MINUl'ES OF AN ADJOURNED REGUIAR MEETING
OF THE CITY COUNCIL OF THE CITY OF
VERNON HELD MARCH 12, 1974 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF filE CITY
HALL LOCATED AT 4305 SANTA FE AVENUE,
VERNON, CALIFORNIA.

The meeting was called to order' by Mayor Leonis C. Malburg.
It was..moved by Ybarra,,. seconded, by Gonzales., that" minutes
of the meeting of March 5, 1974 be approved as written and submitted.
Motion carried.
Pursuant to Resolution No. 4202, the City Clerk presented
his "Certificate of Canvass" of the results. of tbe'regu1ar General
Munici:p4l..Election held March 5, 1974. (Copy to each member'of the
City Council)
Resolution No. 4220"'A Resolution of the City Council of'
the Cftyof Vernon, California., reciting the fact of the General
Municipal Electi.on held.~.in. said. City of Vernon on the 5th day of
March, 1974, declaring the result thereof and such other matters.as
are provided by law ~ was presented .
It was moved by Tavernelli, seconded by Ybarra,that.
Resolution No. 4220 be approved and adopted. Motion carried.

The City Clerk issued Certificat"es of Election to Leon is- C.
Malburg,.. William M. McCormick and Thomas A. Ybarra,. and administered
the Oath of Office prescribed in the State Constitution to the duly
elected.members of the City Council.
The election was .held for the purpose of electing.the
following ,officers of said City as required by the law relating to ,..
cities in the Sta.t:e of California~ to wit:
'Three (3) Members of the City Council of said City.
for the full term of four years.
The. total number 'of votes cast in the City was Fifty""Two
(52),_.and the tU.1ID.ber of precincts used in said election was one (1).
The names of the 'persons voted for at said election for
Members of the City Council of said City were as follows:

The Clerk announced that this was the t~e for the selection
of the Mayor.
Upon motion of Ybarra, seconded by Taverne1li, Leonis C.
Malburg was elected as Mayor. Motion carried.
Ayes: Gonzales, Malburg, McCormick, Tavernelli, Ybarra

Absent: None
The Mayor announced that this was the t~e for the selectior
of a Mayor Pro Tempore.
Upon motion of Tavernel1i, seconded by Gonzales, Thomas A.
Ybarra was elected as Mayor Pro Tempore. Motion carried.

Mayor Malburg then appointed the following Committees
until further order of the Chair:
Finance Committee
Malburg, Tavernelli and Ybarra
Fire and Police Committee

Library Committee
Gonzales, Malburg, McCormick, Tavernelli and Ybarra
It was moved by McCormick, seconded by Ybarra, that the
Committees appointed by the Mayor be approved. Motion carried.

Resolution No. 4219 - A Resolution of the City Council of
the City of Vernon commending Mrs. Genevieve H. Anderson for her
many years of service to the City of Vernon, was presented.
It was moved by Ybarra, seconded by Taverne11i, that
Resolution No. 4219 be approved and adopted. Motion carried.

Noes: None
Absent: None
It was moved by Gonzales, seconded by McCormick, that
Ordinance No. 847 receive a second reading 'by title. Motion carried.
Ordinance No. 847 - An Ordinance of the City of Vernon
amending The Code of the City of Vernon, California, 1959, by
inserting therein Ordinance Nos. 844, 845 and 846 and renumbering
certain sections of said Code, was read for a second reading by title
(Copy to each member of the City Council)

It was moved by Ybarra, seconded by Tavernel1i, that
Ordinance No. 847 receive and pass a second reading. Motion carried.
Ayes: Gonzales, Malburg, McCormick, Tavernelli, Ybarra
Noes: None
Absent: None
It was moved by Gonzales, seconded by McCormick, that in
accordance with Government Code Section 36934, the reading of
Ordinance No. 847 in full be waived; and that Ordinance No. 847
receive a third and final reading by title. Motion unanimously
carried.

Ordinance No. 847 - An Ordinance of the City of Vernon
amending The Code of the City of Vernon, California, 195~, by .
in:,erting therein Ordinance Nos. 844, 845 and 846 and renumbering
certain sections of said Code, was read by title for a third and
final reading.
It was moved by Ybarra, seconded by Gonzales, that
Ordinance No. 847 receive and pass a third reading and be adopted.
Motion carried.

Communication from A. E. Nelson, Jr., Director of Public
Works, dated March 5, 1974, requesting that Eugene M. DeFrank and
Adrian Yasutake be reimbursed the sum of $25.00 each from the
Education and Training Budget appropriation for a course entitled
"Topics in Modern Surveying" presented by the Southern California
Section, American Congress of Surveying and Mapping, was presented.
It was moved by Tavernelli, seconded by McCormick, that
the request of the Director of Public Works, dated March 5, 1974,
be approved and authority granted to issue warrants in the amount of
$25.00 each to Eugene M. DeFrank and Adrian Yasutake. Motion carried..
Communication from R. H. Bockhacker, Police Chief, dated
March 6, 1974, requesting that D. E. Fisher be advanced to Lieutenant,
Grade 2, effective April 1, 1974, was presented.
It was moved by Tavernelli, seconded by McCormick, that the
request of the Police Chief, dated March 6, 1974, be approved.
Motion carried.
Communication from A. E. Nelson, Jr., Director of Public
Works, dated March 7, 1974, requesting authority for James R. Persons
to attend the Transportation and Public Works Conference in Oakland,
California on March 27 to 29, 1974, with an expense allowance of
$172.22 as Mr. Victor H. Vaits will not be able to attend this
meeting, was presented.
It was moved by Tavernelli, seconded by Gonzales, that the
request of the Director of Public Works, dated March 7, 1974, be
approv.ed and authority granted to issue warrant in the amount of
$172.22 to James R. Persons. Motion earried"

March 8, 1974, requesting authority for Sgt. .1. I.. Tucker to attend
the National Explosive Ordnance Disposal Conference Workshop in
Sacramento, California from March 17 to 22, 1974, with an expense
allowance of $215.00, was presented.
It was moved by McCormick, seconded by Ybarra, that the
request ()f the Police Chief, dated March 8, 1974, be approved and
autbority granted to issue warrant in the amount of $215.00 to
J. R. Tucker. Mot ion carried.
Resolution No. 4221 - A Resolution of the City Council of
the City of Vernon endorsing Proposition W on the June 4, 1974
ballot, was presented.
It was moved by Tavernelli, seconded by Ybarra, that
Resolution No. 4221 be approved and adopted. Motion carried.

Noes: None
Absent: None
There being no further business to come before the meeting,
it was moved by Tavernelli. seconded by Gonzales, that the meeting
adjourn. Motion carr-ied.
