion carried.

Activity Log of the Police Department for the period
December 1 - 15, 1973 inclusive, was presented.
It was moved by Ybarra, seconded by Tavernelli, that
Activity Log of the Police Department be received and filed. Motion
carried.
"Payroll Warrant Register No. 197" covering claims and
demands presented during the period November 1 to 30, which includes
Demands Nos. 2075 to 2084 (both inclusive), drawn on the Crocker
National Bank, totaling $365,295.60 (Accounting Period November
1973), was examined and audited.
It was moved by Ybarra, seconded by Tavernelli, that
"Payroll Warrant Register No. 197" be approved and payment authorized
for Demands Nos. 2075 to 2084 (both inclusive), with no exceptions.
Motion carried.

"Warrant Register No. 395" covering claims and demands
presented during the period December 1 to 15, which includes Demands
Nos. 3-2714 to 3-2877 (both inclusive), drawn on the United
California Bank, totaling $l,633,427.33 (Light and Power Warrants
$1,597,652.86) (Accounting Period December 1973), was examined and
audited.
It was moved by Ybarra, seconded by Tavernelli, that
"Warrant Register No. 395" be approved and payment authorized for
Demands Nos. 3-27l4 to 3-2877 (both inclusive), with no exceptions.
Motion carried.

Communication from R. M. Eatherly, Fire Chief, dated
December 12, 1973, requesting authorization and funds to purchase
one electric time stamp machine at an estimated cost of $200.00,
was presented.
It was moved by Tavernelli, seconded by Ybarra, that the
request of the Fire Chief, dated December 12, 1973, be approved.
Motion carried.
Communication from the City of Temple City, dated December
12, 1973, transmitting a copy of Resolution No. 73-l3l4, was
presented. (Copy to each member of the City Council)
It was moved by Tavernelli, seconded by Ybarra, that
communication from the City of Temple City, dated December 12, 1973,
together with transmittal, be received and filed. Motion carried.
Report of Health Department Activities for the month of
November, 1973, was presented. (Copy to each member of the City
Council)
It was moved by Ybarra, seconded by Taverne11i, that Report
of Health Department Activities be received and filed. Motion
carried.

it was moved by Ybarra, seconded by Tavernelli, that the meeting
adjourn. Motion carried.
